The Russians took a great great uncle of mine out back behind a shed, and shot him in the head while they were in Siberia.
My grandparents, who still speak Latvian fluently, have told me many stories like this. While they were not deported during the war, they had no choice but to leave the country with all of the fighting between the Nazis and the Russians.

A domain name and hosting are different things. You can just buy the domain name itself and point it to whatever machine you want.
Unless you are not comfortable in doing that and you just want a simple "all in one package" then this is definitely the way to go.
For example https://www.ovh.com is a nice entry level host but you would have to buy the domain name separately from some latvian domain name provider.
EDIT: Also you haven't told us what it's for. Is it going to be a blog for someone's mother to read or is it going to be a webshop where uptime is critical?

A simplified version of what I think most likely happened:
1) A gambling site that uses the same content delivery network as reddit (cloudflare) was ordered to be blocked.
2) The way cloudflare works is it basically proxies content from the actual site to the client through a server closest to you. So the cloudflare servers that were proxying content for reddit and a lot of other sites that use the service were also used by the gambling site.
3) Some incompetent people saw the traffic for the gambling site coming from the cloudflare servers and just added those to the blocklist.
4) Reddit is broken in Latvia.
Cloudflare probably has multiple servers around that area, that might explain the fact that it's not broken for everyone.
Contacting reddit is useless.
It's not really a problem on their side and I don't see them switching their CDN because of Latvia so the best bet is to contact the inspection to make them take off cloudflare IPs off from the blocklist because this is just ridiculous.
Note: My theory is solely based on what I read in the comments in this thread (mostly this one), I am not in Latvia now so I can't verify any of it.

Hi! Latvian is one of the hardest languages to learn, so there is no simple and easy way to learn it (of course, if you're a polyglot or a Lithuanian, it could be a completely different story).
In my experience, the best way to learn a language, is to use it. You could learn some basic phrases and try to learn the rest in Latvia (possibly with courses, socialization).

Definitely check out any large second-hand bookstore near you, the larger ones usually have a pretty decent "foreign language" section. Even my in my smaller city I've been able to find some really great novels etc. for practicing my Latvian reading skills

Last year I went on a excursion to Rundulas Palace and one of the stalls outside the palace had someone selling wooden cooking implements. I picked up some small cutting boards and a giant spoon. The cutting boards I picked up that day are the ones I use the most now.
If you're in the tech field could always stop in and visit the folks over at Zabbix SIA and pick up a sticker or two (be sure to tell them I sent you), or you could go and find MikroTik and see i they have some schwag, although my friends at Zabbix SIA tell me MikroTik is very quiet about who they are and what they do.
I would say go hit up one of the night clubs and leave with memories of a fun time, but last time I was there the clubs didn't have the same energy and vibe as the previous years.
Sigh... 5-6 more months until I get to go back. :-)

I was (still am) in a similar position to you, after a lot of reading about learning languages in general (including polyglot and polyglot ama threads on Reddit) I read and concluded that the "Teach Yourself X" series were the most effective (Rosetta is overrated and another popular one I forget the name of).
You might have to Google a bit, I just did a quick one and couldn't immediately see any for under £100 Amazon UK link.
Last point, I'd suggest that you simply use it as much as you can, (a common theme from the polyglots), so secrecy is probably not an option.
