Maybe it's not like Pokemon Go, maybe it's like Hitman GO or Lara Croft GO:

I'm sorry to say it has nothing to do with Pokemon go if that's what you're thinking.
Actually more of a Puzzle game
If you like that, Hitman GO and Deus Ex GO are very similar. I thought Lara Croft GO had by far the best puzzles, though.

/u/cstchick, can you call it "CS:GO GO" just like Hitman GO and Lara Croft GO.
I quite likedHitman Go. I'm honestly not sure if it has an offline mode though. It plays very smooth on my GS5, but I don't know how it does on other hardware. I don't know how it plays on other devices.
I also though Monument Valley was quite nice. People tend to think the price is a bit steep for the game length and I think it uses online saving for your level unlocks, but it's quite gorgeous.
Maybe give Hitman GO a shot. It's assassins instead of spies (close enough), but its still got a heavy emphasis on solving puzzles in a tactical way. It's not at all like the pc version of the game -- it's turned based and even categorized as a puzzle game. It also has good replayability in the way of daily challenges so you won't have to wait for new chapters to come out.
You can get it on google play for about a dollar
Oh and i just thought of Hitman GO (and/or Lara Croft GO. Both are 80% off right now (atleast in my Play region). Good fun, decent playtime. Doesnt compare to XCOM tho (but yeah, a lot cheaper).
I would recommend you getting Hitman Absolution. It's really cheap. Blood Money and Absolution are my favourite games in the franchise. And if you feel like mobile gaming you should definately try Hitman GO. Ironically its price is higher than Absolution's. Nevertheless it's a very good mobile game. Worth giving it a shot!
Loving the rogue! Your game has a similar aesthetic to Hitman Go (which I really like)
Will the Ice Spirit float? I think it would be cool if the bits floated at different speeds so sometimes they would go in the same direction and sometimes they would bump
I've been having a lot of fun with Hitman Go (not sure if it's on steam but should be available for her tablet), turn based strategy presented as a "board game."
Hitman Go It's a reductionist take on hitman game with take downs. It is stylized as a board game and has a puzzle game feel.
PC version coming soon if you'd prefer that.

I struggle to find really good games with a proper mobile interface. Plenty of great games that are almost unplayable without a controller. There is a few stand-out examples of good design that come to mind though.
Here is a list of fantastic games and ports with legitimate mobile interfaces:
The actual official Hitman game Hitman GO. comes to mind. However it is not a "roguelike" by any stretch of the imagination and probably not what you had in mind.
As far as "traditional" roguelikes with stealth mechanics go, there is ThiefRL.
Here is a useful forum thread on stealth roguelikes, perhaps you can find something to your liking there.
Tangentially related to your question was the "Serial Killer simulator" but it turned out to be a hoax. But it showed the concept has promise.

Hitman GO is also very good if you're into puzzle games.

I can't help with free game, but for cheap (and often on sales), you can check this 3 games :

- Hitman Go : https://play.google.com/store/apps/details?id=com.squareenixmontreal.hitmango&hl=fr
- Lara Croft Go : https://play.google.com/store/apps/details?id=com.squareenixmontreal.lcgo
- Deus Ex Go : https://play.google.com/store/apps/details?id=com.squareenixmontreal.deusexgo

Each of these games is puzzle game, and can be play one level at a time so you can enjoy it for short session.

If you don't want to pay for any of those games, then maybe Play Store can help with game recommandations base on those (if you like the concept).
Hitman GO is on sale too for 99¢.
Google Play links because I played these on Android and I can't comment on the iOS versions.
I enjoyed both Hitman Go and Lara Croft Go.
I also enjoyed the games in The Room series.
Flow Free has a $5 "unlock everything, remove adds" purchase. To be fair, I haven't played it in a long time and it looks like they've ramped up their monetization (i.e. you can buy "hints"), but the game itself is ad-free if you pay the $5.

Sorry Apple users
That's fair. To me, Commandos games always seemed like puzzles in which you have to figure out and complete a certain sequence of events. Hitman Go is like a distilled essence of that kind of gameplay. If Hitman Go is too simple, X-Com is also an option. It has a different kind of gameplay (more management and tactical thinking), but it might still scratch that itch. In the end, yes of course Commandos 2 will be the best choice when it comes out.

Vind zelf de go serie van square enix wel vet, turnbased puzzle games gebaseerd op hun eidos franchises. Ze hebben Hitman go, Lara croft go en Dues ex go.
Wow, chill out. That other guy didn't flip his shit.
Also, Hitman GO seems to fit your description.
