Something seems fishy here, as the new official website has Drills to help teach the game, and they infact mention turnovers.
That said, I wouldn't be surprised if it was made an optional rule, as there were a lot of rules we think of as 100% standard that apparently were optional. Assists, Handoffs and Fouls for instance, are not technically in the base rules, but in the extra rules pages. I mean, it's optional, but could you EVER imagine a BB game without assists?
Actually, I'll list every rule that is "optional" in the LRB/CRP, not counting progression stuff which would take all day to list.
So it's probably more of the same here.
Start on defence, they can't really score if they don't get too many players removed. Keep your screen up and hit the ball when you can. Blockless runners can be 1 died easily. Guard helps a LOT, make sure they are still standing at half time. Enjoy your 1-0 victory. (or 2-0 if you manage to steal)

OBS lets you have pretty much anything you want on screen here is a quick-start guide. For a webcam then you set your cam as a source for the scene, or alternatively just have audio if you want by only having a mic as a source.
If you're broadcasting on Twitch then you get twitch-chat without having to do anything. If you go to any twitch-page (twitch.tv/youraccountname) then you will see the chat on the right and a big empty space for video, that's all you need to provide.

http://sqlitebrowser.org/ There are many .dbs in the Bloodbowl 2 folder, you want to look at the one in MyDocuments/Bloodbowl2/Profiles/ and the profile corresponding to your login (not guest). Its called ManagementOnline_prod.db. Browse the tables bb_player_listings and bb_statistics_players and you need to do some deciphering as to which stats line is which player etc cause they have numbered IDs. You might also need to load up the team in game first and start a game with them for the stats to show up - as it only seems to cache a few at a time (or the most recent player team you used - not sure). Its all read only (for your players anyway), you can write changes to the .db, but they don't get uploaded to the server so people can't cheat this way. I exported the two tables as CSVs and then matched the data together in excel. I guess a tool or viewer could be made, but I'm fairly hopeful it will get implemented in the actual game at some point.
I've not actually played the Android version. That said, if you were thinking of playing the AI, the AI in every digital release of BloodBowl I have played has been not very good so I don't see it being any better here. Combined with the fact that I almost never see anyone talking about it, I would not expect much from the app.
I'd also note that, at least in the version I know about teams beyond the basic humans and orcs are in-app purchases.
I wouldn't "buy now" unless there is a sale. This is true for any digital game on Steam. Sales are just too damn frequent to ignore. Even if you're too impatient to wait for the deep cuts (75% off or higher) you usually only have to wait 3 or 4 months until a new game hits ~33% off. This is because Steam has 4 major sales a year (Spring, Summer, Fall, and Winter) as well as lesser sales each week. Using a website like http://isthereanydeal.com can be incredibly useful for finding the best deals on steam games as it not only tracks steam sales but sale prices on other websites.
So whenever you find yourself contemplating making a purchase on Steam ask yourself "Can I wait 3 months (or less!) to get a better deal?" Even if the money isn't a problem for your budget consider the fact that buying a game, especially an older game, at full price now could easily have been the same price as multiple games during a major sale. Blood Bowl for example will definitely be $6 or less during the next sale. That gives you $25 to spend on other games or simply keep in your pocket.
A round robin I'm assuming? Yeah it's entirely possible. To give the 0-0 draw just click the little orange icon here on the tournament page and select a team that forefeits. A commissioner has to manually assign points in the event of a league enforced forfeit (as opposed to a concession), so what team forfeits is for bookkeeping more than anything.
These are $10 and were a pretty good scale compared to my GW undead box.

I bought one of those (I assume) Chinese sets on Amazon. Mine was 75€. So basically I bought a compressor and got a very basic/cheap airbrush with it for free. There are so many different options there, but they are all basically the same. But:

Took me a bit to dial it in and get used to it. It's very different to rattle cans and you need to experiment a bit with thinning, air flow and all that, but it's a nice tool to have.
Do you want to be picking up tails midgame? No. Just spend 2 mins gluing your models! A bottle of plastic cement/glue is a few quid and will last you forever if you put the cap on each time!
(protip: get a bottle with a metal tip (like this). If you squeeze your bottle and no glue comes out, hold a lighter under the tube and it will burn off the solidified glue and you are good to go again.)
AP paints are pretty much all I use. I have the complete line of them. I definitely second the folks that say "shake them up well". I added mixing balls to each of my pots and I use a Vortex Mixer to do the shaking. Works a treat.
I use these cases for all of my teams. They sell a 2-pistol case that is slightly larger for bigger teams if you need that. The 1-pistol case is large enough for me to fit a full roster for almost any team. The only thing I use the 2-pistol case for is my chaos, because I play 4th ed rules and there are 4 demon team variants.

I've seen 3D prints and they're really good. The amount of detail you can get on a resin print now is amazing. You need to pull your head out of your ass or at least pull it out of GW's.
Get a third party Beast or scour the 3d printing sites for something suitable. There's plenty of stuff that would work.
And if that isn't to your liking,that guy made a whole library of freaky stuff that would work great. Also they are all free. Maybe add some Greenstuff and/or leftover Nurgle bits to one if you fancy.
Half my team is printed with my Elegoo Mars, and the prints are a mix of free ones from Thingieverse and Cults3D (Skinks, two of the Sauruses) and some bought STLs. The Kroxigor is one I found just the other day in this set. It replaced my old one from this set, which I loved even more but had such a long tail it became a problem on the pitch (I also use the star player from this as a Saurus, and the big dino as a Zoat). I will probably shrink one of the two models and make another Saurus out of it.
I printed them myself using files by Warg’name. They also have the numbers on the back.
The plates are designed to go on 32mm bases, but I find that ends up making the total base diameter almost 38mm, which is tough to make work on the pitch. Instead I put the models on 28mm bases, then scaled down the nameplates to fit. These now come in at about 33mm.
It’s two of their 180 degree sets that I’ve used, but they have a few options.

Would be funny if it ended up playing like Enarion rather than the stalling approach...I think you would still need a ruleset list though of IsXxxx and ActionYyyyy in order to persist the rules in a reloadable state? And to look at what the CNN actually optimised towards in human readable format?
I think a rules driven approach is viable. It just takes many 100s of man hours to get it perfect. Even the simple example I gave did not take into account subsequently doing 2d blocks blocks, vanity passes and fouling if score was not possible (or was possible but a chain push failed without turnover).
I actually think the BB2 Ai is a pretty good start - its just not finished yet...
As side note, an ai that taught itself to walk was quite wacky:
FUMBBL does it for me with the much larger amount of tournaments available to the layperson.
The yearly FUMBBL Cup, the various Majors and Minors, and even the Rumble, which ANY rookie team can enter and is started as soon as 16 sign up, mean your normal, matchmaking teams can always play at that "next level" without having to be an elite coach. It means there is some meaning to your teams besides just the W/D/L record.
FUMBBL also encourages the sort of playstyle of the guy who spends all day painting his miniatures, as the customization is far above and beyond what BB2 offers. Custom logos, biographies for the team/player (which with BBCode can do some fairly complex things, like killboards, each of those icons links to the player in question's page as well), custom profile pics for each player, and so on. It really allows you to make your team truly yours.

The best part is he even fouled on turn 16 and failed to break armor. I could taste the saltiness over the internet.
Oh and his last turn when I kicked off to him... I got blitz, took out the skink under the ball and put a gutter runner there to catch. He then blitzed the gutter runner with his kroxigor but failed to take him down. No fear.
I think this looks pretty good with the face guard. I didn't have a bit available for mine, he just got some shoulder pads and some new hands.

Found a great kvissle bag. It is a cooler, but it is near perfect size. Theres some room on the side to stuff a couple books if you want.
I know some people use the pet bag but it looks like it leaves a bunch of room behind it. Also the cooler should protect it from temperatures.
Major downfall would be the zipper goes along the bottom if you stand it upright (shelf wise).

Unfortunately, the creator could use a couple English lessons, but otherwise it's pretty good. Maybe not as user-friendly as some other apps, but does the job of creating team rosters well. No quick access to skill definitions, rules, kick-off tables, etc though.

Wow, that is simply VERY false. It's at best a close call.
Here is a simple use case, to simplify: Odds of being knocked down (2D) + and armor broken : Blockless AV8 (yes, presuming the attacker has block and/or will use a bothdown result to hurt you) : 20.8% Block AV7 : 23.1 %
Yes, +AV is better at surviving (As long as roughly less than 10% of hits are claw hits). Not accounting the fact that block may save you from being knocked down, but you're still standing to get hit again.
Also, you can pick block later, but you won't roll 10 every time.
I had made a full analysis on block versus AV9 for an high elf lineman, but I can't find it right now. AV9 edged out (sligthly). (He eventually got block AND guard and survived 80 game on the LOS, but some coaches will say that's anecdotic.) The boost from AV 7 to 8 is more significant still.

I use a DGT game timer for my games unless someone is a newbie. I have this timer for board games where people I play with suffer from analysis paralysis and it really helps keep people focused. We also use Illegal Procedure and after getting popped for it , most people quickly learn. I cant imagine playing in a league that does not. The games would be completely lopsided in the amount of time one player gets.

It holds the mini well and comes off clean. And it's reusable as long as you don't somehow get the stuff dirty. I got the idea from a Learn to Paint Kit that suggested using bottle caps or pill bottles to keep your hands off the mini.
