If you have an Android phone, you could try an app like Shush. When you turn the volume all the way down, it pops up asking how long you want your phone to be silent for, then automatically turns the sound back on. I use it when I go to the movies.
I like Shush!, a small app that pops up automatically when you put the phone in mute and allows you to set a time to restore it back to normal after some time.

Shush is the most minimalist app I have. You don't actually run the app, it just pops up whenever you mute your phone and asks you how long you'd like it to stay muted. When the time is up, it automatically unmutes your phone. It's so seamless that I often forget that it isn't a normal feature of the OS.

Man, I remember using an app to handle this since the days of Gingerbread. It's been updated once or twice, but it still works fine and is incredibly simple; it only triggers when the phone has been silenced, either by toggle or volume buttons.

Shush!: it sets a timer to unmute your phone after you muted it. I always forget to turn my ringer back on, so this does it for me.

It gives you a timer to restore your phone's ringer when you put it on silent. In a 2 hour movie? Silence the phone, set the timer to two hours and fifteen minutes. Want a good solid eight hours of sleep? You can be sure your phone will remember to come back off of silent, even if you don't!
I've been using Shush! for years to do this when I go into a movie, church, meeting, or anything else I need the phone to be silent and don't have to worry about turning it back on since it'll come back in x amount of time.
Shush! - When setting your phone to silent you can set how long to stay on silent. I set my phone to silent when I get to work and set it to come off silent when at finishing time.
Shush silences your phone for x amount of time (in 15 minute increments) but you'll have to set it manually rather than a an auto "time out" like you said. Could work in the interim while you find a better solution.
I think Shush! is exactly what you're looking for. It doesn't require root and you don't even have to open it. You just turn your phone on vibrate or silent, it opens a small window to ask how long you want to silence your phone and it automatically restores the volume after the time has expired.

I use an app called Shush!. It makes it so that when you put your phone on silent, a screen pops up asking you for how long. Never had any issues with it.
Of course, you shouldn't have to need something like this. Even my friends know not to try to contact me at night, it's (should be) just common courtesy.
They advised me to uninstall and reinstall and see if that fixes.
For what it's worth, Shush Ringer Restorer keeps it quiet.
I leave ringer volume at 100% unless I need it to silence. To quickly silence it, press "volume up" and "power" at the same time and it silences it. And I have an app called Shush ringer restorer that turns volume back on after the time you set it. (click the app once to change icon settings and it turns itself on, then whenever you silence the phone it pops up so you can set the length you want to be on silent.)
The contacts thing is part of the phone app update from a few days ago.
Notifications are my biggest issue, I'll get random bursts of notifications and it drives me nuts. I was having a similar issue on Oreo but Pie seems to have made it worse somehow.

Shush! Ringer Restorer I had the feature on my Nokia candy bar phone eons ago and missed it. When you out your phone on Silent it asks how long you want to keep it there until it automatically turns the ringer back on. Great for meetings or movies. IFTTT has some recipes that do it based on your GPS coordinates or Calendar but I am pulled in to a lot of impromptu stuff all day and hate to miss a call.
Related to the DND timer, I use mute/vibrate modes instead of DND but Shush! ringer restorer gives you a "How long? or Indefinitely" pop-up when you turn the volume down, and restores after the timer is up. Not sure if that helps entirely, depending what you need to silence, as alarms are on a different volume slider from what gets muted.

Shush does a similar thing if I'm understanding you correctly. Once you put the phone into vibrate/silent mode if will prompt you to ask for how long.

If you go to movies/meetings/etc. where you're ringer needs to be off for a period of time, I recommend Shush! - always one of the first apps I install.
I found that the Android "Do Not Disturb" feature only works when the phone inactive (screen off). If you turn on the phone to text or check for calls, etc. and someone calls when Do Not Disturb is enabled, the phone will ring.
