Both of those things are Lollipop issues not anything with Motorola.
Samsung phones actually have both -- if you disable heads-up notifications (for example, with an app like HeadsOff), you can see the underlying ticker notifications. I really wish stock Android were like this.

Headsoff is always running on mine. It disables the very annoying, heads-up notications in Android Lollipop, that show up everytime you get a Whatsapp, Email, whatnot, and sticks at the top of the screen till you manually remove it.
With Headsoff, you just get a normal alert, which you can go back to whenever you want.
What phone are you currently on? I believe marshmallow made it so you can swipe up on a heads up notification to hide it. There's also an app in the Play Store that disables them without root if you want to go back to the old scrolling text notification.

The app description says that to get ticker text, you disable Previews in the Notification Settings of each app.
I have a Verizon G4, but not on Marshmallow. My guess is that the option might not be enforcing well enough to prevent heads up notifications.
I would suggest installing Xposed and finding the module that disables heads up (can't remember the name off the top of my head), but idk if you can root Marshmallow on the G4.
In the meantime, maybe try a solution like Heads Off? I use this to bring back a psuedo-version of the notification ticker from Kit Kat and earlier.
You want to get rid of Heads-Up notifications? The app HeadsOff can disable on a per-app-basis the Heads-Up notification and replace them with the ticker notification like in KitKat. I recommend getting pro if you feel like you really enjoy the app, so to support the Dev.
The thing I'm really grateful for when it comes to HeadsOff is being able to toggle which app's notification are Ticker or Heads-Up. I pretty much have everything ticker, except Textra (so that I can do quick-reply).

I then went into whatsapp and unselected "Use high priority notification" (even though I had done this before and it didn't change anything).
After these steps I restarted my phone and lo-and-behold it worked! Hope this helps someone out.

It also seems that Floatify may be replacing HeadsOff? But I've never used that so can't say if/how that works.
You can turn off notifications per application by going to "Sounds and Notifications" in settings, and then selecting "App Notifications". Choose Snapchat and then "Block notifications". As for why you are specifically getting popups, I'm not sure. I don't see that as an option anywhere in Snapchat either.

Use HeadsOff and just turn it on when you need it.
HeadsOff might work for you.
If you are on a newer version of Android, you'll have to use the System UI Tuner... which may require ADB, depending on your phone.
If you don't need it to be particularly convenient to toggle: silent mode. I used HeadsOff as an example, but it's unrelated.
Edit: I looked into app solutions more and it looks like Hide Notifications and potentially Status would accomplish this.

If you want to see Outlook email without getting a vibrate alert, or any notification for that matter, Google gave developers the option for that.
Holding down on a notification on an app usually reveals a circle with a 'i' so that you can block the app's notification or label the app's notifications as 'priority.' However for many apps you have an extra cogwheel that looks like this: http://i.imgur.com/Qthhcv6.png
Tapping on the cog allows you to change the app's sounds, vibrations, etc. It should look something like this: http://i.imgur.com/6KJlrs1.png
And for apps that don't implement the cog, you can still go into the app's settings and find the option to change the way notifications will be delivered. From my Gmail app(which supports Outlook) I could easily turn off sounds, vibrations, etc: http://i.imgur.com/8Q2uNHa.png

Also widgets can show more content than live tiles do, and they don't have to take up a lot of space either. I've stuffed in a ton of widgets in this app page and I can still see more on the widget than I would on a live tile because I can scroll through it: http://i.imgur.com/pDgv662.png
Also I just merely said that maybe your notification experience was crippled by Samsung, but I highly doubt that's the case after some searches I conducted. The notification system works about the same on every Android device. No need to get infuriated about having to change your phone's software to Vanilla or changing the device.

Alright moving back to notifications, one thing I was always annoyed about on Windows Phone was that I could never tell what app sent me a notification because I could only see a weird envelope icon and nothing else: http://i.imgur.com/4QCjorv.jpg
Whereas on Android you can tell what app has sent the notification right through the status bar: http://i.imgur.com/SIYe4tE.jpg In additon to this, an app like Whatsapp sends me a different type of notification in the status bar depending on whether I got a call or message. This allows me to more effectively glance at content that has sent to me from apps.
Let's also not forget that Windows Phone only allows around 5 apps to show a notification count on the lockscreen while Android can show the entire content and even allow you to interact with the notification by expanding them: http://i.imgur.com/VAUFpIx.png (Roost was a test notification sent from Chrome, yes Chrome supports web notifications on mobile).
I have a very hard time believing Windows Phone does notifications better than Android, the only thing I can find where Windows Phone has the upper hand is the fact that you can disable toast/heads up notifications, something Android won't be able to do till M.

Edit2: I just realised another advantage Android has over Windows Phone. When you get a heads up/toast notification on Android you can swipe it left or right to permanently dismiss it or swipe up to put it in your notification centre, so that you can view it later. On Windows Phone no matter what direction you swipe the toast in, you can't permanently dismiss it until you open up the notification centre.
This is just to reiterate the fact that I find it hard to believe Windows Phone does notifications better than Android.
