Sure Remote is also a good one, but has ads on the free version. I just started using it for my receiver because my spawn decided to lose the remote and I've not had any issues with the app.
You could probably use the App SURE universal remote. This thing is awesome. I use it for everything in my house. Toshiba TV, LG TV, Yamaha Receiver, JVC boombox from like 1995. Sure, I've been using it for a bit and it seems to be pretty good. It's definitely better than Peel at this point.
I used Sure for a bit a while back. Looks like they seriously updated the app since then, though, so I can't 100% recommend it.
Mine came with the "Peel Smart Remote" app installed. It works OK for me but apparently newer versions are bad about ads (I haven't updated mine in a long time). Per suggestions below, I tried SURE and it seems to work well. You'll have to know at least the brand of TV you're trying to control, maybe even the model for some.

According to my research that remote is not capable of controlling a DVD player. But that's not Comcast's responsibility. Can your phone run the Sure app? That's my goto tv remote on the go.

Reading the manual, you need to access the menu on the projector first, defeating the purpose of turning it on without the remote. Do you have a Logitech Harmony or a Smartphone with an IR blaster? If so, you can still turn on the projector. If you use the smartphone IR blaster, just download SURE. It has the remote codes for your PRM-30
I use Sure universal remote. It is so flipping amazing. Has every code you could imagine. It even has a code for my 5 year old fan with IR and my 20 year old AC unit with IR.

If you have an Android phone with an IR blaster (such as Galaxy or G4) you can use this app to control the TV. Otherwise you could also order a Universal Remote.

This is the app I use w/ my Samsung Galaxy S5 (Sure Universal Remote).
I use Sure Universal Remote. There are codes for a surprising amount of devices.
This, however, looks like a pretty specialised remote. If you know the model number of whatever you're trying to control, that would help immensely.
If you can get a universal remote working, you're more likely to find a stand alone unit that will work, rather than a Google Play Ap.
Logitech have their Harmony Universal Remotes, Panasonic have a range of universal remotes as well.
Logitech's database of supported items seems bigger than Panasonic's, but search either site for the model number of whatever it is you're controlling.
I don't like your chances, however.
