If you are like I was when I had terrible internet you probably already know this trick, but try this if you've never done it before:
Go to a cafe or restaurant with WiFi, (cafes are less crowded at evening so you'll have better chances with it there.) Bring a laptop with over 20 gigs of free space and Steam installed, it doesn't have to be a good laptop, just enough to install the game.
Download MH:W at the cafe. Go home and you can move the files to your main PC in the correct directory and hit "Install" on Monster Hunter and it should detect the existing files and repair the install rather than redownload everything again. This dude basically made a web based photoshop clone for absolutely free. It’s brilliant. Of course it’s not a 1:1 in terms of features but works perfectly fine for stuff like basic edits, minor sketching and all your resizing and touching up needs. If you like it and have the means - support the project it’s very useful.

Started sniping at ~175 hrs. I don't play often, but you would be surprised at how often R8 and R7 decos show up.
I only have between 8~20 gleaming streamstones at a time, which doesn't let you snipe very far ahead. But I've found that it actually makes me want to play more and more.

This thread suggests the cause of problem is these two particular "features" added in 398.82 for MHW optimization, namely 0x0094C538 and 0x105E2A1D. You can disable them by using nvidiaProfileInspector, then performance difference is negligible between the three version.

I ended up trying Gunlance, and it worked out GREAT! Beat the new Frostfang Barioth hunt on my second try! (Third ever Gunlance hunt, the first being a failed Frostfang, and the second being an Odogaron arena hunt to practice)

Personally I've always used this one. Extremely full of good info and versatility and quick updates. If you have any good ideas for the app or bug issues, the creator is extremely fast to reply on email and an update will generally come to fix it asap.

I have played Monster Hunter since Freedome Unite. I used to be a hammer main, because it fits my personality. Big satisfying hits, bombastic, Slow but powerful.
When the Switch Axe was first introduced in Monster hunter Tri. That was love on first sight for me. It had everything I wanted. The playstyle is optimized for someone like me. Big, satisfying, meaty hits with that down swing in axe mode. Quick on your feet when needed, not alot of animation hangtime after attacks. And one huge flashy boom attack to finish it off in sword mode.
I tried and played other weapons, I am a decent glaive user but it is nowhere near as fun for me as the Switch axe.
I just checked out this MHWorld Database app, at least I assume that's what you mean. It lists the drop rates you mentioned, but I don't think they're correct. They disagree with these drop rates data-mined from the game after the Fatalis patch, which Kiranico also uses.
Nothing beats experimental science, so to get an idea which source is right, I went ahead and appraised 180 sealed feystones just now at the melder (60 sets of 3). I simply counted the number of rarity 12 decos among them.
According to the MHWorld Database, every R12 deco has a 1.11111% drop rate from a sealed feystone and since there's 18 of them, we'd expect 20% of the sealed feystones to drop an R12 deco, or about 36 out of the 180.
According to the Kiranico numbers, a sealed feystone has an 8% chance to drop an R12 decoration. Among the 18, there six with a weight of 1 (including Attack 4 and Expert 4) and 12 with a weight of 2, which leads to the drop rate 8% * 1 / (1 * 6 + 2 * 12) = 0.267%. At 8%, we'd expect about 14.4 of the 180 sealed feystones to drop an R12 deco.
In my test, 13 of the 180 sealed feystones dropped a rarity 12 deco. Under the MHWorld Database model, the chance of getting 13 or less is about 0.0001%. They're most likely wrong.
I actually just bought it off of Amazon and cut out the hips! I used hemming tape to fold over the sides so it didn’t fray, but honestly because of the material I think you’d be good with just some fray check on the edges.

You aren't crazy however, this SHOULD NOT be happening. Currently I get better performance than you, and I'm on Linux playing through proton-wine with older hardware... If you haven't already, re-install a bunch of stuff or post for help on more sites. This particular sub is a mixture of PC and 2 Consoles so it isn't the most focused for a PC issue.

It's an issue with Imgur temporarily hiding images for some users, for some unknown reason. It happens at random, no idea why or how. And then it fixes itself again after a little while.
The images should appear again in a few minutes (or so).

Anyway, all I can think of are motion blur (you said it's off), anti aliasing (TAA tends to make things appears more blurry around the edges, especially versus FXAA although it's less resource heavy), volumetric fog (resource hog while making the game look worse to me, like my screen is dirty) and rendering quality. The last one, which basically is the internal resolution the game is scaled at, is especially important because anything less than High makes the game render at a lower resolution than your native if in fullscreen.

I know you mentioned that that you are not on nightmode but I'm thinking there might be some other RES problem at play here. For example, this is what I see from the comments using RES:

There's actually a way to fix this here.
The second and third options (not the obvious get rid of delusion) are the relevant ones. Just alter a few hardcoded delays in an input script so that it triggers quickly enough that the high framerate doesn't break it. Downside is that the alt triggers that much more quickly so you'd need to be quicker on the tap if you really want a normal cast.
That's how TAA works (temporal anti-aliasing). There's no way around that. It's another form of post-processing anti-aliasing like FXAA/SMAA/TXAA/MLAA, etc.
In layman's terms: Objects in motion are barely or not at all affected by traditional AA methods, like MSAA. You'll still see shimmering and other abnormalities as an object moves around pixel to pixel. To help prevent this and provide a smoother image transition, blur filters are added.
even before the connection issue is resolved i'd say i already got my money worth from the game, its pretty good now. that said some people will still have dc because of the p2p system, if the host is having connectivity hiccups most likely everyone connected with him will suffer.

That solved the high cpu usage and made the game finally playable again. Another user in the same issue build a proton version with that hack if you're too lazy to build it yourself.
This issue only affects some people, but not everyone, and it can be infuriating to find a fix for it beyond "Reinstall Windows." From what I've been able to find, the issue comes from the game not playing nicely with built-in overclock graphics cards. I've been dealing with ERR12 since the game came out. The way I've dealt with it that reduces crashes to maybe once every 2 or 3 play sessions, is to use this program

It sounds like your speed is a little too low maybe. Are you wired or wireless? If wireless, what's the signal strength? Maybe you need to tweak router channels or get a wireless repeater. There are also devices that can transfer the router's signal through your house power outlets so you can get a wired connection.
Have you tried lowering your PS4's MTU a little? Lowering MTU might boost speed and ping.
Have you tried benchmarking local DNS servers to find which one might be best? DNS servers are sort of like a receptionist that directs your call to the right place. It could be worthwhile at your speeds to use the best possible DNS.

I've been making these big 3d printed and painted monster hunter heads for a while and I also started from absolute zero (rathian was the first thing I painted since elementary school I think) and I feel like I can give both you and /u/The_Unsocial_God a couple tips I wish I had been given when I started.
I also bought an airbrush set very similar to the one he linked and I really wish I didn't, the airbrush wasn't bad quality but it clogged quite often (probably mostly my fault I think) but boy, the compressor was REALLY really awful compared to an average airbrush compressor, so if you buy a kit, shell out a couple more bucks and buy something like this. The difference it makes is insane, even just having control over the flow pressure is a real gamechanger. I eventually replaced my cheapo airbrush with a quality Iwata and it's been heaven to use.
I also bought the base vallejo airbrush colors set and it was fantastic, but the little 17ml dropper bottles really won't last a long time if you plan to make a hobby out of this, you're better off buying the primary colors in the bigger 60ml or 200ml bottles and learn to mix the colors yourself, which will also help you understanding how color behaves and will eventually make it easier to find the exact matching color you're looking for. Even cheaper is to buy a couple bottles of airbrush thinner and just thin down generic acrylic colors which is what I do now, although it may be a bit tough to do in the beginning or without an initial reference of the thickness you want.
Also I was getting such "good looking" results and having so much fun with just a hairbrush that I was almost scared to bring a paintbrush to the models, but the really satisfying results will come out of combining the two, so you may wanna get yourself a couple brushes and a couple non-airbrush colors.

I was searching this sub for an answer to my question, and I came across this thread. I just purchased this, since it was on sale. I purchased the PS4 standard version. I've never played the game before, and it doesn't say anything about Iceborne on the website for the version I purchased, but now that I've installed it, the icon is for Monster Hunter World: Iceborne. Also, the jewel case that it came in doesn't say anything about Iceborne, either. I'm wondering if this is the all-inclusive version that I have, or if I've only purchased the DLC content. Is there a way to tell? Any help would be greatly appreciated. Thank you.

It sounds like the USB power settings weren't the problem then. In most cases, that type of change should be instant. Either after hitting OK, or more specifically after a single reboot of the computer.
Sorry it didn't immediately help, but happy it is working for you.
On that note, I did have a similar problem with my 360 using a USB cable. It would also disconnect, almost randomly. I did not alter my USB power settings to try and resolve the problem. I just dug my wireless adapter out of my desk and am using it now. Link to Amazon

It also works with Steam Link (got one when it was $3 on the summer sale)
Also, the USB controller problem is not only with Monster Hunter World. I also have this problem with Dark Souls, which is why I have the wireless adapter.
It might be a problem with Steam now that I think about it. Might test more games in Steam with the USB controller.

All I see is this plushy which was release for sale on Amazon in Feb 2019. Though very adorable (might get this myself), not sure if I would say it's confirmation about anything other than it being a fan favorite.
That being said, still a good amount of time until Iceborne is released, and there will be some monsters that will be a surprise.

And if you have GL resources there's is an android app that gives you details on the GL including GL exclusive mats and what you need to upgrade them, you can just sit back and get monster upon monster that you need for augs, but screw tempered radobaan.
Took me two minutes to look up where silver los appears in the GL and to understand that you are looking for him in the wrong region.

If you're on Android, this app has been available for awhile and I believe it has the updated information. The dev introduced a long while ago, and I've been a huge fan of it. Suggested it a few times even. I'm not affiliated with it though.
I'm not sure if there's a desktop application that actually has been updated to Iceborne, but there's a bunch of mobile apps that are up to date.

For anyone curious and may be wanting to do the same thing, I got these LED lights from Amazon for about $25. They are fully customizable to display any color you want in any pattern. They can even play to music. I can control them thru my phone app, the remote on the desk, or via Alexa. Definitely recommend.
