Its simple, all you have to do is put the game in windowed mode and select your suitable low resolution (if you have crappy pc select the lowest resolution) then select your windows resolution to that what you selected for the game and then finally use "borderless gaming" to play fullscreen (https://github.com/Codeusa/Borderless-Gaming). If changing windows resolution to very low looks complicated you can use "Hotkey Resolution Changer"(https://funk.eu/hrc/). This application allows you change resolution with the hotkeys you select. This method works for most the games but the lower the resolution you use the lower will be the visibility,so experiment for yourself!!!
You didn't what OS you're on. If I go ahead and assume 1909 win 10 pro there are a number of scripts you can do to strip down the OS (this is the suggested setup for the GPDWin 1 over on that sub).

If it's a dell the support site has an in-browser driver detect feature. I have noticed quite significant difference in performance once drivers are latest and all bios/firmwares are updated to latest.
There's a separate intel driver detect as well. Sometimes it will find things the OEM driver detect doesn't albeit only for intel devices (obviously).
There's actually (at least one if not more) a youtube channel dedicated to running different games on ridiculously low end hardware.

The first budget gaming laptop that comes to mind is the Acer Nitro 5, which is a fairly popular option. It can be bought for about £500, so if you're looking for something cheap, consider it. It can make job done but you will want to upgrade its ram asap since dual channel improves both cpu and igpu performance alot and also 4 gb may give you a sluggish windows experience.
In my opinion, you are already really close to get a gaming laptop. if you manage to stretch your budget and get a cheap gaming laptop, example 1 2, you will get much better performance than normal laptop.

So I have uphere fans in my second PC as well (this model) and thought I could help you.
Turns out it's not that easy and led me to some googling because they work just fine with an Asus P67 Sabertooth, connected with the 3-pin connector - the light stays on and the noise levels are low.
But I think I know your options. The fan and the lights in the fan are connected, there is no separate power connection to the LEDs, so they are both controlled by voltage regulation.
Which is fine for the fan, but if the voltage drops too low, well, you know - lights go out.
So you have to adjust either the fan curve or the voltage to find a sweet spot between brightness and noise.

you have cleaned out the fins and stuff on both? can you have an extra fan blow into the case? I realize how old the drivers for the 6570 are. as I have recently retired my 6670. There will not be a newer driver. Get HWinfo, install it and run it while gaming. It will show what your CPU temps are. it's less demanding than windows, but nowhere near as light on resources as Lubuntu or Linux Lite. It's typically considered the default Linux distro (though I'd recommend Pop!_OS over Ubuntu). Check out r/linux_gaming, specifically the Getting Started Page, to see if Linux is something you'd be interested in. The Linux community is typically really nice, so don't hesitate to ask any questions on the best-matching Linux subreddit.
Oh and about changing your PC back to normal. Unless you decide to make a dual-boot and run both OS's, installing Linux is going to delete your entire boot drive, so you'll have to reinstall Windows, and if you don't have a key, you'll need to buy one. Linux can be booted directly off of a USB stick without messing with your main drives at all (you can't install anything until you install the OS on your boot drive though), so you can always try that first as well.

it has AMD parts and less storage but it has more RAM and an SSD, the SSD will make it run faster, and more RAM means more games you can play without drastic tweaks. Vega 8 is some of the best Integrated graphics out there. BUT the vega 8 is less powerfull than the RX 540x. IF the RAM is upgradable in the other laptop you're looking at, you're good to go.

good to hear, I know lenovo's keyboards can be a bit strange, control key sometimes isnt bottom right, fn there instead on some models.
