Also, if your carrier won't let you tether, you can work around it using and app like Tether.
It takes a little bit of setup, and if you use it a lot it makes you pay, but it works around any carrier blocks, and doesn't need root.

As others have mentioned it's likely the phone related to when Docomo used to lock down tethering.

The use Clockwork Mod Tether to tether my phone to my computer. It uses data to tether instead of Hotspot though. It is definitely worth the cost after the trial.

No. I've been using the ClockWorkMod tether app/desktop program with great success, though. Bought it with Google Play credit from the Opinions app. Requires USB data connection for tethering over USB, but works like a champ.

If you have an unlimited cell phone data plan, you can get a tethering app that allows you to use unlimited tethered data from your phone to your PC. I use this app which only costs $5 (not an ad - I have no affiliation with them).
The internet you get costs nothing if your phone plan is unlimited. It is not super fast, typically only fast enough to stream 480p on Twitch or 720p on Youtube without buffering. But free is hard to beat, and it's fine for everything but HD video streaming.
If you have an unlimited data plan on your phone, you can use a tethering app which disguises PC data as normal cell phone data, and bypass your carrier's tethering restrictions.
My only source of internet right now is my Sprint unlimited plan and a $5 tethering app.
It's not the greatest internet but it's better than paying out the ass for data caps. It's also typically fast enough to watch Twitch in 720p.
Pro tip: You can download a free tether app and use your 4G smartphone to download at much faster than 500 kb/s.

Does their PC have a USB port? You can also use one of those for Internet. If you don't have unlimited hotspot then just install this bad boy and data over USB won't count as hotspot data.

Yeah, it's kind of fucked up because my LTE is unlimited and faster than my home network(85~95 Mb/s) which has a 1 TB data cap (another reason I don't use Wi-Fi at home).
Though, whenever my home Internet goes out I do tether my phone. I actually have an old laptop I keep around just to tether my phone over USB and then turn that connection into ethernet for my home network. I don't have a tethering plan so I use this app.
On Android, I just use this. I don't want to root because I'll lose some features I use a lot. I've never had a problem with that app. It's well worth the IAP.

Also related, this app by Koush lets you share your Android wifi connection via USB to a PC. The description says "mobile data" but I tested it on Nougat it works for wifi too.

Was nor aware of this but I googled it and this seems to work. However, if people did start doing this en-masse then mobile operators would have to consider removing unimited internet as a option entirely
