Software exists, like Razer Cortex, which will shut down background services while you game. That being said, most gaming computers these days have RAM and CPU to spare, even when running games. Plus, modern Windows is better at scaling itself back when resources are demanded. So you probably won't notice a difference when you turn things off like you would back in the days of XP.

Get the Razer Game Booster. This this is amazing! I use this for my laptop and it gives me such a great boost in FPS, that I can turn up the graphics settings and still hold a solid 40 FPS.

You're really short on memory, you could try using a Game Booster program that will stop background programs while Dota 2 is running. You need every megabyte you can get right now. Try Razer Cortex and make sure you turn on the "close Windows Explorer" option, that always made a big difference for me.
An extra 2GB of RAM will help out SOOOO much, not only within gaming but even just having multiple tabs open in your web browser. I remember when I finally upgraded to 4GBs way back, it was life changing.
That GPU is pretty damn outdated too, any modern $30 card will run Dota pretty easily. Those base level cards tend to have 1GB of graphics RAM versus yours that has one fourth as much.

Razer Cortex similarly has a save game manager, which can automatically upload your saves to Dropbox or Google Drive, your choice. Not sure if Gamesave Manager does anything similar, but I wanted to note it nonetheless.
(Cortex has a ton of other features bundled in, but I really only use it for the save game management.)

Second, maybe you could list the specs of your computer and we can get a better understanding of what may be causing the problems.
Lastly, since you aren't super computer savvy, I recommend a program called Razer Game Booster. This program will help by shutting down a lot of the unnecessary applications that may be running in the background while you play. Doing this could lead to better performance.
I'm not a computer genius, but if you can give me some more details on your system (processor, ram, graphics card, hard drive), then maybe I can offer you some more help.

Some servers are getting into a "stuck" state at the moment, and they just need to be restarted for now, till we find and fix the issue. If you've tried connecting to many other servers and still wasn't successful i belive something on your computer is blocking you from connecting into the server.
Some people say that downloading and activating "Game Booster" (http://www.razerzone.com/cortex/boost) fixes it for them since it turns off certain firewalls and such that may block you.
I found this one of the subreddit before. But, I'm not sure if it's the same thing. Razer game boost looks like it does the same thing... Or similar at least.
My laptop is on the lower end of the specs, and I have found that using Razer Cortex, helps me to get a handful of extra frames.
Turning all ride music off seems to help a lot too.

You can try playing with Razer Cortex, which is free. Normally it does not help a lot since then the bottleneck is mostly the GPU, but with Cities Skylines it helps a bit, freeing up your RAM.
I went from around 15 minutes to 12. I also have tons of mods and around 2000 assets/props.
What also helps is starting your game up with Mesh Info installed, that way you can press CTRL + M once you are in game and sort the assets on weight. Some are really large when it comes to certain counts and if you don't really use them, just remove them.
Sometimes i think about unsubbing from all as well but in the end i will just end up with loads of assets/mods again, since the base game probably won't be any fun for me anymore without them ;)

DL this and launch h1z1 through it. It's a game optimizer and it'll give the the FPS you need to quick load. Also go into you useroptions.ini file and change your max fps to 900 as others suggested.

You should try Razer Game Booster. I had the same problem then I dl'd this. It basically stops various background programs while your game is open so you get better fps... Or something like that. I went from having 10-50fps to 60+ at all times when running Razer Game Booster. I have a GTX 760 so there's no reason I should be getting fps lag however this might not work if you have a toaster computer so don't hate me for it. If you know that you can play other games on very high but league has terrible fps drops try this. Also you might have to add league to the list of files for RGB.
There really is no other way to put it beside's upgrading. I've never done this but a friend of mine has and it's worked. Razer's software "Game booster" apparently closes all other programs besides the game and technically improves frames by a lot. Razers cortex software has an option in where if you launch a game, say overwatch. It will activate "Desktop game mode" where it hides all other windows, shortcuts, and icons on your desktop. It will also kill explorer.exe, resulting in a blank screen behind your game window. (Example.) IIRC on windows 10 it also removes the wallpaper. Unlike windows 7. Keep in mind these are all options, so you can choose to only have "Game mode desktop" and not kill explorer.exe and vice versa.

I use Razer Cortex on my machine, this helps to disable services and also prevent them starting when I am playing. I also disable my Antivirus, I use Avast, it has disable feature. I have serious doubts about what they say. It sounds like just another gimmick that closes applications to let the game use more hardware. Such applications already exist and have very small performance increases. On top of that most consoles already optimized for gaming and have little to no un-necessary processes.

Got any junk running in the background? - Check in task manager. If you're not sure about the things running in task manager you could always use a game booster such as - http://www.razerzone.com/cortex It'll disable unnecessary programs from running when you want to game, and it will restore them once you've finished. I personally don't use it as I don't need to and know exactly whats running in task manager.
It seems as you have a decent computer. I cant really give you a good solution, because i have no experience with the problem, but one thing you could try for more speed and freed ram, is the Razer Cortex game booster. Its made for getting better performance for video games, but i used it on my old crappy laptop for photoshop, and it worked really well.

Personally I find RAM usage gradually increases the longer my PC is on. Once windows is done starting all background processes my RAM is at 40-50% but after about an hour it can get as high as 70% even if i'm away from the computer. I bring it back down using the "boost" function in Razer Cortex which frees about 1-2GB of RAM. Web browsers often use a lot of RAM and some programs suffer "memory leaks"

But if your issue isn't RAM (and it probably isn't), it's not going to do much. But anything counts, right?
EDIT: Also, look into overclocking. But understand the risks involved.
1: Most games automatically select the graphics card when launched, but I've had certain games that have the CPU set as the primary graphical processor. I'm not a huge tech guy and wouldn't really know the difference between your CPU and GPU performance, but I'd guess your GPU could do a lot more than your CPU. So if you have a game that runs awful even for your specs for some reason, try to check if it's using the right hardware.
2: You could try Razer Game Booster, it's basically a program that turns off unneccesary background processes during games. Probably won't do much, I've heard about minor improvements in RAM functionality, but something is better than nothing if you need that extra little push.
Beyond that I doubt there's much you can do beyond getting new hardware, of course there's things like overclocking but odds are your laptop is already cooking up nicely at full performance without it, so don't do that.
Razer Cortex, One drive, google drive, steam cloud, all have automatic backup and there are even data recovery tools/software that are available for free to recover lost/deleted files.

I have 3.4GHz i7, 16 GB RAM, and Radeon HD 7870. I run at ~60 fps on max settings using two monitors although I also use Razer Cortex. It can help by killing processes that aren't needed when the game is run and will restore them after.

Definitely check it out- you'd be surprised at how much background processes can sap your performance. You're not getting the full bang out of your hardware unless you close some stuff down.
I recommend Razer Cortex. It's free and reputable. It has a function that can "sleep" and "restore" background processes to maximize your performance, in addition to the DVR and game store stuff that it does.

This was not necessary, as you said yourself it wasnt ping related. It's something to do with your computer.
Do you use Razer Cortex? If not, I would download it. It stops all unnecessary background programs, to maximise efficiency
Also you could change the priority of the HL2 engine on the computer. Make sure TF2 is running, then press Ctrl+Shift+Esc to open Task Manager, and make sure the more details has been expanded. Right-click HL2, then click Go to details. Right click HL2 again, then click Change Priority, and select Above Normal or High. If I were you I would also click Processes to check the performance of the CPU, Internet, etc.
There are a lot of fixes:
1) Update your video card. ALWAYS works for me.
2) Delete mods.
3) Verify TF2 Game Cache
4) Reinstall TF2
5) Install Razor Cortex.
If none of these work, try cranking down video settings. Your computer might not be able to handle TF2.
Alright, download Razer Cortex, after installation wait till it finds all games, before you start the game just press ctrl+alt+B to enter boost mode and see if that helps. Because it will disable all services and processes on the background that you don't need. Lemme know if that works. PS: What about that checking by using ctrl+alt+esc? There are few apps that require more resources than a flight sim. These are really two very different questions: 1. What should I do to make sure my sim doesn't run badly. 2. What should I do if I want my sim to run really well. If you don't want it to run badly make sure you meet the min requirements on CPU and double the requirement for memory. If you want it to run really well get the best CPU you can and overclock the hell out of it. Triple the memory and get the best vid card you can (and SLI for DCS2). Also get an SSD instead of spindle drive. You should also make sure you have the minimal processes and services running while in the sim. That being said, I also use Razer Cortex to synch all of my save games to Google Drive, and it has an interface that allows you to view and launch your games from there. It might be a good alternative, if you want a dedicated launcher.
Actually it does use R* Cloud Saves, for Multiplayer, but not Single Player. If you want to keep your save game backed up, use this : Razor Cortex It has built in integrated save game backup to Dropbox, Google Drive, and OneDrive) or if you want to take the paid route, you could use: Gamestow they do have a free service, but you are limited on the amount of cloud storage you can use.
Sadly it does seem so for the moment. Razer is touting this as a vendor-agnostic high quality streaming solution. Seems more like jumbled up buzzwords considering how challenging it is to get high quality streaming along with low latency.
SP2 with i5 and 4GB ram. I use gamebooster, which sounds SUPER gimecky, but it really does work to boost my framerates and the graphic settings it can handle on almost every single game, including emulators.
Ah, yeah, if it's a non-K cpu you can't overclock anyway, but the 3770 is still really good. Honestly, any performance issues you have are more than likely just due to the age of FSX, like you said.
Two things I will say, are that if you haven't already, I'd try out the Bojote's Tweaking Tool which will apply a lot of common config tweaks that help the game's performance a lot.
And then I'd reccomend giving Razer Cortex a shot, if you have a lot of background programs running. It will close anything that isn't needed, which will help free up some CPU usage for the sim. If it's not enough of a boost or is too much of a hassle, then you can uninstall it, but I'd give it a shot just to see how it does.
I haven't used it in a while, but when I did last it made a pretty good performance difference in Guild Wars 2, which is almost as CPU heavy as flight sims.
Have you tried running the game under razer game booster to see if perhaps one of your other programs on your PC is denying recourses? You should run better than me since your Single core performance is also better than mine. I got an i5 4690K and I can get up to 40 fps in cities. (heavy tweaking). Do you have a aftermarket cooler? Cause you could always overclock your CPU. That helped me a lot. You only want to do that when you are comfortable doing so though.
But like Daviantex said, the engine is a little strange, its just partly super old with new features and it just doesnt work very well atm. But, you should be getting better FPS than what you are currently getting.

I reccomend not using the autotuneing thing it has, but you can atleast just test to see if maybe you have something running in the background.
Oh also: In cities: SHADOW = -2000000 fps. In cities, just disable shadows. In the woods: shadows can be on but make sure you put shadowZdistance in the config file to maximum of 100. Some trees are a bit laggy with their super detailed shadow patterns.
What settings are you running the game on? Your video card isn't quite meeting the minimum requirement, but if you're seeing somebody getting 40+ FPS maybe you could try closing all unnecessary background applications before starting the game. I personally use razer cortex and find that it works well. And maybe checking if your video card drivers are up to date.

I've got a few tips.
Go into your local files, "csgo" > "downloads" > and delete the .dat file(s) that are contained. They do absolutely nothing and you'll get a considerable lag boost.
Go into console and type "sv_forcepreload 1". Basically preloads before you get in a map, boosting your fps slightly.
Last, download Razer Cortex (link cause I cant format for shit: http://www.razerzone.com/cortex ). It will help boost your FPS by shutting off all the processes you dont need while you run your game.
As you can see at the top of that steam forum post, core unparking does not work on 8. Have a read down through all of it, something like uninstalling geforce experience gives you 20fps, so do everything, use the command line stuff to disable joystick for more RAM etc. You could then try this http://www.razerzone.com/cortex/game-booster

Turn on/off "Turboboost" of CPU. Worth a try.
Defrag your hard drive. Honestly not a good HDD the green edition is quite horrid.
Try ~~RAMdisk~~ Dimmdrive and see if that solves it, if so then it might be an issue with your hard drive. (I think there is a demo)
Use CrystalDiskInfo to see if there's anything blatantly wrong with your hard drive and report back!

Try these launch options (config)
While CS:GO is running, open task manager and set it to high priority. (Processes -> Right Click -> Set Priority -> High)
Try an external sound card (DAC), a friend might have one you can borrow. If not, you can get cheap ones online to try and see if it's an audio problem via taking the audio load off your CPU.
Manually update sound drivers
Occasionally I will get the same problem (Running 300fps, it just stutters the same way) and I close everything but cs:go. I'm pretty sure you've tried that, though.
