Hey there's a Humble Bundle atm with the Day Z required Arma II and dlc: https://www.humblebundle.com/weekly I picked up the whole lot for $6 which worked out about €4.45 but yeah if you haven't got a PC yet then that's not very useful. At least it gives you a good idea the kind of deals available.
Yes it is (save game is same for every iDevice), but you will probably only find the full completed games, so you will not continue from where you left off in your progress ( http://www.mediafire.com/?fpozojvbp7ebqyw ) and you will need iFunBox to put it in (it is also greatest program for iPhone syncing) ( http://www.i-funbox.com/ ) you go to Classic iFunbox tab, than to connected devices, find your iPad, go to User Applications, find GTA3, open it, go to documents, and put the downloaded save files there. I hope you understood me, if you have any questions feel free to ask :).
With a good (not free) VPN, you won't notice anything. I usually have between 25 and 35ms of ping, with NordVPN enabled, I have between 30 and 40ms of ping, which is very acceptable. Just make sure to use a server which is not that much far away from your current location to have less ping. Like that, if your IP is leaked, people who wants to get to you will just see that the adress belongs to a VPN company and is not your actual location. I've never tried a free VPN, but I don't recommend you these, it's not safer than having nothing.

As a huge GTA fan, I loved the entire book.
For my old laptop I used to use this. It kept my GPU from overheating. Although I never had problems with my CPU it stayed at around 42-45C. I have an old Toshiba with a GT 540m and a I7-2630. I do most of my gaming on my desktop now adays. I actually want to get rid of this thing because its too big for anything I need to use it for now.

I'm European too, it's just that Washington (the state where Valve is located) is on west coast and Washington DC (the city) is on east-coast and thus have different times.
The closest you can get to playing Grand Theft Auto: Vice City Stories will full keyboard and mouse support is to play <strong>Vice City Stories: PC Edition</strong>, a mod for Grand Theft Auto: San Andreas which ports VCS to PC via SA. Sadly, the mod has been discontinued since 2015.
There are, however, emulators out there for either the PlayStation 2 or the PlayStation Portable which allows extensive mapping of controls for keys and analog controls. I wouldn't know much about that, though. I rarely emulate consoles.
I got the Grand Theft Auto Collection last October and I was able to get Grand Theft Auto IV up and running without problems within an hour (thanks to guides and PCGamingWiki). Those people setting up the reviews just don't know how to troubleshoot problems.
On a regular Windows 10 laptop, the 'Games for Windows Live' service was not a problem (Before I got the Collection I had thought the game was unplayable due to GFWL, but it appears Rockstar has pushed a patch for it allowing you to connect your Microsoft account to the service). The games crashes, but it isn't too common of a problem. Recently, music from the in-game radio stations were removed (mostly replaced) but is easily solvable by replacing some files.
Grand Theft Auto IV is a poorly optimized port, and it's such a darn shame that Rockstar hasn't done some sort of remaster for what I think is one of the best in the series.
Personally, I believe it is still worth buying in 2019.

Eh, I’ll wait until sales roll around again for IV and its DLCs, but I found LCS and VCS on Amazon at a good price so I may order that in the meantime. Maybe I’ll also get Chinatown Wars either before or after IV. All the other games and the PC III-era ports’ll be a bit far off in the future though.
As for patching IV, I just searched up patching in the music and found the means on this one wiki I used for fixes on a few other Steam games. So now that I have a list of fixes for other problems I may run into (and I’ve been reminded that this site exists in the first place), pc is what I’ll most likely go with.
As far as I know you can carry your console character to PC.
Also GMG has a good deal for premium edition but keep it in mind that this is not a steam key.

I played GTA 2 a lot when I was younger and GTA 3 coming out was huge, I still have a few vivid memories of playing 3, stealing that Banshee that was inside the car dealership where you had to smash the glass to get it.. or the little dinky short winged plane that could barely fly.. good times.
I know you said you're not into modding.. but Vice Cry is a simple install (literally just run the installer) and the mod revamps most of the map with higher quality models and textures along with adding new tropical islands to the map. There's also a winter version that has snow.

The most that a so called “hacker” (lol it’s some snot nosed twerp running a downloaded app to find your IP address so the term hacker is a stretch) but the most that’ll happen (if you’re on console) is that they’ll boot you offline and change you IP address and make it so you’ll have to call your internet provider and have them reset your internet (always use a VPN, ExpressVPN is the best right now) And of course use it also if you’re on PC, now PC is a little different, if you’re playin go gta5 online on PC then you’re a computer guy and a select few know how to code and that means they’ll most likely know how to actually “hack” Now if they’re a real piece of shit that’s getting angry at a video game where they decided to ruins someone’s life just a bit then (if they’re a seasoned coder and it’s not their first rodeo, dudes can access your bank account if you do online banking, your social media accounts, find your work location/ number or even your home location…so it gets a little scary (PS4 you can do this also but if you’re a season hacker, 99% of the time they’ll want the better version of the game and be playing on PC. you can get the game for way less than $60 now. Amazon is selling it for $43.11. I had it on my PS3 and then got the PS4 that included GTA V as a Christmas present. you don't even need friends to play with. you'll meet plenty if you join a crew (which I highly recommend doing). but yea, the story alone is worth buying the game.

I preordered 360, I don't have a PS3.
I changed my mind after the single player trailer when I realized I'd have to pony up $50 to play online with XBLG.
Then the online trailer was released.
I preordered again on Xbox after the GTA Online trailer.
I then realized with the PS4 I ordered (and no XBox One) I'd be stuck paying for both XBLG and PS+. So I cancelled my preorder once again and preordered the PS3 GTAV bundle which comes with a free month of PS+. So now even after GTA V I can play the Naughty Dog series and even Beyond: Two Souls which I've been unable to play.
This is for PC, but the code might work on Xbox, that's where I guess you're buying it from . Or you can check out these neat sales for rockstar games, that MIGHT work
If you have an NVidia card you should be A-OK. Look up the Limelight streaming app for android, it lets you stream games via ShadowPlay.
