Actually Infinite Painter seems to support pen tilt on the Note8. I was surprised because I was told it wasn't possible. It doesn't seem to work with the default Samsung apps however.
it's closest to the mac app "Procreat" (which, to me is king... not from a Mac v Android/Samsung environment. But moreso an art standpoint)
My favorite app is Infinite Painter. It is a little buggy but the dev is really active and pushing updates once or twice a week.

Infinite Painter and
ArtFlow are two that i see recommended often. I personally haven't used either of them, but i'd be interested if anyone has any opinions.
I use Infinite Painter and unlocked the £3 version for creating imagery, and it can theoretically be used for writing too (pen or pencils are available as brushes) but I quite like to use S note calligraphy pens on a fake lined notebook background. The two things can be combined into a bigger composite image scrapbook style.
Infinite Painter (for Android and iOS) is amazing. It's full featured and performs really well. I like it more than Sketchbook.

Try infinite painter (Android store) and get used/second-hand Note 3 like I did (it is like 150$ now) :) the phone works really well and the app is like 5$ (also has 14 day trial iirc) and is IMO better than whatever adobe tried to do on portable devices.
Alternatively you can try and get the Note tablets that were with styluses too but I was both in need of phone and drawing thingy so I went for Note 3.
EDIT: I never was good at drawing on paper much because I do a lot of revisions when I am not hapy and in the end you have a mess of eraser rubber and scratched paper everywhere. Digital painting really caught me and it was simple - I started by redrawing concept arts from dota and slowly I get more into drawing by eye (usually having the picture on the screen of my PC) into redrawing from memory (which I am now trying with drawing my GF)

The picture took about 14 hours to make and it was heavily inspired by this i.e. I had it open on my PC screen and trained drawing using the video.

I like Infinite Painter much more but some things are more a matter of personal preference. In my opinion it has the best brushes and tools, but especially the smudge tool is much better there. The dev is working on it since years and seems to be very passionate about it.
