Concepts is an app with an infinite canvas, and they have a text tool. But it is not a note-taking app though. It is a sketching app, with painting abilities. So I am not sure if it will serve you, but you can take a look:

I have a gaming computer, so Shadow was just to test since I'm interested in Cloud gaming. But as one provided here aswell, try GeForce Now. Stadia from Google does offer some games aswell. Or maybe Luna from Amazon (no experience here on that one yet). It depends on the games you play, maybe of these cloud services offer what you want.
I have yet to find a RDP to just connect to my own computer without lag. Unfortunately all of them are not yet good enough.

If you have a MacBook you can build and run it yourself without the jailbreak but I think it requires a connection to the Mac if you are running iOS 14 or later.
I have run Linux, DOS and some other weird stuff like emulating a PDP-11 inside the Linux VM on an iPad Pro 10.5 and programmed it in FORTRAN and run the original MUD multi-user text adventure game. It’s no speed demon but you can do stuff.
On android use this app to start ftp server,
on iPad using files app connect to ftp server and you can browse/transfer files between iPad and android.
It can be done the other way around by starting ftp server on iPad and connecting to it from android.
Also you would need to be on the same wifi.

Other versions are available Trick’ll be making sure you have an app on the ipad that’ll open whatever you’re copying over, although if it’s just to get them uploaded to Dropbox or whatever, that won’t be so important. At the risk of talking you out of it though, looked into getting one of those LTE routers instead?

Definitely get a hub. Adds extra ports and functionality. This is the one I use...
I use an Anker USB C Hub, and this Anker charger. Have had no operational or heat related problems. I can't speak for the Sabrent switch, although I see it gets just ok reviews (3.8 stars), not the best. Have never used their products.
I also have an M1 iPP 11.
The notable app is fantastic and when it comes to powerful and easy tagging, search, and customization. Shortcuts are easily customizable and it has a scripting language to automate almost anything. But make sure you get the latest beta (it's stable and light-years ahead of the 1.84 app listed on the website).

It has most of the features you want. You can have subfolders to your notes directory and, although not presently implemented, the developer has been promising a soon to come release with much more support for folders, such as auto-tagging. Developer is very responsive.
As for images, you will see it as either ![image](image.jpg) or notable's own extended markdown syntax [](@attachments/image.jpg) when you pasted in an image. You will see the image in the rendered/preview window. Same in practically any markdown editor... If you want a WYSIWYG markdown editor there are a few such as Typora, but the tagging capabilities are are nothing next to notable.

I'm not a networking expert, so this might not be 100% technically right, but there is a solution that will work, and I think I'm probably right in why it works.
Some VPNs allow split tunneling (some, but not all, traffic goes through a VPN). What I think you're trying to do is have DNS traffic go through AdGuard while all other traffic goes through ExpressVPN.
ExpressVPN has recently updated the iOS app to use their new "Lightway" VPN protocol. Unlike their old method, this new method does not allow split tunneling. With Lightway, all traffic, including DNS goes through ExpressVPN. So turning on ExpressVPN turns off AdGuard DNS.
To get around this, you can go to the Options tab at the bottom of the ExpressVPN app, tap VPN Protocol, and tap IKEv2. This will allow you turn on both AdGuard and ExpressVPN, which will route DNS through AdGuard while all other Internet traffic goes through ExpressVPN.

Most RGB mice need a software program to change the color. iPadOS does not support this. You would need to select the color with a Windows PC and then connect to the iPad.
iPadOS only supports Bluetooth mice that don’t use any extra software.
