Potplayer. It's an open source media player similar to VLC, but with far better interface and controls in my opinion. It has a pretty good menu for touch controls too, considering it's primarily a regular computer program.
A good number of these are things I put on new installations immediately :D Will have to check out a few of the suggestions from comments though, like qBitTorrent and MSI Afterburner.
I also prefer a shinier media player, so I use Daum Pot Player.
Once in a while VLC has trouble playing an audio track, and I found iina plays them perfectly so I use both.
But the files that I’m talking about are MVC, and appear as just a normal single 2D image in vlc/iina. I’ve only found the program potplayer to play them, but no OSX program. There’s not a whole lot of info out there about these types of files because they’re not wide spread at all and very big - downloaded ready player one the other day in this format and it was 41GB
You may like Daum Pot Player instead. I know the name is a little weird but it isn't what you think lol, I thought the same thing at first. I use it and love it. Better than VLC, IMO.

the answer is...not VLC. It was tough for me to get to this, but here is the solution: potplayer
plays everything I have thrown at it and supports gesture and multitouch input right from the start.
This is the best answer for Surface, seriously.
I still use VLC on my desktop because, well...VLC.
However, on my SP3 potplayer is by far the best option free or paid. Since it is free, well you should be downloading it already. GLHF!
Neat, thanks! I had trouble playing back the 1080p Darling video with my usual MPC-HC setup (I think it uses a fairly new codec)—had dropped frames like crazy to the point of unwatchability. I did some Googling and downloaded Potplayer (actually made by the Korean company Daum, coincidentally), which worked like a charm!
I'm not sure what the source of the Darling video was, but I don't believe it was 60fps, although it's great quality. I think they used software that interpolates the frames (basically just guesses what's in between them) to generate a higher framerate video. That being said, I was blown away by how well it works! The only places I really noticed it were when they waved their hands around and you got some weird aliasing that wouldn't happen with real 60fps video. I found a guide on how to make videos like that a while back, but I didn't manage to get it to work. I think I'm gonna give it another shot, though.
Also, the specific file for The Boys wasn't on the FTP server :/ I checked with an FTP client and it just wasn't there, nor was it in the SNSD folder. Lots of good stuff on that FTP server regardless, though.
I use PotPlayer and it works great on an old Pentium 4 I use for occasional gaming and legacy software. There's some tricks to redirect browser youtube calls to it but I simply drag the link from the browser over it. I'm limited by the hardware but 720/30 is perfectly fine and sometimes 1080/30 or 720/60 is doable. There's an option to change quality on the fly. I know it's not what you're asking but is an alternative to consider.
I've been using Daum PotPlayer's repacks by 7sh3 for many years now. It's quite amazing - video thumbnails at the timeline (YouTube style), tons and tons of settings for power users, integrated SmoothVideo engine (watching video @60fps requires a decent video card though), MadVR support, skipping video by clicking side buttons of mouse (default is 5 seconds) - very useful for skipping anime OPs and some such. Repacks are better overall but there's no auto-update feature (for that you want to download the official build.
PotPlayer for videos. The built in player wouldn't play all my videos and had other issues. PotPlayer supports touch and multitouch.
Also get a skin so that it works with the high res display better. And check preferences to see what the various default touch controls are.

I have used VLC for something like forever, it has been among the first things installed for so long I cannot even guess. The scaling and lack of touch killed it for me. [edot: on surface, still use VLC for regular LT/DT's]
This is my goto VLC replacement for Surfaces. It has so far played everything i have thrown at it, and it has gesture control. (swipe for seek, single finger double tap for play/pause, two finger tap for fullscreen/not, swipe up/down for volume).
It does a bunch more touch/gestures, all configurable.
I prefer to change the default skin to use "windows frame", makes it easier to work with it in windowed mode IMO. Also, in preferences/general turn "check for updates" to "never". It is free and clean and doesn't fuck around trying to make libraries and accounts and cloud whatnot, but the update prompt can popup at stupid times otherwise.
seriously, it is what a touch media player should be, I find all other media player controls annoying now.
If you know MX player on android, this is the Windows Desktop equivalent and I've been using it since SP2 days.
potplayer is a better (free) media player though it is a windows program (not a metro app). It supports touch and gesture control. Plays everything I have ever put to it.
so there is that. It is a no-bs download and has replaced VLC completely on my SP3.

Not to discourage you, but there is no way to enhance a video. Whatever resolution and frame rate was captured by the camera is all there is.
It sometimes can be helpful to use a video player such as Pot Player (free Windows app) that can play back frame by frame or adjust video settings in real time.
But this isn't enhancing the video, it's just allowing you to view it a little bit better.

You're using Windows don't make life so difficult, install PotPlayer. It's free and it's excellent (it plays all formats... No conversion required)
If the video you are trying to play is x265, you will probably need to intall LavFilters

One of two thoughts, did you download pot player from their official website? Also, it’s possible you have malware that is displaying ads . I’ve never seen an ad on pot player.

This is the only correct answer here, it might be overwhelming in features/options at first but it's hands-down the best 2D/desktop player. Plays VR videos with a 360 mode and you can look around using the mouse as OP mentions (it can even do 3D anaglyph/stereoscopic/shutterglasses stuff although that's not needed for VR clips).

I like to use Daum PotPlayer. There's nothing wrong with VLC, but I think Potplayer looks sleeker overall. Changing the playback speed (by increments of 0.1x at a time) is as easy as a right-click or pressing "x" to speed up, "c" to slow down, or "z" to reset the speed back to 1.0x.

Aaarggh yes, I use a media player called PotPlayer, which has a button on the main screen that toggles between "H/W" and "S/W". I can never remember if "H/W" means "currently using hardware acceleration" or "press this to enable hardware acceleration". Drives me crazy!
Viewing tip:
Using potplayer - Menu>video>screen rotation>270 degrees rotation
Using VLC - Tools>Effects and Filters>Video Effects> Geometry>Transform(tick box)>Rotate by 270 degrees(drop down)
Daum PotPlayer is a good media player with LOTS of options. I mainly use it because it can use 2 audio outputs individually (so i can open one video in one instance and use the audio on the speakers, and another video instance and use the audio from that one on my headphones), that way 2 people can watch 2 different shows at the same time. And the default image contrast,brightness,black light,etc looks so much better than on vlc or mpc-hc.
It also has regular updates, ~~the only down side to the regular updates it's that since it's a korean software, if you want to update it and still have the english interface, you'll have to do it manually. Otherwise if you chose to update thru the player interface, it will replace english with korean letters. So you must go on their website and download it again. (but I haven't checked this in some months now, this might have been fixed)~~ It's fixed, it updates in english.
I can't believe people accept VLC's awful interface. It's so unintuitive! The arrow keys do nothing!!
In my opinion, even GOM was much better, but Daum PotPlayer obliterates VLC. You can drag the window from any part of the screen! Seriously, this program has all the options you can ever want.
You will occasionally run into a file PotPlayer's internal codecs can't handle, and in those cases VLC's engine handles the files much more reliably. But it's always a huge relief to go back to using PotPlayer for 99% of other files.
VLC diehard here: recommend PotPlayer for video. I haven't found any other player that does the touch interface as well.

still looking for a better Reader substitute. The built in app takes a retarded amount of gesturing to turn a page, as if it is reluctant to embrace the concept.
There are some more here as well. Basically they are regular video converters with WebM available from the interface.
For reaction clips I'd recommend using a video player to get the exact frame you'd like the clip to start, as many WebMs I've seen around the web accidentally have brief moments from the next scene come through, or could have the timing improved (not referring to yours btw :).
In PotPlayer pressing 'G' displays the timecode to copy, and D/F keys framestep.
