I keep having such problem with a number of Ubisoft games. I think it has something to do with my Internet being that crappy Dual Stack Light thing, where I am unable to set up port forwarding for IPV4. What helps me is using a VPN (ProtonVPN is free).
Well, without any further information there is not really something to go on here because this can have a lot of reasons.
For starters I would check your NAT Type. This is probably the most likely issue that NordVPN is blocking the Ports needed to communicate with the game servers to create some matchmaking. Could also be that they use double NAT which is problematic for some games.
Could also be that Ubisoft recognizes that you are using a VPN and blocks it or the IP is banned because it was used for DDOS attacks since VPNs are a good way to mask yourself.

you could try installing the packages they mention (lib32-gnutls and gnutls-bin).
If that doesn't work, I switched my prefix from a Lutris made one to one I made manually for Steam games (don't ask me why I ran Steam through Wine haha). This meant that the only runtime libraries that were installed were through the client, not through winetricks.
You could try making a basic wineprefix for Uplay (or Ubisoft Connect as it now is), without installing dx9 and others, just with DXVK. Then see if you get in. If you do, installing a game will also install all necessary runtime libraries hopefully, like DX, .net, VC. Then you're golden!
According to PCGamingWiki the update to the DRM driver still does not work on Windows 8.1 or Windows 10. If you're running either of those, there seems to be no fix.

In my case the game was freezing after few seconds. It is not related to online mode of uPlay, but you have to disable the uPlay in-Game overlay:
In uPlay go to settings -> General -> "Enable in-game overlay for supported games" = off
PS: Online mode works, but didn't played yet.

Start the game:
Now, it is a bit tricky. After starting the game via lutris two instances of the game will start. First one show an error that the game is not responding anymore (wait here) and it will close by itself. The second instance is minimized in starter bar. When you click on the anno icon it open in fullscreen mode. Have fun!

Using the DXVK from Lutris https://lutris.net/games/anno-1800/ i still cant get it to work. 4.1, 1.0.3, its black screen mouse cursor and then crash.
Maybe its related to those DX11 dlls ? Could yo be more specific ? Also i am using the uplay version and not steam.
Maybe for one game like anno. Other Ubisoft games with denovo too - but that is mostly just shitty optimization and DRM running in the background.
Go run a sensor log on hwinfo and see what both gpu and cpu are running at across multiple games.
