Find a rental home through Craigslist, Padmapper, Facebook Marketplace, Facebook Groups and just exclude anything that is through a company. It's not too hard, just a different set of rules to get used to. I haven't lived in a apartment or home that's not through a private owner since I was in college. Use your common sense and don't sign or pay for anything without being sure about who the landlord is, and that all their ducks are in a row. Craigslist does have an issue with scammers trying to take deposits before they even give you keys type shit.

Regardless of the solution (including poison) the source of food needs to be removed or you will just be fighting it forever. The best solution we found that actually worked was an automated chicken feeder so that the food was not available for the rats whenever they wanted it. Point being that unless the kitchen scraps are put out regularly, the rats are probably attracted to the chicken feed if it is always accessible. I used a topper from this company to put on my existing 6' wooden fence in the back. Then I got a few bags of pea gravel to fill in around the bottom of the fence so he couldn't get under either. It's been about 2 years now and we've gone from him getting out every few months to not at all.
I also got Tiles to put on collars. Cats almost never leave your general neighborhood, so a Tile had all the range I need. I have them on all 4 of my cats just in case, even though the other 3 have zero interest in exploring the great outdoors.

Vancouver, and the Portland Metro area in general seem like an odd choice to move to without at least visiting first. The weather here is grey and damp for most of the late fall and winter. Many people that move here aren't prepared for it.

I would also take the distance from your nearest support network (like friends and family) into consideration. It can be comforting to have people that know, love, and understand you close by and not all the way across the country. People here are nice, but not exactly friendly.
Since I have to drive from Vancouver to the coast for work a lot, I like use Windy. com, since it has tidal, wave, wind, precip, temp, and a whole host of other variables to look at. And it also has a 5-day forecast which helps plan the week.

I used the fancy shoes from Fleet Feet for walking/running on the treadmill at Orange Theory for about 6 weeks, then got a beautiful ~~hideous~~ pair of "Orange Theory" orange Merrell Vapor Glove barefoot shoes that I walked/ran in for almost a year. :D
The barefoot shoes have been phenomenal for me. I mentioned that I walked 2-4 miles per day on my old job - what I didn't mention before was that a very big chunk of that was on the hard granite floors at Denver International Airport.
The uppers on the Fleet Feet shoes were great - it's just that they were designed to cushion the impact of the heel strike you get when running...in a cushioned shoe. For normal walking, they felt like walking on really soft foam. After 10 years of walking (more or less) barefoot, it wasn't a great feeling to be on pillows, basically, and I missed feeling the solid ground under me.
I set the fancy Fleet Feet shoes (I think they were ON brand) aside 100% specifically because I didn't like how the heel strike felt to me while walking and running - not because they didn't fit or were uncomfortable.
(side note: when you run in barefoot shoes, you don't heel strike. You land on the ball of your foot, instead. Think about how kids run around when they're playing outside barefoot. It's like that.)

Same with mine, so we settled on one without a hood. My dog wears this one. It is rainproof and most importantly it makes him really visible. Haven't seen this mentioned yet, but one of those portable jump start boxes is a great thing to have all year, but they are especially nice in the winter because lower temps can really zap batteries.
I have one that's an air compressor, flash light, phone charger, and can jump start my car. Any one of those features could save you hours waiting on a tow or someone with jumper cables or even conceivably save your life if you get stuck in the wrong place.

The concession line can be a test of patience. I highly suggest you bring your own. On the sold out weekend nights, we've watched people leave for popcorn and never come back. Just kidding...but still, 40 min waits in line? Not ok.
If you're coming in a hatchback (SUV, wagon, or the like) and plan on parking backwards to lay down in the cargo area, you will need to bring tie-down ropes or bungie cords to ensure your hatch doesn't raise past the roof of your vehicle. The people who are parked in the row behind you don't want to see your hatch. Be courteous.

I'll still be buying and giving out candy. I don't expect nearly as much traffic as usual, but I do expect some and any amount of normalcy for these poor kids would be nice. My costume was already going to have a face mask and I'll be wearing disposable gloves. Only my youngest is interested in trick or treating at this point and he's going as one of those inflatable dinosaur costumes, which feels pretty safe as far as giving or receiving aerosols.
