Edit:Man I'm bored tonight. So, assuming it was a US flight to San Diego, these are the airlines that fly into San Diego. This is some dude's oddly impressive collection of airline uniforms. None of them seem to match what she is wearing at all. You should try Skyscanner. Very flexible search parameters. Tell it you'd like to fly from Portland (or any other city) to "Everywhere", by date, month, or for the whole year. One way or roundtrip. From there, it will sort countries by rate. Great place to get ideas for places you may not have otherwise considered visiting. You can also tell it to look for flights from Portland to "United States", and it will sort US airports by price.
It is awesome that you want to travel internationally when you are from a family that has never been outside the US. There are way too many people from the US who never leave North America.

As far as lodging goes, most travel sites that you use in the US will have options in Tokyo, e.g., airbnb, kayak, expedia, travelocity, etc. Hotels tend to be very expensive but options like airbnb and hostels can be more affordable.
for those of you wondering, I use SkyScanner I have repeatedly found tickets from LAX to destinations in europe for under $600 round trip, from the east coast its even cheaper. GO SEE THE WORLD.

Well, the worst of the bunch is Russia and the former Soviet Union. Looking specifically at Serbia, they don't have the worst history of air fatalities but at the same time they are rated Category 2 on the FAA's IASA scale. So I guess if nothing else I would be careful what airlines I choose to fly there. Stay with the big European carriers and you'll be fine, but I'd stay away from JAT Airways or Montenegro Airlines.
When I went abroad I used skyscanner.com a lot. It gives a lot of different options and uses most of the possible airlines and it usually worked out really well to find the cheapest flights.

You can come close to cutting your flight budget in half if you're flexible. RT tickets to select (major) European cities for about $500-$600 from that airport. I don't know your exact months or circumstances, but $1100 is awfully high.
Skyscanner is good for flexibility. You can put in your starting airport and search for flights to any country without specifying a city, or you can just search from your home airport to anywhere in the world. Also, if you don't want to choose specific dates, you can search a whole month or a whole year.
Try this map. It shows you the cheapest airfare, per day. Just click on your city, the airport near DC that it flies to directly will light up in green, and go from there. If you can fly back Monday, it will always be cheaper. I think I saw you can fly from San Francisco to Dulles for about 500 dollars round trip if you can fly back Monday.
I know that isn't necessarily cheap, but it is for flying cross country.

Within a region, you can usually find budget airlines that will transport you for reasonable prices. Our definition of reasonable prices may differ but here's an example where a one-way flight from Bangkok to HCMC for next friday will cost you $59 USD. Night buses can also transport you for likely a fraction of the cost.
It's not too bold to assume that in most countries, it's possible to take a bus to most major cities of neighbouring countries. This planning is easier when you're there but you can google things like "city x to city y" to see what people have done.
Playing around on skyscanner can also let you know what places are connected to one another. Check out the website. You can search "everywhere" as a destination.
You can use Skyscanner -- there's an option to go "Everywhere". You can also use Kayak Explore to get flight prices from a departure city. Is that what you're looking for?
Sub-$400 fares are available for NYC-Berlin, which is an amazing deal. It might be a better idea to pay cash or cash-equivalent (e.g. points from the Barclay Arrival+, or Citi ThankYou points from the Premier or the Prestige).

Compare costs on a site like Skyscanner. Check multiple dates to find the cheapest fare. Check all nearby airports. Don't assume that an ultra low cost airline will be the best deal. Check prices for luggage. Some charge for carry on, now.
A surprising number of sub-$800/ticket choices there, including Brazil, China, Japan, South Korea, Hong Kong, Thailand, Taiwan, Iceland, and Indonesia.
In almost all of those locations you'll find your food restrictions hard to accommodate - Southeast Asia might be easiest, with the prevalence of vegetarians there.
You'll also note almost none of those locations are within a 7 hour flight - Cascadia is in the middle of nowhere, so only North America is within a 7 hour flight. You'll need to extend your time limit or accept a US/Mexico/Canada itinerary to accommodate that restriction.

So... I was bored and am a travel dork, so I did some searching for you.
I found a flight leaving Vancouver on 5/21 and returning 8/4 for $764!
Here's the search I ran on Skyscanner. You may want to do your research before booking with some of these third party sites (some rates really are too good to be true), but even if you play it safe and book directly through British Airways (for $803), that's an amazing savings.
It's worth noting that these flights all have crazy itineraries. It's the price you pay for the budget ticket. That "conservative" British Airways flight has you flying into Heathrow and out of Gatwick only five hours later (which feels a little tight to me). Then on the way home you have a ten hour LHR layover, followed by another stop in Dallas. And you get to Vancouver at midnight.
But if you can navigate all those complications (and if you can extend your trip to leave in August rather than July), it's within your "under $1000" budget.
For tomorrow:
Cheapest flight I can find from Panama City to Bucharest Romania is $1,062 USD/person with three stops (PTY -> PUJ -> FRA -> MUC -> OTP). The price of this flight drops to $975/person USD on Friday.
Cheapest flight with only one stop is $1,760 USD/person (PTY -> AMS -> OTP) on Thursday.
Additionally, there's a $1,009 USD/person flight with one stop (PTY -> LIS -> OTP) on Saturday. If you can make it to Saturday this seems like the best cost/stops ratio.
My favorite site to use to find flights is skyscanner.com because they let you search across multiple airports and providers and let you search across spans of time (weeks, months, etc.)

Ironically your best bet is to do a trip to the US and buy components there. Apparently import duty starts after 500usd so you'd have to calculate total costs accordingly.
Flights: ~580 usd if you plan ahead
Taxes: Import duty is 50% of whatever goes over 500 usd, so every 100 usd above 500 will be 150 after import duty. You'll need a receipt to prove your purchase costs. You might be able to cheat with RAM and SSD's for example and mail them to yourself from the US by letter in appropriate wrapping.
Housing: I dunno. Find PCMR people in a city you could fly to at a low cost and crash at their place?
So for example if you wanted to pay 1200 usd in total for your PC you'd spend 580 for flights + 413 in parts and after taxes you'd end up with 1200 usd ... But on the flip side, you'd get a vacation on top of that.
Food prices are generally higher in the US so you'd have to factor that in too, but that's lifestyle dependent.
Well, you can sort of look for crazy deals by doing a search like this. When I'm leaving this comment there is a $66 flight to Russia(not that I will be taking them up on the offer). Changes all the time but you can find some pretty sweet deals if you don't care when you go and get lucky enough to find a decent airport.
With both of you having ~115k AAdvantage miles, you can each book business class to and from Europe for 50k each way. You will want to book with American, Air Berlin, or Finnair as British Airways and Iberia both have fuel surcharges that make the award not worth it.
Get a low cost carrier flight from London to Milan by searching on Skyscanner then I would do a train ride from Milan to Rome.
From Rome look for availability on the airlines mentioned above to use the 50k AAdvantage miles each.
I think the Park Hyatt Milan will give you the most value on the two free nights but if you don't like the distance then save them.
If you don't see the flights you need/want on American you might need to search using British Airways by creating a free account. You would search Point A-Helsinki-London for Finnair and Point A-Berlin/Dusseldorf-London for Air Berlin. If you do find flights this way, note them and call up American to book.

Skyscanner is a great site to check for airline prices if you've not already done so. It is normally about 15-20 dollars cheaper... sometimes a few hundred.
Also clear your cookies and cache before booking the ticket and the price can sometimes drop by as much as $100 or more depending on how much you have searched for that flight path. (The airlines will slightly raise the price each time you search via tracking cookies to make you feel an urgent need to book)

Travel around the UK and the continent. As long as you book a decent period ahead of time and are flexible on flight times, you can fly for a pittance. Skyscanner was my favorite site for that. Stay in hostels for cheap accomodation.

I second this choice. Especially if you're flexible on when you'll travel. It allows you to search by month of travel and you can browse around for the cheapest deals. It was an exciting find (also discovered through some advice on Reddit).
4 cities is a lot to do in 2 weeks. It's doable, but I think you will get more out of the trip if you cut one of the cities out, or pick cities which are closer to each other. Regardless of whether you take a train or plane between cities, you will lose at least half a day and probably closer to a full day when you account for packing, getting to the airport/train station, waiting, travel, then getting to the next hostel once you are on the ground.
Airfares into Dublin tend to be reasonable and that would probably be a good starting point. Ryanair also flies a lot out of there, but beware of their exorbitant baggage charges and other fees. Alternatively, cut Dublin, start in Amsterdam, train to Paris, then fly to Barcelona. You could switch Paris and Amsterdam as well if you like. They are relatively close together and have frequent plane and train options.
Skip the travel agent. Europe is very easy to plan and do on your own. Before booking any plane tickets inside Europe, be sure to know what kinds of extras are going to be charged for things like baggage and in some cases even checking in at the airport, vice online.
There are many low cost airlines in Europe and train travel (especially high-speed lines) can be very expensive. Check out SkyScanner for a good LCC search.
As for lodging, use sites like Trip Advisor and the various hostel booking engines to figure out where to stay.

Also keep in mind that the airlines have in recent months been removing their flight listings from travel sites (e.g., American Airlines just did this). They benefit from information asymmetry, so the harder it is for you to find this information, the more you'll wind up paying for their tickets.

Dallas-BOS can be less than $200 round-trip. Pay cash. You could get the Arrival+, which would get you ~$400 in travel.

Skyscannergenerally shows all airlines, unlike Kayak etc. For some airlines (including Southwest) they won't show the price but will give you a link to the airline's website to view it. This way you can be sure you're not missing out on any flights that aren't shown on some of the bigger sites.

It's literally top 10 everywhere...but I'll take your word over it. You know better than people who made these lists, and, much more importantly, you know better than 99% of the people I've met who had a chance to visit Austin.
Just finished up a semester abroad in the fall and it was, by the far, the coolest thing I've done! I was in England for 3 months and I traveled almost every weekend, which was great for me, but it did stop me from making any decent friends at the uni I was studying at. Honestly though, at the end of the semester that didn't bother me in comparison to the great people and the beautiful places I was able to see during my travels. Definitely try and get to Prague. Such a great place to explore and the beer/food is outstanding.
Check out rome2rio.com for the best routes to the different places you're going, then use skyscanner.com to narrow down the flights, if you choose to fly. That was my go-to method for getting place to place and it worked out really well. I personally would suggest flying over buses, and trains in between, depending on the length of the journey.
I wanted to go to Oktoberfest but you definitely need to book 2 months ahead of time at the very least, which obviously is hard to do if you don't know the people you'll be traveling with/how you'll do traveling alone beforehand (my situation). And speaking of traveling alone, do it if you can. The stigma of it being a super sketchy thing to do doesn't hold up so long as you're smart. It gave me the opportunity to be completely outgoing and not being tied to someone forces you to meet some great people... not to say traveling with someone isn't fun though. I did that at the end of my semester for a week and it was also great.

Is the 4K not including flights? If so, that's a great amount. If it does include flights, just make sure to shop around. When do you plan on coming? Spring break and summer break are usually when flights are most expensive, but you can do some fare comparisons at [Google Flights](www.google.com/flights/) by plugging in your origin, destination, and dates. You can also check out monthly rates at Skyscanner--click the departure box and search by All Month or All Year.
With one week, I would suggest sticking to one island, and I usually recommend either O'ahu or the Big Island. If you choose O'ahu you don't really need a rental car, but if you go to the Big Island it's a necessity. O'ahu has the capital of Honolulu and has more of a city vibe and nightlife. It also has things like I'olani Palace, the Arizona Memorial, Waikiki Beach, Polynesian Cultural Center, as well as hiking spots and botanical gardens. The Big Island has lava flows, rain forests, green sand and black sand beaches, petroglyphs and heiaus. Both are great for hikes and hanging out on the beach/hotel/resort.

There are plenty of opportunities to go overseas and volunteer or work abroad for accommodation, but all of them require you to get yourself there, which you don't have the means for (sorry). Unless I'm missing something in your post, you're going to need a more fleshed out idea of what you want to do/where to go, and the cash to get there.

Those prices are a little high. Last summer I did an all inclusive resort in Cancun with flight included for 1100. We stayed at the Grand Oasis. It's more of a college/party resort so definitely not the best for pampering and relaxing but damn was it fun.
I would plan in advance where you want to go because it's cheaper that way. When we went to Prague it was a somewhat last minute decision and the tickets for our flight were crazy expensive. So if you have places you know you're for sure going to want to visit, plan that 2+ weeks in advance.
That being said travel is probably going to be the most expensive. Use skyscanner in private browsing mode if possible to get the lowest prices. Also compare flights versus trains. Usually it is cheaper to fly, but for some places trains will be a better option.
Once you're in most places it's easy to live cheaply. I used hostel world and would recommend that for booking hostels. Also you can save on food by just going to the grocery store and cooking yourself sometimes. Most hostels have a kitchen and supplies that you can use. In Paris I was running out of money, so every night my friend and I would go to the market down the street and buy a 1 Euro baguette and 2 Euro block of brie and split that, and even though it wasn't fancy it was delicious.

Some fares allow stopovers, either free or $100 or so. So search for stopovers in airline hubs (London for British Airways, Paris for Air France, etc). Alternatively you can use low-cost carriers (Norwegian, Ryanair, Condor, AirAsia, etc) to put together by-segment itineraries for RTW.

you could absolutely see ireland in a week. not sure where in the pacific northwest you are, but tickets from portland to dublin start at $987 on skyscanner. there are lots of day tours to do that go to different areas (i would suggest paddy wagon tours). they have 1 day tours as well as 2, 3, 4 day tours. other than that, dublin is a great city with something going on every night
EasyJet is almost always cheapest (in my experience) IF they go to that city; sometimes not, and their schedules can suck. However, I believe they go to more major airports than Ryanair, who tends to land a ways outside of cities. Just talking about in general, here.
Skyscanner is really good at identifying cheapest flights, though sometimes the prices are slightly different than what you will actually be paying when redirected to the website. There are a few airlines that they don't have (can't think of examples now, sorry).
If you use SkyScanner there's an option to view cheapest prices for a whole month, or even the whole year. It also gives useful graphs of prices so you can sort of get a feel for pricing trends, like whether it's cheaper to book a flight in the middle of the week (hint: it usually is), last minute, etc.
They fly to most major capitals of Europe (Rome, Florence, Madrid, Barcelona, Lisbon, Brussels, Amsterdam, Munich...etc). They come out with deals, so just check those websites often.

The best thing to do is to go on a flight comparison site such as Skyscanner and look at flight costs to the same destination.
Then go on a hotel comparison website (I'm afraid I travel in hostels and whatnot a lot so don't know a great hotel comparison site to recommend but Google will help you) and see what prices you could get a similar hotel to what kind of thing you are looking for ie. All inclusive, pool, whatever.
Factor in transport to and from the airport and costs of getting around then.
Compare those prices the price of the package, and then weigh up which sounds better. Packages can be a load of your mind if you just want to sort it all and not worry about it, but sorting your holiday yourself can be a very satisfying thing to do.

I think it's hard to know exactly when to book for the best rate. I've heard Tuesday night/Wednesday morning but who knows if that's still the case.
Look on Skyscanner and click "Flexible" for your destination. That's what I do when I need ideas. Want a change in weather? It looks like there are really good deals to Sweden from LAX in March. Although, Canada could work for that as well. The tricky part about flying across the world for only one week is jet lag, and the fact that you'll be spending 2+ of them on a plane. Hawaii?
Check out http://www.skyscanner.com While I'm a huge fan of Google flights and often an advocate for thier engine, I find Skyscanner has features that display the cheapest flights for a variety of global destinations and travel dates. The information is formatted in a way where you can be completely flexable as opposed to selecting certain destinations and dates individually.
How picky are you about airlines? Pay cash to fly nonstop on Frontier or Spirit to Denver for mad cheap. Or the Arrival+ card would get you for ~$400 of travel.
AA also flies that nonstop. It would cost 4.5k Avios if you book in the next couple of months; else, 7.5k Avios. Avios transfer from MR or UR.
Oddly enough I just wrote a piece about 6 destinations where the Canadian dollar still goes far.
Otherwise look at places that are going through political unrest like Egypt or Turkey, just stick to the tourist areas and you'll find.
Also look at locations where the Canadian dollar is strong e.g. Mexico and Argentina.
For flights I highly recommend searching on http://www.skyscanner.com, and consider flying out of other cities within your region, as well as trying different days of the week. My Brother took a trip to Germany in June/July and flew out of Toronto (he lives 50 miles south of Pittsburgh.) So it was a 7 or so hour drive just to get to Toronto, but he ended us saving hundreds of dollars. I think you've already done that by looking at JFK, but still I wanted to recommend SkyScanner because it makes searching so much easier.
Also about AirBnb. I haven't used it yet, but I plan to definitely use it in the future. It seems pretty safe, especially if you stay at their so-called "SuperHosts" which are certain "recognized" and I suppose highly-reviewed hosts. They require verification and the like to register as a host, so to a certain extent there's some level of responsibility. And if you read the reviews and experiences other people have had staying there, you should get a pretty good feel for it. I've seen lots of reviews by young women. Definitely check out the site.

I'm so sorry for your loss. Unfortunately airline miles/plane tickets get asked for all of the time in /r/RandomKindness and I have never seen them given because of how expensive they are/it's not something many people just have. Something I think may be able to help is Skyscanner. If you try different times/days sometimes you can get lucky with an affordable flight. Also, definitely try different airlines for the bereavement ticket. If you call enough you might find someone who can work with you. Hang in there and best of luck.
It wont filter for specifically Southwest, but http://www.skyscanner.com/ has the option to search destinations for "everywhere", it will then give you a breakdown of the destinations sorted by price. I used it in Europe and it was really nifty
EasyJet and RyanAir (plus other budget airlines) make it cheap to get to London (and possibly Liverpool) from most of Europe.

Cheapest I can find is through Skyscanner with BookAirfare using Lufthansa going and combo of Lufthansa and United coming back from $1701. This is from SFO to Zagreb.
Neither Travelocity nor Cheaptickets is the right search engine to use. You'd be much better served using Skyscanner or Momondo. But in reality buying tickets is very much about using many different resources. These days I'm almost exclusively using Skyscanner.
Try putting your search in skyscanner, I tend to put the country I'm in, and leave the destination blank. That way you can figure out where's the cheapest to go. Using this. You can fly from JFK to Oslo, Norway for $145 on January 21. Or you can fly JFK to Barcelona on January 20th for $254.
I found a $813 round-trip flight from DC to Rome for two weeks in July. Play around with that site - you can search to "everywhere" from specific places or by entire calendar months - as I bet you could find cheaper.
Not sure on your age, but rewards credit cards are also an option.

Serious question - what would be the cost of going abroad to get the procedure done? (Assuming you're in the US, because our healthcare costs are the worst in the world.) A flight to Thailand is probably less than $1000, and the surgery would probably be a fraction of the US cost so you may be able to afford both. Plus you'd get to recover on a beautiful beach! Medical tourism could be a wonderful thing :)
I've never seen an elite get questioned about anything they drag on board, but for a little while last summer, AA and UA both had press about turning carry-ons away because they exceeded the new smaller limits they had set but not widely publicized. You'll note that if you buy a ticket now, you have to tick through a screen which says you acknowledge the carry on policy. I assume it's a precursor to renewed enforcement again this summer.

I have been traveling for almost 10 months in Europe and Asia and I can tell you that Ireland and Romania are my top 2 countries.
Go to Bucharest, book a few nights in The Midland Hostel, you will have a great time. I was there and met the most interesting and amazing people. The staff is amazing too. Go out in the old town and have the time of your life. Romanians are latin people (like French, Italians, Spaniards, and Portuguese), they know how to party and although they can seem a little rough, if you get to know Romanians, they will be quite friendly quickly.
You can go to Brasov or Sibiu, two gorgeous towns.
Near Romania, there is Hungary, Bulgaria, Moldva, Ukraine, Serbia, and Croatia.
If you are feeling adventurous, you can go to Chisinau in Moldova. You can check out Budapest in Hungary, Sofia in Bulgaria, or Belgrade in Serbia.

Yea if that is the driving factor it looks like the only quasi affordable options to do the Rome/Florence thing would be to fly out of Pisa on the 12th (it's 128 USD on british airways). Still pricey though compared to $50-65 to Milan. I would probably give in and spend that extra cash since you are going to need $ to travel from the airport to Milan and then train $ from Milan to wherever you are going. Plus the opportunity and time cost of being in Milan and travelling from Milan versus a place you would probably rather be at. Just something to think about.
From experience I would not recommend doing that trip. While it is possible you're trying to pack way too much in... you'll be spending a lot of time travelling instead of exploring cities. For instance here's an example of a travel day:
Say you fly RyanAir into Milano Bergamo from Dublin on the 7th departing at 650AM. Luckily Dublin airport is close, but you'll spend probably a half hour getting there and you'll get there early... it's pretty easy to get there by public transit FYI. It arrives at 950 AM in Milano Bergamo. It will probably take about a half hour to find your bus and it departs every 20 minutes. It takes the bus 60 minutes (costs 5 euros - not bad, not bad) to drive from the airport to milano centrale. So as a conservative estimate you'll get in by 12. Now you have to find your hostel... getting one near the center would probably be ideal at this point, but that could take another hour depending on where you get it. Option 2 is you jump on a train to venice. If you order now you can get them for ~20 euros. It takes about 2.5 hours to get to Venice and proceed to locate the hostel.
I agree about Crete. Its farther away than the rest and its a very large island you would need several days (or even weeks) to experience it. My advice would be to start with Athens and spend maybe three or four days there. See any museums and sights that may interest you (my advice would be to take the time to walk to the top of Filopappou Hill it is my absolute favorite place in Athens). Athens has a very diverse night life as well and you can check out the various rooftop bars in the center of Athens, they are very nice at that time of year.
Now, for the next leg of your trip I would suggest flying to either Mykonos or Santorini from Athens. If you book the tickets early enough it may even be cheaper than going by boat and it is definitely faster. Both islands are absolutely beautiful. Mykonos is mostly known for its crazy party life but that is concentrated in specific places while the rest of the island is peaceful and it has amazingly beautiful beaches. Santorini is more famous for its views of the caldera. There are some fantastic hotels with infinity pools at the edge of the caldera if that is what you like. However for all its breathtaking scenery my opinion is that Santorini doesn't have the best beaches.
You could also do both islands. There are flights direct from Mykonos to Santorini (and vice versa ofcourse) but operate only on specific days of the year search for the flights on something like skyscanner
I would also suggest that you rent a car on the islands so you can reach all the beaches without problems (In Athens you can move around by taxi or trains). Taxis are cheap in Athens.

I've only ever done it overseas. I was in Thailand during an extreme flood and we showed up, asked where they flew to, and then took the cheapest, soonest flight they had. It was still in Thailand though so it wasn't as complicated as flying into another airport.
Flights are really expensive when you buy them that close to departure.
You should maybe use Skyscanner to see if you can find something cheap a few days ahead of time.

Vienna seems like the city most of the indirect flights from Nice to Zagreb goes through. Instead, you could just fly into Vienna and take a train down to Zagreb. It's around 3 hours away according to my googling.

What's crazy is that it takes 3 hours from Seoul to Busan and only costs 75,000KRW on the KTX train. That distance is roughly from Boston to NYC and on our fastest train that ride will probably cost you 100,000KRW if you plan weeks in advance and probably 200,000 if you don't/go at a peak time. Still takes like 4 hours too, our public transportation is such a joke.
Also really crazy, the flight from Seoul to Jeju (everyone I know who has been to Korea tells me see Jeju or even teach there (not sure how viable the last part is)) and it is only 83,000KRW round trip. I mean that is the distance from where I live in the capital city to Nyc and on those same days it is 199,000KRW round trip. Pretty crazy.
Edit: Also just realized that cheapest flight from DC-NY goes through all four airports haha, and I can tell you that getting to one of those is a royal pain in the ass too (other three are metro accessible).
Transportation: You can check out bus http://www.bestbustravel.com/en for travel form Amsterdam to Paris (not yet available for specified time but they have prices like 1€). Also http://www.skyscanner.com/ is a great site to find cheap flights. That mainly WizzAir and Ryanair connections. I recommend looking for flights for entire month and plan you trip to fit them. I really love using skyscanner to find cheap flights and plus you can do the whole month view. Not sure your exact dates but most of any day combo on the link below is less than 900-1000.
I try Google Flights and SkyScanner and Southwest to get prices.
Skyscanner says you can do $402 if you go there on Spirit and come back on AirTran.
In my experience the lowest rate is always available directly through the airline, the search sites are nice for searching but you don't need to book through them.
Your problem is that Sunday, flights are going to be expensive everywhere ESPECIALLY a quick vacation destination like Vegas.
Southwest is sold out of cheap fares on that Sunday so a Southwest sale isn't going to help you. In an case, since we fly often I usually book a decent rate on Southwest since they will give me credit for the difference or a refund if the price drops or I find a better deal.
I usually use skyscanner.com to find flights. It is usually around $800 for me to get round trip from LAX to Germany and I imagine Vienna is about the same or a bit more.
Use hostelworld.com to find hostels anywhere. In Vienna I stayed at the wombats "the lounge" and had a very positive experience. It was also the first hostel i had ever stayed in. Now I use hostels and couchsurf as much as possible when traveling around Europe.
that airfare is insane. I live in the US, and have flown from JFK (in new york) to Narita for roughly $1,000 several times. You just have to keep an eye out for good prices, and know what the normal price is. For booking so far in advance, you should never have to pay more than $1200-1300 from a major airport hub. Anything above that is a pretty bad deal.
I highly recommend the website skyscanner to find airfares. I found their prices offered to be the lowest (compared to kayak, hipmunk, etc) in searching for cheap tickets for flying to and around Europe.
Also look at Travelzoo. Right now there is a deal where you can fly from JFK for $1184 roundtrip through December. So just keep your eyes peeled and something good will pop up.
Sometimes fares will be cheaper if you are willing to transfer 1 or more times -- but keep in mind this increases odds of luggage being lost in transit, and will be more taxing on your travel stamina. Pro traveler tip: Pack one clean outfit and your toiletries in your carry-on luggage, in case your checked baggage gets lost somewhere. I was traveling with a friend who lost her suitcase en route to Tokyo, and she was miserable wearing the same clothes she'd traveled in for 4 days.
