Guys... he wants to emulate the same ping on a local server that he has on MM servers (so he can practice in that ping environment without actually needing to connect to an MM server to just practice), what's so hard to understand about it?
That being said, I found this - might be helpful. I think you would have much more success googling something like "artificially increasing ping", wtih nothing game-specific in the search keywords. I don't think there is a built-in command in any game to do that.
However, doing that on a local server might not turn out the way you expect. It depends on how the actual server-client architecture behaves on a local machine. I have never tried it. If you have success setting it up, would you please paste your results here?

i'm not specialist but pubg use directX11 and i heard about directX11 taking advantage of multi threads so in this case amd would be better. I think they are slightly the same, because amd is still less good than intel in single core but the ryzen you mention have higher clock speed so it would come back to the same as intel i guess.

For CS:GO definitly Intel (single core is what you want the higher, but you want also a 4 core cpu as well). With what I said for pubg maybe AMD perform better (pubg can handle several thread/cores, while cs:go do it poorely).

Sounds like an issue specifically with your VPN and their ability to connect to CSGO servers, contact their support and ask about it.

Not sure what dyac means, but I got this 240hz monitor, and I was comparing a 240hz pegged framerate of course, although frame rate doesn't seem as much of a big deal as a tiny bit of input lag. It's still better than any non-crt I've used. Judging how 100hz is 1 frame every 10ms, I would estimate the input latency at about 5ms (1/2 way between the delay of having vsync on and off on the 100hz), which I hear is still pretty good, but of course it isn't zero.

With this you can download SwapScreen, go to cursor tab, then set a hotkey to lock your cursor to certain monitors and such. It is a great tool. Hope this helps!
Download a tool called Swap Screen. A guy told me about it in an MM match after I lost a 1v1 due to the exact problem you are having.
Once you download and install it, you want to then launch it by right clicking the two monitor icon (it should be in the taskbar at the bottom right) and then hit options. Double click General under Cursor. Click "Change..." next to "Lock cursor onto screen." Create a bind. Use that bind in game and your cursor will be locked onto your main screen, thus fixing your problem.
P.S., find where the program is installed and pin it to your taskbar. You have to launch the program upon starting your computer every time. I found it difficult to find that launcher so I just pinned it to make it easier.

Every new account is allowed 2 wins per day until they have 10 wins to calibrate the competitive rank. Taking data from multiple play sessions more accurately captures your capabilities and prevents hot streaks improperly inflating your rank (and thus placing you against opponents that vastly out match you) or having someone else play the matches for you in one sitting.
It’s always been this way, it’s not new, you’re not being punished for anything, that’s just how it is.

There is a possibility of that happening yes. So what csgo does is basically wipe all games played by those cheaters. What will happen is if that person gets vac banned you will receive a notification like this telling you that all the games you played with a cheater will be wiped from your account.
It does kinda suck if you didn't know that they were cheating but, it does give the losing team some payment for a possible derank against a cheaterso it does kind of balance out.
On the other hand if you win again the cheater your rank won't be affected since valve wants to reward honest players.
There have been alot of updates in the past, to name a few. Awp movement has been decreased when scoping. Spray patterns are not a solid pattern anymore(they have a random aspect, in addition to the standard accuracy decrease when moving I believe). And guns have had multiple buffs and nerfs. Do you play any other games on Steam? If you only play CS:GO on your account, you're probably going to have a lower Trust Factor. It is speculated (not confirmed by Valve) that things like the age of your account, your friend list (especially VAC bans), other Steam accounts used on the same computer etc. might affect it. So spend time playing other games too and be a positive member in both CS:GO and the Steam community. Not much else you can do.

Circumventing IP bans is incredibly easy, by simply calling your ISP (if you're static) or disconnecting your router for around 10 minutes (if you're dynamic) to reset it. Or you could stick with a VPN and do the same shit half of the time, although most VPNs are blocked by Steam, so registering a new account would be hard unless you have something like PureVPN (which bypasses Steam's antivpn, to my knowledge)

Hey i can only help you with the first question. so a lot of people just say to just practice and practice but that doesnt mean joining a valve deathmatch server for the whole day. Some basic maps you should get from the workshop are listed in here https://youtu.be/oKCyLysWq1Q what i do is join a pvp 1v1 arena in the community section. That way you will just focus on your aim and muscle memory (contrary to just death match) . It is kinda necessary to make a program that includes which weapons you will be training with and when (as well as the spray patterns). A really helpful channel you should check out is theWarowl -you probly know him already- even his old videos are still gold. I switched to a mechanical keyboard and though I won't say it's necessary, I really do like them.
That being said, there is no "best keyboard for ____". Mechanical keyboards are operated by mechanical switches (duh), and there are several varieties of switches that all feel very different. I watched a bunch of youtube videos about the different switches and ended up just buying a cheap keyboard to try. You can also buy "switch samplers" to try them all out yourself.
I highly recommend buying a cheap mechanical to make sure you like it before you go all in on a nice keyboard.

I get what you mean, but I still think there is many ways to practice aim, if your problem is shooting people's heads at mid/long range you should maybe try practicing your tracking. Btw this guy that shows his own aim training, he is playing in ESEA Main with AimHigh
If your wireless mouse fucks up sometimes, you can get a mouse with a wire but get a mouse bungee
I am LE currently and I believe you can always improve aim to a point where 1 taps are reasonably easy. Its not about having the most incredible aim (which does help win but you can win without amazing aim), its about good decisions.

This is either your 'Gain' set too high, or a grounding power issue to your computer/audio interface. I've personally had to buy a power conditioner to fix this issue. Something like this. You should also check to confirm you're actually using the SM and not a built-in mic or webcam mic. You may also get more help by posting this to /r/audioengineering/ as it's not much of a CSGO issue as much as an audio issue.

Just get something wired and possibly a higher dpi and lower sensitivity on CSGO. You may think the wireless isn't messing with your game, but once you get a proper mouse you will notice the difference. Here is the mouse I use. Nothing special, but it will be a nice upgrade for cheap.

I use this mic with a super cheap boom arm, it works really well, but it's a bit over your $20 budget. My teammates say I sound really clear, and you can adjust the gain on the fly, so that's a plus.

If you are using wireless than this is for you. The other they my pings got very bad, it was one of my neighbors. Living in apartments with each of us with a routers starts to make the network channels crowded. First you need to get in your router, change the channel to manual, not automatic. Than pick a channel which has less traffic. Also channels below 8 are faster but lower range, and above slower but higher range. In my case 3 was the best channel.
