That's the app. But you also need to get the games. You're supposed to have a copy of the game and rip it yourself. I can't really tell you how to obtain it other ways.
You could use a PSP emulator like PPSSPP to play Monster Hunter Portable 3rd or any of the other ones. Although I've never tried them with PPSSPP so I don't know if there're playable or not.
Get a controller tough.
Onscreen is kinda difficult.
Any USB device works (ps3 and ps4 are really nice) with an OTG cable. Or use a Bluetooth one like I did.
https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp&hl=en
If I were to guess, and I am blindly guessing, it'd say it's because if I made an android/PC application it'd be a whole lot easier to pirate the PC version than the android version. With the android version you can have the Google Play License Check permission to verify that you actually purchased the app (makes it harder to pirate), whereas on the PC you'd simply need to download a crack folder and overwrite any DRM permissions - which is pretty easy (or so I'm told).
Or in other cases, such as PPSSPP, there's a free and paid version, paid version being to support the dev if you like his work. Here's a link to PPSSPP while I'm at it.
Ys IV: Ark of napishtim, I play on psp emulator ppsspp
https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp
This is one I have used before and it works well. Only problem is the touch control can be finicky, would suggest pairing a Bluetooth controller which is what I use. As for downloading the ROM, google it.
If you're going the emulator route, I highly recommend PPSSPP and Disgaea 1 or 2. The Disgaea games are SRPGs for people who love sinking lots of time into playing SRPGs. You can just breeze through the game and play to an ending, if you want. But you can also explore the various alternate endings, level your characters to 9999 then reset them for a stat boost^0 and do it all over again, unlock all of the varied classes, or just fight through the 30-100 levels of battles contained within every single item in the game.
^(0)Prestige levels from before that was the word for it.
You would need to get PPSSPP https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp&hl=en_US
You also need the FFT: War of the Lions mod which you can get from many places.
If you decided to later play with a mod I would suggest: http://ffhacktics.com/smf/index.php?topic=8739.0
If your device isn't capable of playing FFT at full speed you may have to resort to using the regular android version unfortunately.
You could use a launcher to customize the device, if you're an expert user you could root your phone and flash custom roms (assuming this isn't your daily driver?).
Emulators like PPSSPP are a ton of fun too, you can play games from pretty much any system prior to 2007-ish. Check out /r/EmulationOnAndroid/ and /r/AndroidGaming
Here are the ISO files. Do control+f "patapon" to find the game and version you want. (1, 2, 3, USA, Europe or Japan)
And here is the emulator for your phone. That emulator also works on pc by the way.
I'd prefer you didn't, only to prevent others from potentially downloading a bad version. If you have a version of PPSSPP with ads, it probably wasn't from the PPSSPP team and has had the ads (and who knows what else) injected in.
I'd recommend ditching it, and either downloading 1.4 from the Play Store or getting the latest build from the PPSSPP buildbot.
I use PPSSPP. It can also be gotten from the Google play store. I am not sure about the rules for ISOs but if you want I can PM you or if the admins don't care I will just edit my comment with the sites I use.
I don't know if it might be of any help, but have you tried to run just PPSSP as a standalone without Retroarch? It's in Google Play.
https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp
TIL Disgaea was released on android
Seriously though, I wouldn't bother spending $32 on the android version when it's less than half that on PC (Just checked steam and it's on offer for £3).
If I were you, I'd just install a PSP emulator and download the PSP iso to play it that way.
PPSSPP is a good bet; https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp&hl=en\_GB&gl=US
There is a Playstation 2 emulator out in early access that works pretty well but still needs improvement. Search Play Store for "AetherSX2 early access" and try out Socom or Socom II.
There is a PSP game as well and you can use the PSP emulator called PPSSPP (https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp) and the game is called SOCOM U.S. Navy SEALs: Fireteam Bravo.
Check out r/EmulationOnAndroid for more emulation info
I played it on the psp emulator ppsspp. Worked really well. I didn't like the necessary overlay of controls on a phone screen. I imagine with s controller, this would be really good.
https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp
Not exactly, with an NScripter interpreter you can run games written with NScripter (like Tsukihime).
For PSP games on Android I'd recommend PPSSPP.

A bit complex at first, but if you get into it you can play most PSP games multiplayer
> (I'm playing on a Windows 7-old laptop with just its own bulky trackpad; sadly no mouse available)
This is out of left field, I'm sure, but you don't have a PSP or Vita handy do you? There's a pretty good port of Exult available if so, which is probably the best way to play short of using an actual mouse.
Heck, even running that through a PSP emulator on an Android-based smart phone sounds better than messing with a wretched trackpad.
I didn't have that core installed so I jsut grabbed it and you're right. It does freeze Retroarch.
I know it is a separate app but PPSSPP is free on the Play Store https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp and save states work fine on it.
Better Play P3: Portable It's much better at everything than P3 and P3:Fes and you can play it even on phone (Android) or on PC with PPSSPP emulator
How about emulation? I'm currently playing God of War: Chains of Olympus for the PSP for the first time. Seems playable with touch controls but I've been using my Flydigi Wee 2T and it's perfect
https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp
Here is your emulator, Disgaea 1 and 2 are available as well as three spinoffs: https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp
For roms I can't help you.
For loading a game once you have aquired the iso if it is not self explanatory, consult youtube.
You could also use https://play.google.com/store/apps/details?id=com.dsemu.drastic to emulate the DS version of Disgaea.
Okay so I got an Android. Here's the PSP Emulator. And this is the ISO for Tekken 6. Download and unzip the ISO. Open the PPSSPP and under the Games tab, locate the folder where you extracted the ISO, you'll see the game icon. If you need anything else, or would like to talk, just ask. Peace.
The anime is more like random bits halfway through one of the games. It's of no help.
Anyway, it depends on what kind of phone you have. If it's an Android, just install PPSSPP. The description on that page tells you where to put the games so the emulator can find it. If it's an iPhone, I can't help you since I've never owned one.
I didn't think of looking at that. Thanks for telling me.

Emulate Phantasy Star Portable 1 or 2 using PPSSPP.
https://play.google.com/store/apps/details?id=org.ppsspp.ppsspp
You could emulate PSO Dreamcast using Reicast and I believe you could even play it online.
OK, just off the top of my head: Send me a screenshot of PPSSPP on Apple App Store.
You can't? You have to jailbreak and install from cydia?
OK, for comparison here it is on Google Play with 1 click to install / upgrade / etc.
How about DraStic NDS Emulator. Screenshot that in your app store please.
I could go on, of course. That's before we talk about web browsers (Apple App Store rules require all "web browsers" just to be skins on top of Safari, as writing your own JS or CSS engine is banned).
Give PPSSPP a shot. I've never had any issues using it. It also allows for save states, UI customization, and a lot of other features.
Well if your Android device is good enough you could use a PSP Emulator to play it. You can also connect a controller instead of using virtual buttons.
It's one of the few games that plays well in PPSSPP and can be played with non-buffered rendering (good for timing in music or rhythm games).
Check out PPSSPP I don't know how well it plays god of war, though.
I really only use my controller for emulators, so I am not sure of any native android games that use it well.

PPSSPP has a ~~stereoscopic~~ non-stereoscopic sorta-virtual cinema mode. Haven't played with it much because I never paid any attention to the PSP back in the day, but it's definitely one to check out.
Virtual Boy games should be able to be played in Cardboard as well — shredtilldeth made a nice writeup.
Aside from those two, not aware of anything. ~~There is an experimental Android port of Dolphin, but I don't think it is in a playable state. Might be a few years before phones are fast enough.~~ Dolphin has an Android port which doesn't support Cardboard AFAIK, but it's one to keep an eye on for the future.

It's a new Graphics API, and you can download PPSSPP on the Google Play store here
Might not be exactly what you're looking for, but you can use a PlayStation Portable emulator to play Patapon 1 thru 3.

Try some emulated games. PSP and N64 emualtors are extremely easy to use, you just search for the Rom in downloads and done! I didn't do any tweaks. If you need a source to download them, I use vimm's lair, but you can't download two roms at once, so be aware.
And for roms: https://vimm.net
Of course there are more, like dolphin, which is for both gamecube and wii but it's harder to set up on android, and wii games are pointless if you don't have a wii mote or a controller.

After the file downloaded, create a folder/file where you can find the zip file, then extract the zip file on RAR or Zarchiver. (You have to wait longer than one hour until the file has been extracted).
When the extraction has been finished, open the Ppsspp app and search for the file. Once you started game the you have also to change the settings that the animation is on 30 fps. ( by me it is pressing the back button, but you can change also it before playing the game, by going to the settings).

There's a lot to learn and it seems daunting to start with, but for most systems, it's relatively basic.
In essence its like this:
You download an emulator for the particular system you want to to play on, for example: PPSSPP for PSP games, which your phone should run perfectly.
Then you go hunting for ROMS (the game files themselves). I'm afraid I cannot help you with this bit, as it is legally sketchy.
I recommend to have a look at the wiki on /r/EmulationOnAndroid/
I would stay away from Retroarch (which can emulate multiple systems from within one app) until your a bit more confident, but it's much less technical than it first seems.
Having said that, here's a beginners guide to setting it up from ETA prime
