I've had this app on literally every Android phone keeping detailed logs of every single fill-up and maintenance that I've done on my cars. It comes in handy in the days before "Service Soon" would pop up on my dash.

I've got logs that run all the way back to 2011. It makes selling cars a lot easier too because you can export the data to CSV to show that you rotated the tires at xxxxx miles and changed the oil x times at these intervals. I'm extremely data driven, so aCar is totally my jam (plus I like seeing how much MPG I'm actually getting instead of letting my dash tell me).
I use aCar for Android, it's got a minor learning curve but gives awesome stats / tracking for your vehicle. It also lets you export and import data if you ever need to show it to somebody / to prove something occurred.
I also keep a handwritten diary of gas-fill-ups and other big events in the cars history.
At about 95/5 city/highway driving, I've averaged about 24.9 mpg over the last 3 months. Avg cost $2.34/day and $0.11/mile.

Many options, you can modify intervals, set reminder by mileage/km and/or time, add parts, add refilling intervals and it will calculate your average, add the gas station from where you filled (need internet connectivity), having statistics, charts; overall knows to do a lot of stuff.
I left the google play link for the free app; you cannot perform backup while the full app gives you this option.
And I do have also an excel file saved on my google drive, adding there also; not adding the fuel but just to keep track of my parts which and when were replaced.
This reminds me that I need to add some service intervals which I didn't do it because... lazy.

Responsive dev. Very customizable. Has every feature you can think of that you might want for tracking vehicle expenses. App has existed forever. Had I not lost my data (my fault, not the apps), I'd still be using it.

You could try aCar. It's designed for cars, but you can customize a lot of it. I use it to keep track of all my expenses, services, and fill-ups.

Not the best looking app but it does the job and it has free syncing with their server so when you switch phones you don't lose progress. You can track multiple vehicles too if you want.
I think I'd be interested in this. I would look at a mobile app. I used to use an app called acar. It was a completely self-contained app on your phone. Every time I filled up, I would enter the amount, I could snap a photo of the receipt. Anytime I got tires, oil changes, or any other maintenance. I could also put my maintenance schedule + reminders in it. You had to manually export the data and sync it with something like Dropbox, but it was doable. Everything was CSV exportable/importable.
I got out of it when I started working from home about 5 years ago. I mainly used it for gas mileage tracking (and comparing different gas stations). Now I am less concerned, and have a newer car that I basically take in every June and November for service, so.. less to track.
Anyways, I saw this and was about to recommend aCar PRO (if you have android), but discovered it's now under the brand "Fuelly" and seems to be a paid service. Maybe check it out to see if you like the app, and maybe you can still use it without the hosted service? There's also an Android app called Drivvo which looks like it might work. Whether Android or Apple, see if you can find an app that just lets you record data and export to spreadsheet. It was super convenient when I did it. If I was taking my car in for service, while I was waiting, I could punch in the things I knew about, make up a price, and then edit the missing details back in afterwards. Similar with gas. While the gas was pumping, I would have my phone out, entering mileage, gas station, fuel grade, and then enter the gallons+total at the end (or you could enter the cost per gallon and have it calculate the total).

aCar is my #1 go-to app for this.
Unfortunately not Material, but it's not too ugly and does A LOT. Track mileage, constant eye on mpg per tank, reminds you of maintenance (even set up a custom maintenance schedule), log maintenance events and part buys. Even logs road trips and such. It literally does everything. If you buy the pro unlocker ($5, but totally worth it, imo), you get custom, manual backups of all your data. It's an absolutely indispensable app for the responsible car owner.
I am not sure about OBD-II because I own an OBD-I vehicle.

That analysis doesn't actually say what they used. It in no way indicates that they chose an average baseline of operating costs, a high estimate, or a low estimate.
I used my Suburban in the previous post because it is on the very high end of cost per mile as far as currently driven vehicles go. I've only had it 4 months, so I don't have extensive data on it. I do, however, have 2+ year maintenance and gas stats for my Pontiac Vibe that I have meticulously tracked using this app.
It has averaged about 27.5MPG-- though this is likely closer to 29 due to the fact that it has 1" larger than stock tires for ground clearance-- and 10.8 cents per mile in gas. An oil change, which I normally do myself every 5000 miles for about $25, adds about a 1 cent every 2 miles to that. However, at my local shop, they charge $99 for a full synthetic change, so I'll go ahead and use that: about 2 cents per mile. On it, I've changed windshield wipers, fixed an AC re circulation door, and gotten new tires, all totaling out to just under $1000 over a 45k mile period. This adds 2.2 cents per mile.
We're up to $0.15% per mile. There may be a fix or two from the 6 months-ish that I had the car prior to tracking this info, but certainly nothing major. We'll just add 2 cents/mile anyways, and clock it out at $0.17/mile. This is with a 27-ish mpg car.
The EPA estimates that average fuel economy in 2015 was 24.8 mpg, and I doubt that this number has decreased since then.
Mechanical issues happen though, right? Lets just add in a transmission there, estimate its cost at $3000 for parts and labor. My Suburban transmission totaled out at $3600, but one for my Pontiac would probably be $2000 with parts and labor. $3000 ever 150,000 seems like a reasonable estimate here, since I'm not familiar with any makes and models that average less out of a transmission. That's $0.02 per mile again. Change some belts ever 50,000 miles: $500. $0.01 per mile. That takes us to what, $0.20 per mile?
Your car would have to fuck up a lot to get close to being 50 cents per mile to operate. $0.50 is not an average. It is at best, an "all-inclusive" high average meant to include big rigs and other such vehicles whose parts are extremely expensive and which get terrible gas mileage (worse than my 10mpg average Suburban).

aCar, awesome for logging fuel usage, trips, maintenance, etc. It can be backed up easily to dropbox/google drive/onedrive and locally, and it can be setup to warn you when maintenance is due.
Torque, can be used with a cheap $25 bluetooth OBD2 adapter to see real-time info from your cars computer, it can also tell you which trouble codes you have if your check engine light is on
