As for release date- it's always been March 2013.

If you're really desperate for communications from OUYA- go to the comments section on the kickstarter, they sometime respond.
If they add a single new piece of hardware it has to be a gyro/acceleromter combo in the controller. The all-in-one chips are incredibly cheap now and really add a lot of flexibility and possibility for developers.
The Nexus 7 which is the same hardware has them. Every cell phone and tablet sold now does. Every next gen console will come with them too.

You can code around lack of RAM or a slower CPU, but you can't get around not having the controls you need. For pennies on the dollar the Ouya could make sure to offer developers the most options.
Fellow gamedev here. I am not targeting OUYA, though I do own one, as one of my platforms though. I will answer you questions in the order you asked then add some more to the end.
1) It is very easy to make games for the OUYA. I have a tutorial up on github, until I can move it to my website, on how to start making a game for OUYA using LibGdx. Porting all depends upon how large your game is and what language is is written in, also if you are using DirectX you are going to have to change a lot more than if you were porting a game that is using OpenGL.
2) Since I haven't actually released a game for OUYA I can not say much about the money part but the whole reason I bought it was so I could play games without paying money. Also the OUYA has a very small amount of customers compared to other gaming markets. It also has a large amount of games for the amount of customers it has. About (and I'm just guessing because I can't find the number of OUYA's sold) 1 game for every 30 units.
3) If you don't already own an OUYA (and people in this sub are going to hate me for this) the I suggest you stay out of the market for it.
Also search through /r/GameDev for topics on the OUYA, I am sure there are some out there.
it would only be worth it to get the WAY better controller, usb 2 and 3.0 ports, and micro SD card slot....when it drops to $99 ill look into again. Also wanna wait to see what the plans are for the OUYA 2 since it has been confirmed to be in development. They already got round 2 funding back in May.

So that's 4.5million devices sold within six months. The wii u was at 3.45 million after 5 months.
So, if you average that per month, that's .75 million nexus 7s a month, and .69 million wii Us a month. Now, I'm no rocket surgeon...but I can tell when one number is bigger than the other. Given that ratio if the ouya can sell as well as the nexus 7, then a player who is brand new to the industry would outsell the godfather of gaming's current console.
So, in short...yeah I could live with that.
I know for a fact from experience that using an Ethernet cable will help with the controller lag/latency and obviously diminish the WiFi problems, seeing as you have a line directly running to your router.

Edit: Ok for giggles I installed xbmc on my Ouya to try it. First thing I'm missing is network streaming and if I read OP's post correctly he would "like to use it to play movies I have downloaded on my tv." If he has to move every movie over after he downloads to a thumb drive that'll suck ass. With the Plex server installed to start automatically when ever his computer starts he can stream to the Ouya SUPER easily. Also the Plex Media Server is a DLNA server so it'll stream to your Xbox 360 or PS3 (Not sure about the Xbone or PS4) with out any dicking around. Plus streaming to any Android or iOS tablet or phone, even over 3G/LTE! I watch streamed stuff from my home computer while at lunch at work.

The best option I have utilized is to use my browser on the Ouya to download dropbox from http://www.apkgator.com/dropbox-2-3-7-apk/
Once its installed you can install Dropbox on your computer and just drop the APKs into the folder there and open them on your Ouya. That is how I have sideloaded all of my unofficial apps

No details about it, but on Wikipedia Ouya is included in the list of T33, the most powerful (1,6 GHz Quad, 1,7 Single), but I read somewhere it will use T30, anyone can confirm it?
I only ask because OnLive was part of their kickstarter sales pitch. Things got interesting for OnLive shortly after, but they are obviously intending to grow and add services. I just wonder if we'll ever see this promise come to fruition.

There is a modified xpad kernel module from the SteamOS that has the blinking ring problem fixed. It has been successfully built for debian and arch, but I haven't seen an android version yet.
So what you are asking is "What games listed on libregameswiki are on the Ouya?" Right? It's a little unclear. Further, libregamewiki seems to be focused on the PC, but there are some that ouya play is theoretically possible. This is a link to a search for games that have android listed as a platform. There are 11. Those you can theoretically play on your Ouya if you push the .apk to it. Which is the big deal here. If you can get a .apk then you can push it to your Ouya, all is well. But if you can't, nothing can be done.
I don't believe there is anyway to sort by software license.

I forgot but you also have PLEX. Does practically the same thing as XBMC and is slightly easier to setup but it requires its server software to be running on your NAS. It will also transcode if your player (in this case the ouya) can't handle a stream but you need a good CPU inside your NAS to handle the encoding of HD streams. Luckily the ouya can direct play almost anything.

Did the university thing too, but for 4 years (7 semesters are standard here, if you want to go abroad or something else you have no chance in doing it faster - things like project management are already included here so it isn't that much of a disadvantage).
I wouldn't start with a game. I started with just reading a book, in the Java chase with Head First Java - some ppl think it's far to childish, but it's a good start (if you really want to learn JAVA). Then do something little and expand it. I wrote for an example an App for my Smartphone that told told me when the next bus stops by my house etc pp (they had an api on their website, but no1 used it at this time - and the website was basically a mess).
Then start with complex projects, do some random programming training (i liked projecteuler.net). If you feel confident enough then start a game.
I started some projects and the very beginning and i had to throw away all the code completely, because the code was simply awful. There is so much awful code around the world (even in big well known OpenSource Projects), nobody needs more.
You want strict, clean and well documented code. It's maybe a pain in the ass to get to that level, but for every hour you implemented bad code, you need 10 hours to fix it after a release.

This one was the most cost effective one I could find after doing a bunch of research recently. I bought it for more or less the same reason, but not to use with Ouya.

So since the description on the page was limited to 30 words..I'll post some more info here.
The game is a arcade-style sports game set in the distant future. It is played like soccer, but the players are robots with electromagnetic powers.
My plans for the game include: * Multiple arenas with different layouts (Ramps, walls, teleporters, etc) * Bot customization (Head, body, treads, battery) Each item changes gameplay stats * More power-ups (Battery, Boost, Sticky - allows you to carry the ball, EMP - disables players of the other team for a few seconds) * Online multiplayer
The game is loosely inspired by my favorite sports game of all time, NBA Jam (Tournament Edition, of course) so that is where the inspiration for power-ups, boosting and two-on-two came from. And really I'd like for the game play to have a similar fast paced feeling. I don't think it is quite there yet.
I'm going to be writing up a post-mortem soon where I'll talk about the actual jam and what went right and wrong.

it was suggested that Ouya reddit users like to see up and coming games for the beloved console. so here i am tossing my game into the ring as it were...its coming "soon" and already runs well on Ouya (heck even pc web and vita). Click on show older versions towards the bottom of that page and select version 2.5.1. Once the app is installed just install the framework but never update it even though it will say an update is available.
I had a ps3 from before, and I had no problems hooking them up. Just plug them in a pair them. I have two different types of ps3 controllers, the dual shock 3 and sixaxis and both work like a charm. With a little bit of looking I'm sure you could find a very cheap PS3 controller at a game store or online.
I can't speak to the usability of the controllers on tablets, sorry. Could it possibly be a bad cable or something similar? If you have adb up and running with your ouya, I would open a shell and set it to ping google every so often and see if/when it fails, at the same time have a ping running on the pc to see if it truly is just the ouya.

This is interesting news, especially considering their AWS offering of AppStream. If they can get latency down far enough for real gameplay, they could potentially have a cheap box with cutting-edge graphics.
I haven't seen any good examples of app stream in practice, so I don't know if this will happen any time soon.

I wish my Ouya and my replacement Ouya didn't brick like they did. I remember fondly how we had a 8-people BombSquad session running once. It was probably the best multiplayer gaming experience i ever had!
I'm actually considering buying a NVidia Shield, as you still can get BombSquad on android.
I've successfully used OpenVPN for Android on my OUYA with the AirVPN service, at least for short sessions. There's a chance that for extended use the OpenVPN app might get killed in the background, since OUYA isn't really designed around having apps running in the background. No idea about PIA.

I guess I just underestimate the costs of a legal review and source release, and would consider the shortfall in sales to be offset by future purchases by happy customers. It's a tad unrealistic I suppose.
Agreed, in regards to Valve... I'm a Linux desktop gamer myself and have been cautiously optimistic about how things are going. It's frustrating... I'm kind of excited, while at the same time I feel as though they're maybe going to screw up and blow it completely.
The cheapest desktop I could find on Amazon was $38. Seriously, why do you and every other OUYA fan just want to burn $62? You are almost as bad as Apple fanboys. Also, even if they do not plan on running with the money and they do want to release a product, how do you know that they won't hit some legal snafu or suffer delay after delay until they are out of money? You people are giving money to something that is never guaranteed to be made. The people that are working on it are rich and very well respected, why did they even need a Kickstarter in the first place? Why won't you answer whether or not you have an Android device?

Getting Kodi and the XBMC Launcher and a skin like Aestyr: Saphyr could help. I wasn't able to get the Bluetooth to enable on start-up by changing the launcher though.
