Try Opera Max (website|Google Play). It reduces data usage for all apps (like YouTube, music streaming apps...), not just web browsers.
Can't say it makes browsing any faster in low signal areas, though.

BTW, i have no idea why they have begun doing this "NEW" thing with their apps.

Awesome app, shows how much you use on wifi and your data plan. Will notify you if apps are using to much bandwidth. Even saves you bandwidth

PSA: There's a new data saving app that works really well and was launched recently. It saves data by compressing everything that goes through the VPN it sets up. It's called Opera Max.
Opera just released something called Opera Max for Android. It works as a proxy and claims to cut the bandwidth up to 50%. It's not tested though, but I think you should give it a try.

The UI (direct link for the lazy) reminds me quite a lot of the Opera VPN free service. Considering that Samsung already had a collaboration with them before, I wouldn't be surprised if this was just another rebranded third party service (just like Cheetah Mobile powering the battery info on TouchWiz).

Some other options
Opera max - Similar to Google's, saves data, blocks app's access and shows usage. Used it for some time in 2015, it worked well at that time, can't say how it works now.
Glasswire - Data usage monitor, if you are not interested in blocking data for some apps.
Netguard - Open source. Blocks data access for both wifi and/or mobile. Also gives you a bit more freedom like allowing on certain wifi's and not allowing on some others. If you download from github you can use some hosts file to block ads too.
<strong>Opera Max</strong> is supposed to be able to save you data. If you haven't used that it would be worth a shot.

All of these allow you to choose which apps can access data while on mobile, or even block data completely. I got it after watching Netflix on WiFi only to have the WiFi unknowingly disconnect. Yes, I know Netflix has this as a setting, but not all data-hungry apps do.
This seriously needs to be built into Android.

It's called WiFi sharing. Just connect to whatever Hotspot and then all your other devices can have Internet through your phone including chrome cast or whatever.
Make sure you set a mobile data limit and here's also a list of stuff I disabled background data for without any issues.
Try installing Opera Max. It could help you cut back even more.

You could try Opera Max. It has an option to select image quality in settings, but can't block them.
