Netflix aside, check out Pluto TV. It live-broadcasts channels of collected Youtube videos (not sure if that makes sense).
But the late-night channel is pretty good. And it's mindless, just like old TV -- it just keeps going and going (and eventually repeats itself).
Pluto.tv has a 24/7 channel devoted to puppies and dogs. (There's also a separate channel for kittens but who cares!) I leave this on my TV for hours sometimes when company comes over.
Archer is great, it's on Amazon Prime.
I've also started watching Pluto.tv on my FireTV. They have science/nature/food/music documentary channels. Really, it's just curated YouTube videos. Oh, and there's an MST3K channel.
I fall asleep at night looking out the window of a train traveling through Norway. It's beautiful.

I think it's Option Paralysis, where there are too many choices, and you can't decide which to choose. Back in the TV/Blockbuster days, our selection was pretty limited, so it was easier to decide or give into randomness/channel surfing. I really miss things like MonsterVision with Joe Bob Briggs.

Existing web video curated into streams/channels in a slick interface similar to traditional TV viewing. It's great for those times when you don't have something specific you want to watch or just want to have something on in the background.
It's everything we missed about cable, mindless background noise.

It's working "ok" on my Roku 3. I am disappointed in how long it takes to start and the fact that there are a small fraction of the channels offered on http://pluto.tv/. Still, the interface is great and I've found a lot of content that I really enjoy. It can only get better!

Being a cord cutter, I miss just leaving it on a channel and letting it play whatever, it takes care of that well enough for me.
Sometimes I get a lot of boring stuff like tedious revisions of small things. I'm much more productive with something I can listen to. Otherwise I'll just be reading reddit all day and you can't work and read at the same time.

The default channel on pluto.tv is headline news. I don't watch it so I can't say for sure if they do live news, but the tagline does say breaking news so I assume they do when there's something to talk about.
Sorry to hear you and your grandma will not be living in the same house, and doubly sorry for her condition. My grandma suffered it before she died, and my wife's granny is now in a home with dementia. It not only hurts the person but everyone who loves them.
If she can get internet and WiFi then I'd recommend pluto tv. There's a channel called Cat's 24/7... it's what you described. BUt i'll assume she doesn't have internet, or there will not be anyone that can operate a computer for her, so I'll make a DVD of some of my favorite YouTube videos. I'll PM you when I'm done.
In hopes of bringing greater awareness to Anthony Bourdain, Pluto TV is hosting a tribute channel for Anthony. Currently, No Reservations is being played.
You can pick up some of their stories on PlutoTV which is free. Look for channel 110. It is free. On PC, Fire TV, Roku and mobile apps. May not be live and is probably limited selection.
MSNBC also has a website with live video here. Looks to be story/video segments not full broadcasts. That is only available to cable tv subscribers.
The $7.99 Hulu package mostly has clips of select MSNBC shows along with video not part of specific shows (probably same as PlutoTv's).
Sling tv Blue $25 + News Extra $5 = $30. This has the MSNBC channel.
Directv Now Live a Little is $35 but if you have AT&T, they have a discounted price. Also has the MSNBC channel.
Hulu with Live Tv is $39.99. It has MSNBC plus the on demand version of Hulu.
Pluto TV has no captioning (or subtitles) and from the email response I've gotten no intention of ever adding any. Kind of makes it a miss for people like myself. I use it occasionally for the news shows, where the speakers are people I can lip read and for the music video streams (which are sadly repetitive) so I can sometimes encounter new music and just Shazam the names of the artists and the lyrics. Otherwise it's unfortunately useless to me.
YouTube at least has that horrible auto-generated subtitles which at least occasionally lets me fumble around for the meaning of things. What burns me though is when I see something I watched before on YouTube and so I know there are subtitles or captioning for it and Pluto TV is just making a choice to cut me out so I don't get to enjoy it fully. It's not a great feeling.
It's also why I generally use Netflix for my television shows and pirate everything else I can't get from there. At least the piracy scene has subtitles for most things. (I know that's a side effect of providing subtitles to international viewers, not aimed at people like me but it's a welcome side effect.)

Aside from that, I was directing my ire to those who complain about not having options and then they don't support the options that are available. I apologize if you felt like I was yelling specifically at you personally, I was speaking in general. I personally don't think that five bucks a month is a lot to ask for OANN but I'm sure we could both think of people who would complain that it wasn't free. If we want options we have to support those who are building their own platforms to bring us those options.
Either way I gave you two ways you can have alternatives to the monolithic voice of the Left. You now have options you didn't know you had.
I don't think this will ever actually happen.
For starters most people have cable or netflix.
Two, the government regulated advertising in children's programming on broadcast television to the point that studios saw fit to replace kids shows with shows targeted at older audiences. The educational programming that does air normally is stuff purchased from Litton Entertainment.
The only television studio that still airs kids shows is PBS, and I expect they won't stop because they must have a source of money coming from somewhere.
I think the only way you get afternoon and saturday morning cartoons is if you watch them on cable, pick your own shows on netflix, or use an app like PBS kids, or a service like Pluto.
Your options might increase a little bit if you have a Roku or Chromecast.

That's assuming you're doing everything legally.
With a cable subscription you could probably just stream nick/cartoon network/disney channel too depending on what cable provider you have. I don't know of any other legal cartoon streams unless you're just googling public domain cartoons on archive.org or something, or there's an app you're using on roku or a tablet.
tl;dr Litton sucks, use the internet or a cable/netflix subscription to find cartoons unless your kids are content with PBS.
Bloomberg TV is available via apps for many platforms.
PlutoTV has several news channels including Bloomberg TV.
PBS News Hour is available via an OTA antenna and episodes are available via the PBS app, but I'm not sure about a delay.
One America News is available via KlowdTV.
I would set him up with an OTA antenna then consider a Roku Stick for additional content and let him try them out to see if he wants to cut out cable/satellite. Reply with a link to his TV Fool report for antenna suggestions. Mention if he has a satellite dish available that could be reused for an antenna and how many TVs he has.
Just get Pluto on your Roku or Vue device. That is a news junkie heaven. Add in the very good CBS/ABC/NBC News Apps, YouTube, NewsOn, all the weather apps, and you're missing almost nothing

The bottom line is, find what shows you want to watch, seek out which devices are supported by the service that offers those shows, then decide on a device. Free "live TV" services like Pluto.TV offer a "live TV like" experience, but the content is limited.
The official Android TV devices also provide Google/Chrome casting and, IIRC, both offer a guest mode to allow others to cast to your device using their own phones.

Check out http://pluto.tv/ (The app, not necessarily the website), basically premade channels of continuously running YouTube videos for that specific channel (Music, Stand-Up, Sports, News, etc.). Works pretty decent, content can get stale after a week or two, but I guess they update the video list or something everyone few weeks or so.
I don't think there's an add-on for Kodi. They have a website that works on desktop browsers, along with a standalone PC application. There are also apps for Android TV and Fire TV, and Chromecast support from iOS and Android devices.
This new thing called PlutoTV, reminds me of the old days of MTV.. It’s played out like cable tv with a guide and channels, but comprised of online videos. They have great music channels that play music videos in various genres.

It's on their Conspiracies and Myths channel, not a good start... I'm watching what looks like a GChat with some dude, Saad and Rabia. Nothing exactly earth-shattering so far.
Honestly, I'd say it's the Internet, specifically for entertainment.
Today we have devices that can pull up YouTube, Netflix, and other services onto our TV, and we can find the videos on our phone to be streamed on the TV.
Also, there's this really awesome site I found recently called Pluto.tv and it's television on your computer. There's a whole bunch of channels catered to music, video games, comedy, even cats. Blocks of videos play like TV. I can stream it on my Chromecast while I'm doing work or whatever.
There's a channel on Pluto called Slow TV and they have a block called Slow Ride. It has POV videos of trains, cars, and other awesome things. I can play a train ride on my TV and look at the amazing scenery. I love it.
