This equalizer app has a volume booster. I have bee using it with Spotify and works well (even with the DAC not working)
I successfully use an old, ugly, out of support EQ app with a notification icon that ABSOLUTELY drives me mad when I see it... but it works well, so I stick with it: https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer
I use the free version, and I manually enable and disable when needed via Nova gestures.
Here's the one I use on Nougat. It works for most apps, including YouTube. I'm not sure about Spotify. https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer
If you want a 10 band equalizer though, there in a way, and it should work regardless of what software you're running. Download this old version of Kiwi browser from Google Drive. https://drive.google.com/file/d/1-2L3iGVBEk4mPY6pRCGDKMHZlI11F9-h/view?usp=drivesdk
The old version of Kiwi plays YouTube in the background, unlike the new version. Once you've installed it, install the Audio EQ extension to Kiwi using the Chrome web store and set all 10 bands however you like. Then play YouTube in the Kiwi browser.
I'm using Equalizer on my OG Pixel XL. I've actually used it on my last 4 phones and it still seems to work. I really like it because i can use it in conjunction with Tasker and Trigger and dynamically select EQ presets based upon various triggers.

You can get system wide equalizers if that's your thing. Typically though I find it's better to just adjust to the sound of various headphones instead of try and EQ them otherwise. Every now and then though I still take the low end down a few dB for certain songs with this app
I use this one:

I did buy the unlock to enable custom profiles, but I don't think it has ads either way.
edit: note that the sound amplifier is a universal setting, not part of the profiles, so you probably don't need the unlock if that's all you're using it for.
Best system wide EQ I've found is .... Equalizer. You can turn it on or off as needed or use Trigger and Tasker to automate turning it on or off when you connect your BT headphones or whatever. https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer
For me the difference is minimal. But it depends of the configuration and the phone. I also use Poweramp, are you using the beta version?. For spotify and tunein i use this equalizer.
I tried to install viper4android but it doesn't works.
I have been using this equalizer with Spotify. I don't think it works with the DAC, when using apps that don't work with the DAC. But does have volume, and bass booster.
Seems to improve the sound a bit
You can also try Rhapsody, its a music service that works with dac

Use this equaliser app, works perfectly and will appear in GPM.

Does it work for you? If sound quality is the question, try an equalizer app. I'm a fan of this one
This one should change all outgoing sound:

Yeah I just did (https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer). Setting appears, the controls work well. Great stuff.

Okay, but I cannot find this I used this equalizer https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer
I've used this one which seems pretty good: https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer
Try Equalizer, it works system-wide and does not require root.
If you mean Google Play Music, yes. Settings -> Equalizer. I'd rather use https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer
What's cool is practically every platform has an equalizer application.
Windows:
OSX:
Android: There's more, but this one has worked the best for me - https://play.google.com/store/apps/details?id=com.smartandroidapps.equalizer&hl=en
iOS: http://www.macworld.com/article/2090554/tweak-your-ios-audio-with-eq-settings.html
I haven't messed with iOS much, so the research is your responsibility. Sorry!
Linux:
Worst case, some of the better apps now have built-in equalizers.
You'd be surprised what a mod on the EQ can do for a set of crap headphones. At stock they sound like underwater, tweaked they sound like the best things you've ever heard.
