Actually Infinite Painter seems to support pen tilt on the Note8. I was surprised because I was told it wasn't possible. It doesn't seem to work with the default Samsung apps however.

The picture took about 14 hours to make and it was heavily inspired by this i.e. I had it open on my PC screen and trained drawing using the video.

it's closest to the mac app "Procreat" (which, to me is king... not from a Mac v Android/Samsung environment. But moreso an art standpoint)
I use Infinite Painter and unlocked the £3 version for creating imagery, and it can theoretically be used for writing too (pen or pencils are available as brushes) but I quite like to use S note calligraphy pens on a fake lined notebook background. The two things can be combined into a bigger composite image scrapbook style.

Try infinite painter (Android store) and get used/second-hand Note 3 like I did (it is like 150$ now) :) the phone works really well and the app is like 5$ (also has 14 day trial iirc) and is IMO better than whatever adobe tried to do on portable devices.
Alternatively you can try and get the Note tablets that were with styluses too but I was both in need of phone and drawing thingy so I went for Note 3.
EDIT: I never was good at drawing on paper much because I do a lot of revisions when I am not hapy and in the end you have a mess of eraser rubber and scratched paper everywhere. Digital painting really caught me and it was simple - I started by redrawing concept arts from dota and slowly I get more into drawing by eye (usually having the picture on the screen of my PC) into redrawing from memory (which I am now trying with drawing my GF)
Infinite Painter and ArtFlow are two that i see recommended often. I personally haven't used either of them, but i'd be interested if anyone has any opinions.

Its a good tool, but my daughter has issues with is crashing a lot on her S7 tablet.
I've used Sketchable on my wife's Surface Pro 4 and I liked it a lot, but on Android, I prefer Infinite Painter right now. I've also used Autodesk Sketchbook, Artflow, and Adobe Sketch, but not nearly as much as Infinite Painter.

Depending on what OS you have on your laptop you could try out DeX. It's called DeX on Windows, u need to install this app from Samsung on ur windows laptop. Once done, plug your phones to your pc and wait for DeX to start. You control DeX via mouse and keyboard of your laptop. Performance is low when connected this way, however it might give you a preview of what DeX can do.
I don't know too much about Microsoft products however for Image editing and video editing there are some apps, but depends what u need to do. There's no clear king among the apps I've tried and as a digital designer (i wanted photoshpp capabilities) I settled on Infinite Painter ( it's supported on DeX and has many features: https://play.google.com/store/apps/details?id=com.brakefield.painter). For video editing Adobe Rush does an ok job however it's missing some features that I found on KineMaster (https://play.google.com/store/apps/details?id=com.nexstreaming.app.kinemasterfree) including zooming on the timeline (it's tricky).
Lastly, as suggested, theres linux. Andronix app is the goto for me, it's paid for the modded version of the OS (which I recommend) but it's very cheap and it saves A LOT of trouble to setup your linux on DeX. There yout could install GIMP, some linux video editor and what not but it might be clumsy sharing files between Dex and Linux. (And I wouldn't trust it for work)
PS. Windows 10 on Dex it's a NONO, It might run but it's not usable. What I could recommend is Shadow PC, it's a streaming service that give u access to a windows 10 machine. It works really well for gaming (provided you have a decent connection) so it should work real smooth for office apps and the likes.

Like others have said - Inkscape. I've used it as a laser cutter for years on mac, windows, and linux machines (including the i7 Pixelbook I am using right now.)

I like Infinite Painter much more but some things are more a matter of personal preference. In my opinion it has the best brushes and tools, but especially the smudge tool is much better there. The dev is working on it since years and seems to be very passionate about it.

Infinite Painter is the closest thing to Photoshop I've found on Android.
I`ve tried countless painting apps on the Note, I also have an IPad with Procreate as a benchmark and so far the best 2 of them all are Infinte Painter, it has a really robust brush engine (very close to procreate`s engine prior to their last update), with crazy support for customization and a bunch of advanced tools like liquify, masking, multiple selection methods, etc, and Autodesk Sketchbook, much simpler but with a better-optimized response to the SPen, feeling a little bit less laggy and more natural (its a very small difference, but noticeable).
I usually use Sketchbook to, well, sketch, since it feels more 1 to 1 to paper and Infinite Painter to Paint, LineArt, and heavy edit stuff. You can get some serious awesome results with them.

The only Android app I've used that is close to Photoshop in terms of functionality is Infinite Painter.
well, almost all known android drawing apps have the function of importing photos so I don't get why you still haven't found one.
Infinite Painter seems to be the most feature packed, and the most similar to Procreate for me (it's what I use). Second one is Artflow but I don't like the UI as much. Both of them aren't really free options though.
For something fully free, I suggest Autodesk Sketchbook.

Medibang is the best free drawing tool on the market. It's got loads of stuff and settings, and also convenient options for making digital comics (with frames and pages). Get the Samsung Tab A 10.1 w s-pen. They can be bought in the ~$300 range. By far the best value for a digital art creation tablet
