At some point, I was totally in the same boat as you. I was broke and bored of the same old same old bar scene. Thankfully, I discovered my favorite app ever that has provided me with endless hours of free, adventurous fun!!! I wish I knew about it before. It's a fun activity to do with one or more friends or with kids if you have them.
The app is called 'GeoCaching' and it is like $10 to download. It's expensive for an app but totally fricken' worth it!

One thing you can do is to use songkick They will send you fairly regular emails for venues you ask for and also for artists you decide to track. I use it and I quite like it.
My first bit of advice, as far as housing goes, is to check out padmapper. You can filter to your heart's content and it uses Google Maps. Yay Google! As for your weather question, there is no "overall" answer. Winters are normally harsh and snowy. Last winter (2010/11) we had massive blizzards and periods of intense cold (in the negative numbers) all winter long. This winter ('11/12) it was 50 in January and we had barely any snow at all. An almanac would be a more useful guide for specific weather information - you're better off asking for advice on winter gear and where to cool off when it's wicked hot and humid out in the summers (last July it reached something like 117 - not normal, fyi).
Your questions were pretty vague, so if you have more specific questions (like nightlife, local things to do, parking in the city, traffic, restaurants, etc) just ask.

As for st Paul I believe they have 4 refrigerated outdoor rinks. I tried the one over off of Jefferson and it was being used by a kids league and then people were lining up for when they left. Seemed like a cluster fuck. Had good luck at groveland park last week. Had a general and two hockey rinks open. Ice wasn't great but it worked out

If you paid for it, then you're purchasing a product. I have, however, already found that it is still legal to discriminate against gays in ND. If they had the same laws MN does, then yes, it would be illegal, because you can't refuse service based on sexual orientation.

I'm saying that the newspaper is selling a product. They can't tell you that they won't sell to gays the same way they can't tell you they won't sell to blacks, or muslims, or whatever. Also, in terms of ND, Fargo is not a small town. For the state it's quite the opposite. It is the single largest city ND has, and that makes The Forum (The main Fargo newspaper) not very "small".
That said, I did my due diligence and apparently it IS legal to refuse service to homosexuals in North Dakota, per this site. However, as soon as ND rules that you can't discriminate based on sexuality, I think The Forum would not be able to enforce this policy.
