That's actually parallax mapping in most cases in the game. Tesselation increases the polygon count of an object the closer you get, while parallax mapping makes flat textures look like they have depth. Tesselation makes the actual object (not the textures) more defined.

The game is exactly the same regardless of tier level (it's just an indicator of where you bought it/what bonuses you get). Currently if you buy it it's tier 3 and I would assume at launch it'll be tier 4 (no bonuses)
I don't disagree with this theory completely (It definitely is a possibility) but I highly doubt that Rockstar is going to pass up the opportunity to sell on Steam. It's on medium settings actually. This website is good for checking if an individual computer could run it well, you just have to be careful to check each requirement because sometimes it will give you an X even if you meet the requirement.
I had the same problem but I've managed to fix it now.
It turns out there is a problem with the download not being downloaded correctly and therefore becoming corrupted. To fix the problem download this and locate you GTAV file directory.

Any file thats hash doesn't match needs to be deleted.
Then using the GTAV setup tool, select the "Repair" option.
Once thats complete load up GTAV and any files that were deleted will be redownloaded correctly.

I agree only with a few bits of your theory. Amazon already confirmed few times that their retail version will have Steam activation code as well as physical discs.
Bearing this in mind, I am still pretty sure that Social Club will be required. One of my friends spoke to Polish GTA distributor - Cenega, and they said that they will now provide Steam key. This leaves Polish people with no DRM or multiplayer tool at all. This is why Rockstar will probably require Social Club, but I am pretty sure they will give an option to link Steam account, so you won't need to login every time. Asking which software to use tells me you never did this so start with something small and work your way up. Because to me you are sorted asking something that can't be explained with a short tutorial. I'm pretty sure most (if not all) the cars you see added to the game were made by people who spent years learning how to make 3D models and probably had to dish out money to pay for courses and it was probably not their 1st project.
My tip is to get Blender (it's free) and use the tutorials to start from there you will be able to go on your own and know the lingo which will make it easier to search for more tutorials.

For example ... section 4 is where you want to look.. Error opening file, cannot find. I had to download these files from the interweb and place them in the game directory
Ah, you do not have Python in your PATH variable.
If what I just said makes no sense, go to http://www.python.org and download the Python 2.7.9 installer.
Close that command prompt, then start a fresh one to try running the script after you install Python.

I also would like to point out they last a pretty long time. I still haven't replaced mine and I've had my projector for over a year now.
I use an inexpensive little standalone mic, and it works great. GTA V recognized it immediately, and I've never had any complaints about my voice quality.
I'd strongly suggest enabling the Push-To-Talk option in the menu (so your mic isn't open all the time). It's the courteous thing to do!
If you haven't bought a mic yet, I can definitely recommend that GoMic. Phenomenal little microphone for the price. Plug-and-play, recognized by everything (like other VOIP programs), and the quality is great. I bought it to record myself practicing music, but I like it so much I use it for gaming as well.
In ps3, every character has its own garage for 3 cars, when you go inside garage you can request special car by pressing Right arrow. Every character got his garage in different places For example, Trevor got his garage in "Mors Mutual" spot ,here is location House looking thing in top left corner

This is not unusual on the PC version, u/2F2uPXGqp7Maywu. It's reasonably easy for people to use mods, because GTA's Freeroam Lobby System is an old-school peer-to-peer system (unlike most games, which use regional servers, and much better cheat detection).
There's a few things you can do to reduce the impact, though:
Always play via a VPN
This helps mask your location, and gives you a layer of protention from DDoS attacks. I use NordVPN; Express is another good one
Make use of Solo Lobbies
If you don't need to be in a public lobby (which you typically only need to use for Freeroam event, Business Sell missions, and some Heist Preps), use a solo lobby (Exit to story mode, then pause => GTA Online => Play GTA Online => Solo)
Switch Lobbies
If you have problems in a Freeroam Lobby, in most cases you can just switch servers; most griefers won't bother chasing you. Go to Pause => GTA Online => Find New Session

I have almost all of the recommended or better. The only thing that's different is the processor and online it says its runs slightly better than the recommended one when using all cores. Could there another reason its being so slow?

Bunch of us at university have been testing and tinkering on a streaming solution to bridge some of the shortcomings in the currently available ones.
Aim is to have a remote desktop solution that supports GPU heavy programs and games, regardless of the GPU manufacturer. This is our current progress on the "proof of concept" solution.
Streaming PC running an AMD 7970 HD, and played in firefox, by transmitting the interactions via websockets.
Prototype is stitched together from 3 individual programs, one of them being a heavily modified OBS (with some help of it's inventor and main dev Jim, thanks!). So the timings and performance are nowhere near it's potential, but it proves the concept and it's feasibility.
Modding an Xbox can be fairly tricky but an alternative would be to use a separate device that does it all for you and just reduces it to a plug and play which this device does. Just scroll down and in the frequently bought together box will have the wheel and other things to do do it. this video shows how to use it and shows how it handles. There are other products that do similar but if you really want to mod that’s an entire other thing which is why you see ppl use third party devices to do it on Xbox since Xbox doesn’t really let you mess with game files like that which is the reason you don’t see many modders on Xbox. The simplest way is to just look for similar devices that handle it all for you instead of getting the necessary mods and trying to install them yourself

So, you're telling me that v-sync works. That's not any different. V-sync on the GPU or in-game, it's still v-sync. Screen tearing is caused by having a higher FPS than your monitor's refresh rate. Think about that logically. To fix it, you increase the refresh rate, or you decrease the FPS (Vsync).
The difference of 59hz to 60hz is not going to make any difference whatsoever.
Try borderless windowed mode, perhaps?
When you run the game in windowed mode, it naturally runs at a lower framerate (your CPU is also computing all of the desktop processes now in the foreground) which is probably fixing your screen tearing by reducing your framerate relative to your refresh rate.
The people upvoting my stuff are the ones who realize that I'm technically correct and that you're getting mad at me for telling you basically there are no other fixes (there aren't). I'm not sure how my reading & comprehension skills are so bad, when you can't understand the fact that there are no other options for fixing screen tearing. Seriously. Google it. EDIT: If you have Aero on, the reason why Windowed mode prevents tearing is possibly because of Desktop Window Manager. Read more here. You can try overclocking your monitor's refresh rate if that's something you want to mess with. I've overclocked 60hz to 75hz in the past and it was immensely beneficial.

You might want to run some tests to see if your system is bottlenecked somewhere... I play with maxed out settings at 1080p/60fps with my Ryzen 5 1600 and 1060 6GB without any trouble at all - no dropped frames or tearing or anything. The recommended requirement (not minimum) from rockstar is a 660 2GB video card... You could use UserBenchmark’s tools to see if one or more of your component isn’t reaching its potential!

EDIT: Nevermind... You are definitely running the game with your CPUs onboard graphics chip. I did some googling and it has the maximum video memory of 1,7Gb.
Plug your video cable in to your graphics card, not to your motherboard. If that doesnt help, you have to manually disable the CPU graphics from BIOS.

dcomp looks like its related to D3D9.dll ... Which is Directx. So if you havent you can try updating directx... I know i had a bunch of times.

this looks like it's from loading content from a medium that's too slow. When I used to play on XB, the best thing I did was grab one of these and use the install feature to put the game assets on it.
Just to update my situation as it may hopefully find it's way to help someone else. I have a i5-3570k and a MSI mobo that out of the boxes looked to be overclocking to 4.2 GHz (from the standard 3.4GHz) (CPU-Z) told me this.
I noticed something occuring in my event logs right before my Faulting module path: C:\Windows\SYSTEM32\nvwgf2umx.dll error, and that was a 'WHEA-Logger' Warning. After doing some research, it appeared as if my processor was potentially having some issues. After verifying my stock overclock, I followed a YouTube video for overclocking my CPU, and just reversed to process to decrease the MHz from 42 to 34 (3.4). I've only played an hour but this seems to have stabilized my game.
I haven't had much time to troubleshoot the issue, but I'm thinking my processor was overheating, or possibly just causing some funky issues from being OC'd. Either way, I have slightly less performance in game (just feels less smooth) but definitely still playable.

I know my GPU is capable of running GTA V, just not at max settings. My concern is with my CPU. It recommends a quad core CPU and i have a dual core CPU. The minimum recommended CPU is a q6600 however, which is a several years old CPU.
