So once you have >8 MA, if you're going to use elemental magic exclusively, it's best to use an elemental rod. Later on, Black Robes and 108 Gems are best to use for strengthening elements. It doesn't stack, so pick one, and in the other spots, fill with MA boosting items for the best results.
A Playstation emulator such as epsxe, a Playstation bios (legally provided by yourself), and then the game iso. Apply the appropriate patch to the iso and you should be good to go.
You can get the emulator from the epsxe site. Legally you have to provide your own bios from your own Playstation. I believe you can legally download the game iso's from various sites, or you can provide your own. You can get the patches from InsaneDifficulty or FFHacktics following /u/Firegod1385's links.

I have like...2 years it testing different versions and lately a class analysis series called Profiles in Tacticalness if anyone's interested in seeing it in action. (Don't want to promote my dealies here though)
I don't have a PSTV, so this will all hinge on if you can find a way to access your save game data from that system. If so, you are looking for:

Move the entire folder containing FFTA.SYS to your PC.
You need to decrypt the save. This is easiest by installing PPSSPP.
Browse into the folders and place the save folder inside the save folder:
> \ppsspp1.9.4\memstick\PSP\SAVEDATA\
Adjust one configuration file:
> \ppsspp1.9.4\memstick\PSP\SYSTEM\ppsspp.ini
> EncryptSave = False
Run PPSSPP, load your save, and save again in-game using the menus. This will overwrite your FFTA.SYS file with the decrypted version.
Rename the FFTA.SYS to lioneditor.bin
Finally you can run LionEditor 0.147 to edit this save. Make whatever changes you like.
Rename the lioneditor.bin back to FFTA.SYS
Edit the PPSSPP configuration again to EncryptSave = True
Run PPSSPP and load, then re-save, your game again.
Copy the folder back onto your PSTV.

Play that game and so many more. Just need to get yourself a Pi 3B or Pi 3B+. You could probably use a Pi 4, there are some stable dev builds already.
A character gains EXP for character levels and JP for job levels.
The job you have selected at the moment gets the JP.
What you describe could happen if you have an archer who has the ITEM as a secondary action ability. So everything you do (even using items) while being in the Archer job adds to the Archer job (not the Chemist).
Using Archer abilities while being a Chemist would count towards the Chemist job because the character is a Chemist at that moment and it doesn't matter what abilities or skills you are using.
At least that's how I remember it from when I played original game years ago. Somebody correct me if I am remembering things wrong.

http://openemu.org/ works great with PPSSPP as it's "core" - I was going through a bunch of recommended settings in PPSSPP for windows and was never happy with the display quality (WotL with a QoL + slowdown patch)... then gave it a shot with openemu using the NTSC shader and it looked great.
I tried it on PPSSPP and it worked (and also on PPSSPP through http://openemu.org/ because I'm on macOS and it's easier to setup). It's also an old MacMini (2011) so whatever you have it should work.

You can use a wired adapter to play PSP on your TV. it's not perfect, but a lot better than staring down at a tiny screen.
Give PPSSPP a shot. I've never had any issues using it. It also allows for save states, UI customization, and a lot of other features.
