Its likely you'll run into issues running a game like this on Windows 10 as a good chunk of what this game probably relies on is obsolete or otherwise incompatible with modern windows.

I thought it might be Sid Meiers pirates, released in 1988ish. Only thing is, on the PC it was top-down combat. Maybe it was changed for the Mac release, which was a year later.
I think there was another one around the same time. I was playing Ancient Art of War around then on PC, and remember another sailing game that I played as well.
I was thinking of Pirates of the Barbary Coast, released around the same time.

The games themselves are still owned IP by Activision even if they didn't renew the licenses for the Transformers in them. These games usually fall under the term of "delisted" (for me at least) meaning they are removed from sale for one reason or another. In this case it's due to Activision not renewing the Transformers license. This happens with a lot of licenses content games, so if you ever have a minor interest in something like Warhammer, Marvel, Transformers, or any other licenses content games, you are probably better off getting it sooner than later (fairly big issue with Activision since they seem to never announce the delisting while smaller publishers usually give a heads up and one last hurrah sale before they can't sell something anymore).
At least with Devastation since it is newer, you can find console versions of the game relatively easily if you look around (I also think it was on PS+ at one point, so if you ever maintained a PS+ subscription you might have it if you renew). Unfortunately War For Cybertron is a PS3/360 era licensed game so it is harder to find cheap.
If you are deadset on finding PC versions, you are limited to torrent sites for the most part. A lot of random websites seem to have fake pages for various things, and you either download a virus, or it makes you jump through referral hoops for the site to make money and you end up with nothing anyways.
A direct download for War for Cybertron appears to be available on Amazon for some reason (not a steam key, so probably some older activation system). YMMV on this since I don't entirely know what it is beyond what people are saying on the product page, but I do know for myself that I have been able to get a refund from Amazon for a digital game when it didn't work before. I do recommend reading the one long review someone left concerning how to install and activate it, though.
Silent Hill 1 was never ported to PC. Your only option would be to emulate it on PS1. I recommend finding a ROM in the r/roms megathread and using DuckStation to play it.

Definitely Dune 2000. Real-time strategy for Windows that supports LAN play. I'm not sure about compatibility on modern systems, though.

Once it has attached like a cd, you should be able to run the setup and install it like a regular cd game.

If you're on Windows 10 they should mount automatically when you open the ISOs. If you're still on Win7 I've used MagicDisc in the past.
Took a peek at the downloads for Deluxe & Complete and the latter is on a single disc rather than split in two. Not only would it give more in-game content, it'd also be easier to install.
It's probably not really what you're looking for, but you might want to check out this project. It's a Flash game/animation preservation project that has both a Flash player, and optionally, thousands of old Flash games and animations at the ready. There are instructions in their FAQ on adding your own files if the game you want is not included.
Flashpoint is a preservation archive of a ton of old flash games.
