Looks like basically unchanged CPU scores from 2015 top end MBP. Not unexpected although OP's seems to be scoring slightly less than the other early bench marks starting to come in this morning.

My current computer can barely run half of the benchmark tests that have been done so far by other redditors.

It's not rocket surgery, for a start you gotta find out if baseline performance it fine, I'm not talking about squeezing every bit possible.

It's completely overkill with an i7-7820X running at 4.5ghz on 8 cores with an M.2 Samsung 960 SSD.
I still have this problem just as much as my old machine.
It's a fairly lightweight benchmarking software. I've just used it because its super simple and quick to use. I've liked using it for quick n dirty comparisons.
Edit: It provides separate scores for GPU, CPU, storage and RAM.

There are some really good benchmarks you can download for free, like Novabench , but my personal favorite is 3DMark, which can be found on the Steam market. (Read: 3DMark is not free, although it will give you much more detailed diagnostics than any free benchmark software will).
I only went to geekbench after noticing the slowdown in app compile time and after trying another benchmark app before that.
So, the speed doesn't change when you load the CPU? When you open Task Manager's Performance tab and run something like, https://novabench.com/ does it show 2.4 ghz?
You can check the Control Panel > Power Options > Change Plan Settings > Advanced Power Settings > Processor Power Management and make sure the Maximum Processor Frequency is set to 0, and Maximum Processor State is set to 100.

It looks like it must be the graphics card - playing L4d2, the only change is the graphics card in my rig which used to run smooth on my 560 ti just a few days ago and only getting a few frames per second. I'm going to revert to old drivers and pop it back in and see what happens

If you look at the FPS listing on this (random link) it saying your card performs like a GTX 460 (I had one of these before I upgraded to a Geforce 760). Thats very low end these days, sadly. You might find that it runs hot also.
I picked up a reasonably cheap GTX 760 (2gb), which increased my performance extremely. (was in a similar boat, with a decent CP and RAM, but the GFX was holding me back to Normal settings)
As for the SSD you will find that it will speed up loading items from your bags. Not sure if it will effect loading times on game assets like mobs and players. It won't help your FPS that much.
Your PC is over balanced, you have a metric ton of CPU and RAM but its all being bottle necked in your GPU.
I tried the Auto OC option in Ryzen Master and I set the GFX clock speed to 2.4GHz and the voltage to 1.2V as you can see here.

I have reduced the buffer size on both the DAW and the driver settings before [FLASIO works better than ASIO4ALL] and it still doesn't really work... This is my PC's benchmark, do you think it's a hardware problem? https://novabench.com/view/2476988 It was a professional-grade animation rig 4 years ago so I doubt it is not powerful enough to run a USB mic with low latency but I am no computer engineer.
I am not a bemchmarking profiler expert but parhaps you can run something like https://novabench.com/ to find out what is slow when compared to the same components.
Also is it specific games or all of them? Maybe there is something in common.
Thirdly you might try downgrading graphics drivers to see if that helps.
Fourthly you could use a cpu profiler like very sleepy although it's gonna give you a bunch of functions you might not understand including sleep (when the computer is not doing anything) however it may give you a clue.
Two ways of doing this.
Most motherboards have a diagnostic tool in BIOS - it will run checks on all the hardware directly connected to it. Actual instructions depend on your motherboard.

Easiest test would be to add/swap a solid state drive into the laptop and see if your issues go away, second would be to increase ram obviously.
I've downloaded the benchmark but I couldn't run it cause I did not have the actual game. So I couldnt be asked to get the game itself. I have same specs as you, but just with updgraded Samsung Evo 970 1TB SSD. CPU Core Voltage --0.125v undervolted and Turbo Boost Short Power time dropped from 80W to 60W. Wenn PredictFailure false ist, dann wird wohl die Disk nicht defekt sein.
Great suggestion about running benchmark apps. It's a known fact that single player steam games don't really push GPUs the same way dynamic games like mmos and other multiplayer games do; for the most part. So a benchmark which tests for hardware issues is the perfect tool to use here. Quick Google search suggests this is one of the best benchmark apps to use https://novabench.com/ . But you can do your own research on this. Either way, to REALLY be sure it would be worth to just RMA (send the card back to EVGA for a replacement) if none of these troubleshooting suggestions work.
Hey i know its been 20 days but still i was just benchmarking by playing gta online so it wasnt the program and i think i know what the problem is basically everything in my laptop is great expect the ram (8GB only) and the sshd the sshd is 36th worst disc in the world (if novabench shows all the discs) and thats probably why the laptop only worked well for the first month and not just for me for my brother too and the disc doesnt even get third of the performance of the sshd 36th from the bottom up on the list so the disc i have is probably the worst disc in the world that still somehow runs so im sure after i get a ssd or a hdd the performance will be really good again and everything will work fine. Have you tried running a benchmarking tool on the drive? Something like Novabench will let you run a read/write speed test on the disk. I think whats happening here is that you internet connection speed is probably being displayed in megabits per second and your disk speed is being displayed in megabytes per second.

My old ones about 1.5 times "more powerful" and my new one is about 3 times "more powerful"
The funny thing is these scores almost represent price. My old one was about $1000-1200 (scored 1100) and my new one was almost $3000 (scored 2900)
Why do you think those scores are bad?
The CPU score is in line with other CPUs of the same model & the GPU is in line with other similar GPUs so your benchmarks are perfectly normal - the only thing that stands out is it appears your RAM is running at DDR3-1333 speeds instead of DDR3-1600 speeds.
For crap-ware, just open task manager & see if anything is sucking up CPU/Disk resources that you don't think needs to be running.

I pulled out the extra harddrive, down to my SSD and velociraptor, and took out the 9800GT. You might be right. The PSU, which is 700w btw, might not be pushing out enough power. I'll have to dig in and make sure the two 4 pin connecters are plugged in, or wait till I can purchase an upgraded PSU. I did a benchmark with NoveBench.
