Also, I doubt the mods are going to ban you for asking a common question. This sub doesn't get that much activity anymore (thus making the "the mass amount of tech support posts /r/fo3 gets" statement no longer accurate) and the guides are either incomplete, outdated, or just poorly written and confusing. TBH, I completely ignore the guide provided here and just use PCGamingWiki. That's my go to source for searching for common bugs and tweaks for PC games old and new.
There is no right or wrong way to play Fallout 3. But, there are a few skills that you should have. You need a combat skill (big guns, energy weapons, explosives, small guns, melee and unarmed,) either lockpicking or science (you'll need to break into more than a few doors and most doors can be unlocked with either one or both,) and another skill such as barter, medicine, sneak or speech for your tag skills. That being said, there are almost limitless options on how you play it. You can be an evil bastard of the bastion of humanity. You can kill entire towns or save the people in them. Play it however you want to play it.
You don't want to skip the DLC. The DLC is actual side missions, and not just stuff that they slapped on. You get some cool experiences and items from the DLC. Don't skip them.
Good luck finding somewhere to "borrow" it. You can check here to see if you meet the system requirements though.
It's not a true FPS. Yes, it's from a first-person perspective (most of the time; you can change it to third-person too) and it has guns, but it's more of an RPG. You level up and gain perks every level. These perks can increase the chance to hit something in VATS, or add another tag skill, increasing that skill by 20 points. There aren't really skill paths, but your base stats or skills have to be at a certain level to gain most perks.

If it's got a dedicated graphics card it should. I was able to play it on a 2011 MacBook Pro at 1080P, 30 FPS (with bootcamp, of course). The game is $20 on gog.com with all DLC, and frequently goes on sale for $5-10.
It has to do with Games with Windows right? With the GOG.com version it runs perfectly right out of the box. I used to run the GOG version of FO3 and the Steam version of NV together with A Tale of Two Wastelands.

Opera have a full support of WebGL, both according to Khronos which define it, and canIUse (read the note). In the same time, the error message state clearly that WebGL is supported but you've messed something during the context creation (and have some errors in your script according to the Firefox's console). But, well, it's not the right sub for to talk about this.
This said, your site is impressive, but I'm not sure that it's really useful. But, I say that as a nifskope user. A casual fallout player can probably find a interest in it.
I haven't tried FWE myself yet. Then again I think it was released back in 2012 when I more or less locked into all of the mods I wanted for my final FO3 playthough back then.
I restarted playing FO3 again this past week and the only mods I am currently using are pretty old ones that changes the weight of some items and another that causes all areas (interior and out in the wasteland) to respawn after 3 days for all of the DLCs.
I have been searching around Nexusmods.com for vanilla-ish mods myself. I recently installed a mod called DCInteriors which opens up a lot of small boarded up store fronts across the wasteland. I have not visited any of those places yet though. I also have the Unofficial Patch 3 installed, but I have read that it does change some of the game mechanics and also can break parts of the game for some players. So far I have not encountered any bugs yet other than the game freezing from time to time, but that happened even without any mods.
When you've got that problem it can really be a nightmare to fix it. It may not be possible.
Try renaming the video and sound folders in your game data folder to something else so the game won't find them; see if it's a codex issue. If it starts, you may want to consider downloading a codec pack.
Fallout 3 uses Bink Video, which should be supported by the Libavcodec pack. Other people have recommended the K-lite codec pack. Do note, though, that if renaming the folders does not help, downloading codecs is not recommended.
Are you playing the GOG.com Version of fallout 3? Because that just runs like Butter compared to Steams unoptimized files. The unofficial Fallout 3 Patch also fixed many issues with Quests and Markers.

Anyway, a GOTY edition does exist for the Xbox 360, but apparently only on disc. For some reason probably not even Microsoft can explain, the GOTY edition was never available as download.
