I pushed this lost Android app to it through Google Play for most of my remote access shenanigans and was able to set a lock screen with a message and 6 digit pin. The phone hasn't registered as being used by Android Device Manager since a couple days after I did that.
Edit: Everyone with an Android should go to https://www.google.com/android/devicemanager. If you haven't given admin rights yet there should be an option to "Allow remote lock and factory reset." You'll get a notification on your phone. Accept it and you're all set!

This gives you total control over your phone. It can even take photos with the camera, make it vibrate, erase everything, give you browsing history, location (of course), and much more.
The app itself is disguised as a notepad on-screen.
I find AndroidLost to be on par, and better than Cerberus in some aspects.
Also with Cerberus having two security fuck ups now and AndroidLost using Google login (with 2FA), it's something that I find much more reassuring with an app which has complete control over my phone.
Cerberus is the most powerful option.
If you have a Samsung device, check out their "Find My Mobile" service. One really cool feature is that it can still locate your device when location services are turned off. Most other services cannot, which kinda defeats the purpose if you are like me and keep location turned off except when needed.
Googles "Find My Phone" service cannont locate your device if location services are turned off.
Cerberus can do it, but only if your device is rooted and if Cerberus is installed as a system app.

Lost Android is free and has pretty much the same features as Cerberus. It's not pretty, but seems to work very well. I made the switch today for the same reason as you and don't think I'll be looking back.
If I'm not mistaken, this would require the Secure Settings plug-and its failed unlock attempts trigger. Secure Settings has been abandoned since almost two years back, though, just FYI.
Another app that does this by itself is Android Lost.
Lost Android is free and has more or less the same capabilities as Cerberus. It's not pretty, but seems to work very well.
It does lack a couple of useful features such as taking a photo when a wrong unlock code is entered, actively tracking phone location, etc. but if you're using Tasker they can all be replicated fairly easily.
OP, if you're looking for alternatives I'd recommend Lost Android. The UI is, well... not that great, but functionally its almost the same as Cerberus. It's also free.
I'm sure IT would have something easily installed on there. Considering Android users can get things like "Android Lost" which allows for remote video/images/microphone etc. I bet IT would have something and for iOS users too.

Android Lost is supposedly able to do this if you install it as a system app. I switched to that from Cerberus for the same reasons as you; no regrets.
If it never left the bus, I would check with the bus company and see if they have cameras installed (most do, don't they?).
But even if it's another kid, or even the bus driver, there isn't much you can do, unless you have real evidence.
I would still change some of the passwords (maybe leave the Google one intact, but monitor access), assuming the phone isn't locked.

There are apps like Lost Android that you can install to remotely control the phone, including remotely taking pictures, to help you recover it from a thief and such. I don't know if that's the kind of situation you're thinking about, or not.
Androidlost is an amzing little app/website that can do SO much.
Locate your phone, remote activate the microphone and record, remotely snap pics, wipe the phone, lock/unlock, retrieve texts and phone numbers etc etc etc...

But, you can use it to turn on wifi , see last calls , gps location , battery info , turning on/off mobile data , recording audio , clicking picture etc from thier website. If it's not connected to internet, you can use sms to do this functions with commands.
You need to set it up. Set up little bit confusing. But, a quick Google search & reading app description will solve the problem. quick tips about the set up. 1. Install app on the device which you want to control with your google account. Let's say it's "X" account. 2. Go to their website. log in to their website with same "X" account. (It will ask for some permission, when you allow it , set up will be completed.) 3. Now whenever you want to control the device, open their website , log in with that 'X' account. After that you can turn on/off wifi , you can also know battery status. (There will be 'status' option). In case the device is not connected to internet simply use Text commands.

use phone with good internal memory + android device manager + 24x7 on data. if not, use this app Android Lost to remotely wipe data with sms or website if phone is lost again.

Yes, it's a little glitchy and you might not trust a random dev with this many permissions but it counts as a nice option to have if ADM and Samsung's find my phone don't work.

AFAIK If device is new (new Android version may be 6.0+), Find my phone is enabled by default. (Unless you disable it.) If It doesn't show location then It's possible that phone is not connected to internet or GPS is off. In that case you won't be able to do anything.
Report to the police and your network provider. That's the last hope. Also from google my activity, check location history. (If It's enabled.) It will show last visited place when phone was connected to internet & GPS.

After phone is lost, there are no solutions/apps for that.
That's why I recommend you to use an extra app whenever you set up a new device. App that can send phone's location if you send specific sms. It's very helpful when your device is not connected to internet. (GPS should be on though.) You can try any one of them. First two are free. Third one is free + in app purchase. Last one is best and paid app.

Then install this app which will start up the previous app.

If you can, I'd install this which will give you the ability to install and control your phone from over the web browser and nearly all in the background. YOU CAN DO THIS FROM YOUR BROWSER. Install it on Google play in your web browser!
I'd use it to take the person's picture, save it to yourself, use it to get a whole bunch of voice and picture data as well as location data so you can find where the phone is and who took it, then you can go to the cops to try and get it back or use the program to call the number that's on the phone now. I'd gather a lot of data while the phone is on now and then call them. The people may be trying to find the owner and calling them they may be ok with returning the phone, but in case they're not, you've got all the information you need to prove it's your phone, whether or not they turn the phone off.
