As for wired internet. Your two basic options are: Oceanic Time-Warner (cable modem) and HawaiianTel (ADSL modem). Not everywhere has a choice of both options.
If you don't have those two options for wired internet your wireless choices are: Aloha Broadband (need a fixed base station parabolic dish to receive from their transmitter, unlimited usage, not available everywhere), AWS Wireless (Uses WiFi, spotty coverage, you can also use them one-off, I tried using them for a day right in Hilo and hated it, they may have improved but I doubt it), Exced (satellite internet, bandwidth usage caps but there are early morning hours where you are not capped, uses basically DISH-TV type of receiver), Hele (3G modems on a system using Oceanic backhaul, slow and spotty, usage caps) and the usual suspects of AT&T, Verizon, T-Mobile, and Sprint.
If you want to throw-back to the 1990s you can get a dial-up account for your modem equipped computer, flex.com does $9.95/month dial-up with zero tech support (that's how they keep the price low). Of course you're going to need a phone line to connect.
If you want 'free' internet. Currently HawaiianTel is offering free WiFi hotspots at some community centers in Puna due to the lava flow emergency. McDonalds has free WiFi along with Safeway, Starbucks, Prince Kuhio Plaza (you'll need to join their free club online), various coffee shops like Cruzin Coffee in Hilo, Public Libraries, main Hawaii County buildings (they don't allow YouTube, facebook but you can easily bypass the firewall by using a VPN or http://anonymouse.org). If you have a Time-Warner email address then you can log into their WiFi system in spots like Hilo using your roadrunner email login.
I'm definitely not a computer expert, but I believe using a virtual keyboard would make it so nothing you type would be recorded by the keylogger. This next suggestion I'm less sure about, but maybe using a service like http://anonymouse.org/ would hide your browsing history as well.

I couldn't find any api's that worked for me (I'm with BT in the UK) so I went with the solution of using the default endpoint url but going through a proxy site, TV Shows now works for me going through anonymouse.org and setting this as the url.

There are a few free VPNs, but they tend to be slower than a paid one, for temporary anonymity use annonymouse or any other web proxy.
You need to chain another proxy on the end of Tor so the site reads a non-Tor ip address.
Sometimes a simple cgi proxy like http://hidemyass.com/ or http://anonymouse.org/anonwww.html will work.
Some sites may block these as well, 4chan for example. For these sites you need to chain a http or socks 4/5 proxy on the end of Tor which is a little more complicated. The short answer is a program called proxychains.

In case that doesn't work, it basically says that fightin CPU's gets you into bad habits that seem like good habits because you win against the CPU's. You know a long time ago, back during my highschool days, I was out spending time with my friends. We went to a cemetery and spent time there. The cemetery was just behind my friend's house and we just wanted to explore a bit at night since my friend was going away to London to live there soon.
While we were just chatting about life and the past, as well as our plans for college, I saw a kid running around near a grave with an old lady. The old lady just kept watching the kid and didn't discipline him. The kid was really loud to obnoxious levels. I mean, I know it was weird to hang out in a cemetery, but it's worse to keep yelling and acting like a Dragonball character out of control.
After a while, I tried to make fun of the kid. I told my friends "Hey look, that kid seems to be crazy, he's playing Dragonball all by himself and his grandma can't do a thing!" Then my lady friend said "What do you mean alone? He's playing with his mom and dad!"

It's good that you have law enforcement background. It's nearly impossible to get the software to practice forensics unless you know someone that will vouch for you. Give me some more time with this and I can get a list and/or screenshots of suspicious processes. What version of Windows are you running? This is a great start! With a new computer-run it as a "thin client" where your machine is only used to process information, and everything is stored on remote servers (cloud infrastructure). He can't get into them unless he has your password. Remember a VERY complex password and change it daily if necessary. You can get a different Dropbox account using another email-completely different email address he wouldn't ever guess or go with a Google account and Google drive. Again, change your absurdly complex password often. Use Anonymous Email service to send important emails without leaving a trail. Don't store anything relevant to this case on your local hard drive. Keep using Dropbox if you do not think it's compromised. More later.
