Hi, This is just my opinion. The lights are to wimpy. If you can get them closer that may solve the issue. If not get a cheap quantum style board. The difference from what you have would be huge but you would have to hang them some how. Another alternative would be to get a second light like you have. I'm using a best seller light from Amazon: https://www.amazon.com/gp/product/B09BKN99CZ/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 and trying to grow from seeds basil, mint, thyme, and parsley. As you can see from the basil on the left, even something as easy as basil isn't liking it. I'm watering every day at first and then every other day. They seeds start out great but then they look like this.
This is a standing shelf I already had and I sticked the lights at the bottom allowing for plants to be put on the shelves below. I started by having the grow lights be about 1.5 feet away from the herbs. I saw the same results as picture, so I removed the middle shelves allow for about 5 feet distance from the grow lights to the dirt.
Is it a grow light problem? Is it a distance problem? Or something else? I figured the best-selling Amazon grow lights would be fool-proof. I'm struggling and need some advice. Cheers and thanks for any thoughts you may have.

With your budget its going to be an older generation light but i almost bought this one. Looks solid and ive seen people using it. I bought a less known brand light and love it. This light is actually not a good fit. The challenge in your case is more about covering a wide area. This Maxisun would concentrate that light in to a pretty small area where it would have way to much brightness.
These are from the Canadian site. For a quantum board style this looks like a good option. You would need two of them and would want to dim them to about 60 or 70%.

That setup above will put more quality photons on the plant than any of the procedurally generated name junk you'll find on Amazon. It's not that they won't work, it's just their output is generally atrocious.
How are you planning on hanging it?
I don't know a lot about aroids but I think they are low light plants. Viparspectra's lowest power light is the P1000 and its pretty powerful compared to those purple lights you have. Probably 5x as powerful. But it's a square panel, it won't spread the light out along your shelf very well.
I would get a 4 pack of these and start by only using two:

Can you solder? It’s pretty easy to do. Alternate 3000k & 5000k COB LED strips in an aluminum channel. You could even throw in the occasional red. If you can’t solder, could just lay each strip in the channel side by side. Would need a wide channel, Jack splitter, & a power supply big enough.
This supplier is pretty nice bc it has UL certification but no 5000k I think.
Search for “Muzata” aluminum channels. Lots of different styles.
COB is definitely the style of light you need at the end of the day. High lumen output, looks good bc no spotting, and lasts longer (I think).
It could be done. You would need a deep cycle battery like used in a golf cart. I just looked at one that could provide 200 amp hours and it was ~$150.
If you have a 48 watt 12V light (this would draw 4 amps) this would drive it for 50 hours max. Of course you would not want to drain that battery down like that but assuming a 12 hour on time this would allow you to charge the battery every other day and if you missed and went 3 days you would be ok. It would be quite the commitment to do it with a battery. You could use a light designed to be mounted on a truck or tractor to get a water proof one. Something like this. the problem is that they do not include reflectors and I cannot find a single listing with the proper reflectors.
I was looking around in the US version of amazon to find better lights and pay extra for the shipping.
so far I have my eyes on two, both seem to have good reviews but they differ in their spectrum a little bit with one even supposedly having IR included.
Can you do me a favour and check both? not sure which one is better.

You can find many brands on Amazon. Viparspectra is one of those brands. I've had these Viparspectra V900's for 3 years and they currently don't sell them anymore. These lights are quite big at 386 actual watts a piece. A pair of these back in the day cost $500-$600. The newer led lights are using more efficient Samsung 301b and 301h diodes. You can get them in any price range for any size grow space.
I've been looking at upgrading to this Viparspectra light for a 4' x 4' grow tent. Pretty expensive at this size.

So you have just over 3.1 square feet. The TS600 is IMO good for about 2.5 square ft. So pretty close actually. I have one of these lights but it is my least favorite. Mostly because there is no dimmer. It is average at best from an efficiency standpoint also. Two of these would be too much light and too much heat. BTW Mars is far from the worst when it comes to optimism on coverage area. I would either just stick with it or get a Viparspectra P1500 from ebay for about $90. An alternative that looks good on paper but I cannot vouch for would be this light from Melonfarm. It has a dimmer which is a huge and it is very low cost. It uses a name brand driver and LEDs. That being said different types of plants have different requirements. A bulb like this will appear white to the eye but provide a good spectrum for growing. I bought these from Ammy two years ago. They work. Are they the best $$$ can buy? No. Do they fit the $60 range yes. I have a set of 5 shelves and put two lights on each shelf with zip ties. I grew peppers, eggplants, and tomato plants last year and had healthy plants that were not leggy. I added another set that were chainable, actually one light per shelf, that were a bit more maybe around $100 that had a different color spectrum. The lettuce that I grow year round liked having the additional lights and lettuce that was supposed to turn red actually turned red.

Good advice so far. A minimum of a 100 watt draw LED based light. Not the "blurple" but the quantum board style. Dimmer capability is nice. Amazon has both good and bad like most items. A few brands that are popular or Mars Hydro, Viperspectra, Maxisun, Bloom Plus, HLG and Spider Farmer. A few minutes of checking these out will be worth your while. I use these in my greenhouse cabinet and they are fantastic. My ficus is growing finally, and all of my plants are super happy. Humidity of the greenhouse helps, too, obviously.
The comment about not buying from Amazon is odd. Lots of legitimate brands sell their products on Amazon. I wouldn’t trust the reviews there, but you can definitely buy quality items from Amazon. Just be sure to buy from the brand’s Amazon store. Or better, buy directly from their website.
