I tried to do that on RPG Maker Ace but I couldn't handle it mentally.
Basically your character had a (self-diagnosed) personality defect that allowed him to become anything, and you had to alter your persona to get advantages over the enemies. The battling was supposed to be similar to oppression (OP) olympics, where if your enemy is an asian-american (+1 OP) with a physical disability (+1) you would be at a disadvantage unless you changed your persona into a gay (+1) black (+1) dwarf (+1) or something.
That being said, I couldn't scale shit since it was so illogical and eventually ragequit. Rather than a linear progression throughout the game it became a cyclical circlejerk upon itself. I think I quit when I was wondering if your level (which steadily increased) was considered a privilege over the lower level enemies, and if the final boss should be lvl 1 or something.
Edit: Also, 'winning' the battles as a problematic concept due to it being a demonstration of power. :/
This game was made with RPG Maker - a program that, of course, is used to make RPG games with little to no hassle. When you download RPG Maker, it comes with something called RTP (run-time package) which is a bundle of graphics (map tiles, charactersets, scripts, etc.) that's free to use for commercial games.
In other words, RTP is a free, downloadable package (literally, you can download it right here) which is supposed to be used for novices and beginner game designers. The graphics aren't custom, the mapping is effortless, and the environment looks barren and devoid of interest, even moreso to someone who has worked with the same fucking graphics before. If you're not willing to dump a little money into custom graphics, (even licensing for tiles that already exist cost less than $20) don't bother slapping a $10 price tag and shipping it off to Steam.
...If you can't tell, I'm rather displeased that a low-effort game is being advertised on this sub, but to each their own.

There is a VERY under-rated but immensely HORRIFYING game called "Leave" For the RPGmaker VX. It's short, maybe 15-20 minutes so it'd be good for a one shot, but it is the only game that has honestly terrified me since the Witch's house.

Fortunately the tools have gotten to the point where pretty much anyone can make a game, you don't need a professional background. I'd recommend something like RPG Maker for beginners, and Unity 3D is also great but with more of a learning curve. You'll have to work through some tutorials, but you'll be on your way in no time!

Do you want to learn how to code and develop and understand the mechanics of creating a game? Or do you want to get this passion of a game idea that you've had your head out there and share it with others?
If it is the second, then I would recommend you go straight to something like RPGMaker and get your passionate project out there. Ignore the degrading talk surrounding using a tool like RPGMaker, because you are interested in getting your story and experience out there. RPGMaker meets all the requirements you listed, and can get you quickly focusing on the story and experience without too much distraction.
If you're equally interested in making a career out of making games and such, and are happy to put your RPG idea on hold for a while, then go with the basics that everyone else recommends, instead of RPGMaker. Or use RPGMaker as a means to prototype your idea before you delve into Python/Unity et al.

The absolute easiest would be have to be RPG Maker. There's really no argument there. It makes exactly that kind of game. Unfortunately, it only makes exactly that kind of game.

I would break it down even further. What can you make with just you and 1 other person? As you said it's a concept/alpha demo (good that you are targeting this level first!), it doesn't need to be perfect
Could you make something with RPG Maker using free art? Say the first few scenes (5 min of the game?). This will showcase your writing & music and you should be able to leverage it to find an artist to work with you.
From there you should be able to make a nice looking alpha and you can decide what's next. Best of all you haven't tried to build & manage a large team, which sounds like a full time job by itself..

Purchase him a copy of RPG Maker VX. It's a game maker that creates SNES-styled RPG games. The whole series is really easy to use, and if your nephew isn't quite a coder yet it may be a great gift.
Coding is not for everyone. If Ren'py was too annoying due to the coding, you can always try out Visual Novel Maker which is more drag and drop. You can get a free trial here.
But honestly, making games is a lot of work. I should know, since I've been developing mine for years. But I was sick of meek MCs like you and I wanted to give the player the option to be able to fight back, or stand back - and not get punished for either option. Since there is no such game that does that, I made my own :)
There are good and bad things about basically every game making suite and engine out there.
RPG Maker was designed explicitly to quickly make pixel RPGs, exactly what you're asking for.
It is very easy to learn and use, and if it ultimately doesn't do what you want it to, you can take your prototype built there and rebuild it better in a different engine.
There is a free, lite version of RPG Maker available too, if you're concerned about the trial/cost.
What you're looking for is RPG Maker. RPG Maker VX Ace is probably the most comprehensive one right now, but they are all pretty good, if a little on the expensive side. The price ranges from $50 - $80 depending on the version you choose. This is the easiest software to prototype top-down RPGs in the style of the old Final Fantasy games.
However, it is a very restrictive software, and it's hard to do anything truly unique in that engine. If you are looking for something with a slightly harder learning curve, but is still pretty simple for SNES-type things, GameMaker is great too. It's actually free for the Studio version, and can be downloaded through Steam. GameMaker uses a drag-and-drop coding hybrid, so you don't necessarily need to know how to code to make a game (but it does help!) GameMaker uses its own unique coding language, so if you learn how to code in it, it won't really help you if you ever decide to switch. I personally never got into GameMaker, but there have been many people who love and praise it.
If you want to get more intense into game dev, and actually do some real coding, the engine that will give you the most creative freedom is Unity. Unity is what I use and prefer. There is a comprehensive suite of both 2D and 3D features. It's not the best for pixel art, however, and more suits Raster graphics. However, it gives you the most freedom, is very powerful, and lets you export your game to just about any platform, from Android/iOS to Windows standalone, to HTML5. It's also free for most of the features.
Most licenses are packaged with the addon content. If you are able to download RM VXAce and the DLC through Steam again, it should be in the same folder.
With that said, the tilesets are made by Celianna. According to Lunarea's post on the official RPG Maker forums, using the content with a non-RPG Maker engine requires you to buy a separate license. Page for material and license for non-RPG Maker Engine use.

Rpg maker probably makes more sense if you're interested in solely building rpgs.
Gamemaker is a pretty flexible game engine and can certainly handle a light rpg, but keep in mind that you'd have to build all of the elements yourself (dialogue, movement, etc).
Have you looked at rpg maker? You don't need any programming knowledge. You could make it yourself! Or at the very least have a mock up to give the devs.
Maybe you could find a few friends and work on it together!
I'm no expert, but if you're not looking to become a game developer as such, but just want to make your rpg, you could consider looking at RPG Maker instead of Unity. That should be way easier to get started with as it's already geared towards making exactly the type of RPGs that you mention :-)

In this case, you're gonna want part 6 (Note: Page 11 explains how to set up random encounters).
Shew, ok, the short answer is: this is working as intended. So the good news is, you imported the tiles correctly! Now you just gotta learn how to use them ;)
1) Please review tutorials 1-9 in detail. Seek out other tutorials specifically about mapping if you have any questions, but this is absolutely required reading for starting out.
2) The walls and roof are separately autotiled. This means that the rectangle tool is of limited use here. Use single paint tiles, like you do in the top screenshot.
3) Indeed, the top screenshot demonstrates that the tiles have imported correctly. Look, the tiles are auto-adjusting to create borders where the borders are supposed to go.
4) The reason you can't place stairs is because the stairs tile lives on the layer below your cliff. That is, stairs are meant to be placed on the lowest ground level. Another way to think of it is that nothing on Page A is just a tile - it's also an elevation. So, when placing stairs in the middle, it's almost like you took a thumb and pressed into your elevation, depressing it (and RPG Maker is autogenerating borders accordingly).
To demonstrate this, instead of stairs try placing something from pages B-E (instead of A) on top of the elevation. Notice that it doesn't generate borders?
5) To get the stairs to work they way you want them to, you need to shift-click map. Check out parts 2 and 5 of the tutorials above, and I also talk about it in my bridge tutorial.
Have you looked into Adventure Game Studio? It's primarily for point-and-click adventuring games but I've played a few visual novel-esque games using this free engine.
Another popular one is RPGMaker. This one has a free trial and it's also available on Steam. Only played 2 games using it and they were strictly RPGs, but I've seen some Visual Novel games on Steam Greenlight that have used RPG Maker.
Parts 1-9 are, as far as I've seen, the best very-beginner tutorials. And then once she's at an intermediate level, tell her to visit my blog ;)

The easiest engine for what you want would be Adventure Game Studio. I believe it can do everything you describe, and it's great for beginners. The downside is that it's quite old, so you may encounter some technical limitation further down the line, but if you're just using it for prototyping this might be a non-issue.
The alternative would be to use a more flexible and better supported engine, such as Game Maker or Unity. The downside is, like you suggest, there would be quite a learning curve. You probably wouldn't want to try programming an adventure game in one of these engines right out the gate - you would need at least a month or two of learning the basics first.
Another alternative still would be to use an engine like Ren'Py or RPG Maker. These engines are not designed for adventure games like the one you describe, but they are great and easy to use. If you were to consider simplifying your prototype or shifting genres, then these would be worth looking into.
I think prices are the same across Mac/PC. MV is $80 normally, even for Windows, but you may have seen lower prices in the past as RPGMaker stuff frequently go on sale. MV frequently goes down to $20 on Steam, which applies to the PC/Mac/Linux versions of the game.
The programs are fun to mess around with. I'd recommend trying the trial out first.
I'll be honest, I have no idea what you're asking for.
itch.io exists. It's free, lets you upload RPGMaker games in .zip form, and gives you tools to talk about and show your game before someone downloads it so they know what they're getting in to. It has categories/tags/whatever the kids call it these days, a respectable search engine, and.. again, it's free.
And because you're distributing the game via the XP or whatever distribution export, there's no need for anyone to own the game in advance. You can tell your players to download the RTP in advance and/or provide a version with the RTP attached.

It's pretty cool, pretty customisable, and you can add further body types, features, clothes etc. as add-ons. It's worth borrowing ideas from how they implement their system, and organise their sprite layers in order to achieve the customisation.

I would try building something small with that first and seeing what parts are hard for you. Then you can use Codecademy to supplement those areas. RPG Maker can be used by children and developers alike so it will definitely yield something.

Then just download the game, run the self-extracting executable, then go into the game folder and click game.exe to play! It only takes about 1-2 hours to beat, if that.

I'll give you a quick brush up on TPP Red lore. Our first ever run sparked a religious movement known as the Helixians. We worshipped Anarchy, whilst the pawns of the Dome worshipped Democracy. We wanted the Eevee gift to evolve into Vaporeon so we could surf, but we instead purchased and then used a Fire Stone. 'False Prophet' was blamed for the release of ~5 pokemon, and was releases. Even though our Zapdos caused the release of more. Anyway, some like myself thought of the Flareon as a Martyr, and my game is all about the aftermath of the eleven year old kids the hivemind left behind. I took a fair bit of inspiration from this post and the work of /u/thesuzerain, and after messing around on RPG Maker XP and Essentials I decided to make my own. And so Pokemon: Twitch- The Aftermath (I've decided to rename it TPP: The Aftermath) was born. Currently I am working on it by myself in my free time, so I'm hoping to finish it sometime next year.

If you want a specific look to the graphics, you'll need to make them, regardless of the engine. If you want blockier graphics than the RTP, then it's definitely not RM that needs replacing! Look through the "DLC" (check out the old school pack, maybe?), or make your own.

Saturday Morning RPG is on sale on steam at the moment, and there should be a few others on steam if you look.
There's a few good ones made with RPG Maker, but unfortunately that software only exports games to Windows at the moment. They should work well in Wine though.
Other than that, there's some cross-platform games made with ren'py that may suit - ren'py is mainly for making VNs, but there's enough basic game functionality there to add some RPG elements.
On the high-end, definitiely the Witcher series - the first game works well on Wine for me using Nvidia graphics.

The programming language it uses is Ruby, as far as I know, which is pretty different from C++. But you can always learn it!

Have you looked into the RPG Maker series? VX will allow you to make an RPG without any programming. If you don't mind writing a bit of code, XP will let you modify game functions using a Ruby dialect called RGSS.

In the description I've lined out, page 1 has no options checked on the side. Page 2 has BoatBroken checked on the side. Page 3 has Self-Switch A checked on the side.
The contents of the event of Page 1 are the "Hi, how are you" stuff, Page 2 is the Movement Down to the boat, yelling at the Player and as the very last step, turn on Self Switch A and the MovedToBeach switch.
Page 3 will be blank.
A third event (not the boat, not the NPC) will be set up on the spot where the NPC is moving to. It will only appear when BoatNPCMovedToBeach (or whatever you call it) is on. It will look like the NPC and say "Thanks for ruining my boat, jerks" or whatever.
If you have windows use the trials for now and if you ever get any cash or there's a give away on this sub you can get one of the cheaper rpgmakers on steam/free. Sometimes you can get it on humblebundle for as low as a dollar.
Specifically, you'll either need to run a plugin to remove up/down movement (probably not what you want as you likely imagine ladders) OR you will need to set up a tileset where some tiles are duplicated, so the duplicate tiles can be set as Impassible while the regular tiles are passible, creating a seamless illusion OR you'll need to run a plugin to restrict movement based on regions and label regions based on how you want movement to work.

If you haven't found Tiled yet ( http://www.mapeditor.org/ ) it will make your maps a lot easier and it has support built into libGDX. There is a really good tutorial for it on Games From Scratch.
I actually have steam and a few games but none of it runs at a playable rate unfortunately (Payday, TF2, Cities Skylines, all crash or play around 5-10 FPS, it's a laptop). As far as your idea goes, RPG's are huge investments, but if you can commit a lot of spare time to it then it's not outside your grasp.
I get the learn as you go attitude, I'm much the same way, but it definitely can make programming harder. I'd recommend against Unity as it really requires having a good programming foundation. Instead, might I recommend Gamemaker: Studio? It handles a lot of the programming in the background, and lets you focus on making the game. There's a lot of community support and tutorials, and it should be able to handle an RPG just fine. It's what I started in, and even if there's something it can't handle, you can usually add that in by hand with code. If you're familiar with the game Undertale, it was developed using Gamemaker, so it's definitely capable, and a lot easier to pick up than Unity.
Another one I'd consider is RPG Maker which is another pretty simplistic but robust system specifically for developing RPG's. I don't personally have experience with it, but I've heard it's good for beginners to jump into. Regardless, you are right, chances are you won't just whip out the perfect RPG in a day or two, but if you dedicate time to maybe a small adventure game over a month, I think you'd be pleased with the results. Gamemaker for sure has a free version, I think it's worth playing around with as you can really get a sense of programming logic before you actually need to start coding, and it'd be a good first step to making a legit RPG.

w/r/t the code, as others have pointed out if the codes were taken from tutorials/slack answers/whatever generally those kinds of things are MIT/GPL/GNU/Apache-licensed, i.e. programmers are pretty chill. Not modifying the comments or anything seems pretty amateurish but afaik they're in the green here. Academic plagiarism policies =/= real life copyright laws. The two are pretty disparate

There are tons of tutorials online and games to help model off of. I played around with a premade Pokémon to familiarize myself with the code a few hours. Then started my own
i got the bundle last year. the DLC sets are ok, but if you're just starting with RPG Maker, the basic assets that come with the software are enough to make a standard fantasy game. and there are several assets and scripts online that can improve your game for free.
if you can wait for a bundle, I'd say wait; maybe get either VX Ace or MV and explore what they can do until then. or perhaps download the trial version of VX Ace and take it for a spin.
Hey there. It depends what kind of ideas you're talking about.
If it's ideas about stories and such, then you should look into RPG maker (if it's an RPG), or even Game Maker: Studio.
However if you're talking mechanics, etc, then you should learn how to code. It's not as daunting as it might seem - it's not at all like HTML (for games) however. Game Maker could be used in this case too, however others such as Unity and Construct 2 are worth a look into.
C# is a good language to know, and the internet is abundant with tutorials. /r/learnprogramming
People pretty much answered you. But to add my perspective, I started gamedev 2 years ago. I had never done pixel art, nor C# even if I'm a developer in my current job. I wanted to learn both things, so that's what I did. Doing pixel art or any art, is a lot of work, and needs a lot of practice. To get to the point where you produce "good to the eye" art is probably a 2 or 3 years journey, if you work hard, and if you have some affinity with it.

Here is a website with spriteart that allows users to use the art. Just be aware of the licensing. For the most part it's free to use if you don't plan on going commercial.
RPGmaker allows people to use their art assets from their engine on anything you want. It's overused but still looks good.
My advice is just learn to make sprite art. It's not too difficult and you will avoid most headaches of trying to find the right art for you. What I did is I've chosen a style that is easy to work with (16x16 pixels) and I use Gameboy games as a reference for drawing. The small sprite sizes means less work I need to worry about (it's 1/4 the size of 32 bit sprites).

It's all just images and sound files (plus some game data ones). It's an Adventure/RPG(ish) game created with RPG Maker VX Ace, using graphics made by PVGames. It's fairly limited, but enough for the concept I have. Originally I wanted the game to be based in Lisbon, but I realized recreating that large city would be a task for AAA studio, let alone a lone developer! The city I've created is fairly small, with 8 streets (names of which I chose randomly by going along map of Portugal in google maps and picking some names.
And moving it to WWII era is interesting, but I don't want to make life too difficult for the player. PIDE is going to already be a pain in the ass for them (as investigating too much into Savatora, prisoner we're breaking out, will attract their attention), and I want to make player avoid any confrontation at all. It's a game where stray bullet can kill, and the death is painfully normal. No heroic deeds, no epic conclusions. Just... nothing.

The FAQ says very clearly in the humble bundle section, that you can't use the assets outside of RPGMaker.

I have been using RPGMaker VX Ace for nearly a year now to make maps for my sessions and it has proved to be really nice for it. The downside is if you are a perfectionist, it can take a while to fill in the maps, but you do get the whole nicely coloured, rich environment for the players to explore. Another thing to be careful about is that it is against their licensing agreement to share maps you make on reddit or other sites unless you purchase Non-RM licensing products. (http://www.rpgmakerweb.com/products/non-rm) I found this out after I spent dozens of hours making a massive intro map for one of my campaigns and wanted to see if I would be allowed to share it with the community here, so I messaged RPGMaker support.
I'd recommend using it for map generation if you like that style of maps and have a feeling that your players would appreciate the level of detail provided by the tile sets. Heck, you could even ask them to chip in for tile sets that go on sale if you expect them to play with you for a long period of time!
As other people have mentioned, there are free tile sets that you can download and use, you just need to make sure to grab the ones specific to RPGMaker VX Ace or you may need to resize the resources.
I almost forgot to mention that I have been using a script to take screenshots of my maps and have been uploading them directly to Roll20 where I have been using dynamic lighting (which setting up can take a while) but creates a really nice playing map, where everything is already set up according to a grid which allows you to slap the dynamic lighting along the Roll20 grid with ease.
Edit: I forgot to include the representative I spoke thought thought it was a fantastic idea that I was using it to make DnD maps!
TLDR Worth buying if you want to make nice maps.

Just ... don't. This will be your second job and frankly - you don't seem to have any experience with coding, asset-creating or project-management and working years on an ambitious project like this will destroy any love or intrest you have in this particular subject. Besides a 500 player Multiplayer game? ... seriously? that's MMO level of dedication - how many fan-created MMOs do you know? Now ask yourself why ... the ones that exist are either rather simple (PokéMMO) or created with modding tools for another game (SC:Universe)
You want to get into coding or game development? Forget about UE4 and consider Unity. Many great tutorials, a lot of free stuff and you'll learn to use object-based languages. Watch this to get an idea what it's all about and then start with the first video.
Or get started with modding. Modding an existing game has the advantage that you can start with little things and immediatly see and use what you've created. A good game to start would be TF2/HL2 (or any source-engine game, lots of tutorials, stuff to reverse-engineer) or any (recent) Bethesda game - Minecraft would require somewhat advanced Java-skills, which is rather unlikely to learn in a reasonable short amount of time. There was a Humblebundle a while ago that included the RPG Maker, this might also be a good starting point I guess.
Under event tab 1, click "Control Switches." Select and name the switch and set the NPC event to turn the switch on.
If you're at all concerned about whether its worth it or not, you may wish to consider downloading the free trial.
The trial is limited as far as what you can do with it, but it at least gives you some idea of what you can do with the full product.
That being said, I love it. 10/10 would buy again.
There is Game Maker Studio, but to my knowledge (and I could be wrong, as I haven't personally tried it yet) it isn't really designed for RPGs. You may also want to look into IG Maker, which is from the company that makes RPG Maker.
If you are using RPG Maker though, I understand that Pokémon Essentials is a fantastic resource.
I would suggest RPG Maker. That would do exactly what you're looking for.
Actually, I never thought of doing that until right now. I should do that for my own city.
I have no idea what the newest version is like, but you might be able to find a free copy of some of the older versions... 2003 for instance. I don't know for sure, just a thought.

It sounds like you want something like IG Maker from the RPG Maker people. I haven't used it personally, but from what I've heard it takes care of a lot of the heavy lifting, like character creation, animation and AI.

It could just be something the makers of that game made themselves (either from original art or else cobbled together from other sources). Personally, I've never seen it before, though.

A fun and simple way to do it is using a program like RPG Maker VX Ace. Requires no programming. I have used it to build simple and intricate games. Its for PC only currently so I have to bootcamp over to windows to get it working, as I have the same mbp. Otherwise if you want to actually learn to create games on the mac, and you haven't checked out Apple's Dev Center, I would definitely recommend it as it as a lot of resources.
I think you could probably use some special game making programs to create an RPG of this type. not saying this would be the best option, but maybe the easiest/fastest?

Unless it's good enough for people working on it to not want to change it, you'd have to be funding the majority of it to maintain majority control of the creative aspect of it.
How were you hoping to launch this game, what platform, what style (turn based?) are you wanting to do something highly detailed or some sort of story driven thing with simplistic graphics, or what?
The only thing that comes to mind is that you should get a transcript or something written, write out the entire story, levels with detailed descriptions, classes, weapons... basically write out everything like you were going to make a d20 table top game out of it (get the mechanics of the game set up), and then I'd try to pitch that to someone, you can't just have an idea. At the very least it has to be a well thought out thorough idea.
If you can't do visuals, you can't code and you don't have anything else to bring to the table nor do you have the money to finance paying people to listen to you, then you have to have something to bring to the table so people will care to listen so you really have to focus on developing the story.
The only other things I can offer you are to look into the XBL Indie Games scene as well as http://www.rpgmakerweb.com/ and get something going yourself until you find someone to help you.

Just mess around with it a bit. Maybe attempt a small game? It's pretty simple to use and you don't need any programming experience.
It gave me my first big bite into basic programming logic, (Loops, if thens, variables, etc etc etc)
It's not so simple as "Drag and drop" but still lets you create something you can be proud of at a young age, while tackling some difficult abstract concepts.
It was basically my gateway drug.

Yes. Easily. The Events tab has a handy checkbox to let you check for a specific item. On top of that, in the Event itself, you can use nested IF-ELSE statements to check for about as many items as you care to make statements. (There might be a limit, but you're going to hit a "I don't want to make any more IF-ELSE statements" wall before you hit that.)
I don't know what the sale is for it right now, but I know it goes on sale 2-4 times a year. If you're still on the fence, VX Ace has a demo
