I'm living in Istanbul. I can still change my DNS to Google (8.8.8.8 and 8.8.4.4). This unblocks 'soft blocked' websites such as Imgur. You can change this both in your PC settings (both OSX and Windows) and in your router settings. If you're on Android you can download DNSet which does the same thing and works on both WIFI and mobile internet. I'm not sure if you can change DNS on IOS (iPhones).
The VPN blocking issue is slightly different. I'm using Private Internet Access which was recently blocked. However, I found that if you use an ~~OpenDNS~~ OpenVPN client instead of PIA's own client it works perfectly. This will work on all platforms (even IOS) and instructions are on www.privateinternetaccess.com. Of course you'll need to get some sort of free VPN to access that website (there's loads on the Chrome Webstore and Play Store, just make sure you've deleted them after you've used them). I mainly use PIA to circumvent ISP throttling of video streaming such as YouTube. It is paid, and there's a chance that all access will be blocked in the future, so keep that in mind.

It isn't a google app, but instead uses Google's DNS servers rather than the DNS server addresses given to your device by your WiFi router / ISP.

A nasty issue with Comcast-bred wireless gateways has spawned for anyone using Android 5.0 Lollipop. According to sources of Phandroid’s familiar with the matter, the bug makes general browsing and download speeds slow to a crawl when an Android 5.0+ device is used over WiFi with a number of Comcast wireless gateways, including (but possibly not limited to):

So what’s causing the issue? The exact problem is unknown, but we know it only affects customers when they try to use an Android 5.0 or higher device with Comcast gateways that use IPV6. The problem is that all current Comcast gateways primarily use IPV6 to handle DNS requests.
A quick workaround to try if this issue is plaguing you is to download this app

The hope is that the workaround won’t need to be around long as Comcast has already escalated the issue with Google and the two companies’ technical teams are investigating the matter to get to the bottom of it. Me and my roommates are having problems with gfycats on our phones (Nexus 6p and two Galaxy S6's on Reddit is fun and Reddit Sync), but only when we're connected to WiFi. They work fine on 4G. I've been doing the same thing you're doing. I found this app in some thread and it did fix the problem, but I don't know if I trust it (my phone keeps popping up with warnings that my connection may be being monitored). Basically the app changes the DNS your phone uses to the Google server instead of what your ISP uses. So now I'm trying to just do that without an app. Nothings worked yet though.

Do you use Comcast? If so it's an issue with how their Gateway/Modems interact with Lollipop's IPV6 usage. If you can root the phone there's a possible fix otherwise the only option is to either wait until Marshmallow or use the app I've posted below. Hmm it might be a problem on your phone then with a recent update, something with your phone's wifi capabilities, or something that maybe fixed by reinstalling. Reinstalling is kind of risky though if you aren't 100% sure you have a good transfer code/correct password. (Sorry NA only player so not sure what phones they no longer support).

Seems like an ISP/DNS related issue because I can load and play all vids on Android Chrome.

A similar problem occurs with Verizon devices. It that case, both 5 and 2.4 GHz are slow. I used this app. It solved my problems but it is kind of annoying.
No telling if they'll fix it anytime soon. Most threads on this contain a suggestion to install DNSet.

everything works great, but I don't trust it completely; the author says it only changes the DNS to Google's, but who knows?, manually changing the DNS doesn't help so this one does something differently.
I've traced the problem to some apps not being able to authenticate properly due to a ssl handshake failure, so I've tried playing with all possible combinations of settings on my router, but nothing helped.

Google's DNS 8.8.8.8 and 8.8.4.4 is fast and works well, but you may or may not want to tell google everything you're doing.

I had that problem with lollipop, I downloaded an called Dnset it worked wonders.
