IMO, Google should do more on the software side to make low-spec and cheap smartphones feasible. Android itself and its components use more and more resources with each updated version.
An old mid-ranged Android which was acceptable 4 years ago is unusable now because once all bulit-in Google apps updated, the internal space will be almost full. Updated apps would use more RAM and CPU power too.
If the targeted group is low-income people who cannot afford to change their phones regularly, Google should make sure that its softwares would not push cheap smartphones into obsolescence too quickly.
One thing to remember is everything is more expensive for poorer people in developing countries. Most of them live pay check to pay check and they cannot afford to utilise economy of scale. They cannot buy items in bulks, so they would have to pay more per pieces. They cannot afford expensive data plans as well, so they have to pay more per GB. Unlimited data plan would be something out of their reach.
Maybe Google should have a curated section of Play Store dedicated for Apps that are suitable for low-spec smartphones; Apps that consume less space, less RAM or do not require a lot of Internet data.
For example, LINE corp has created 2 versions of their app; normal version for modern smartphones and lite version for low-spec smartphones.
Smartphones are becoming essential tools. It's nice that Google think about affordability of smartphones but I would like them to pay attention to longevity of those devices as well.

it's called LINE.
now when i say the japanese equivalent, that's pretty much accurate. except it supports multiple languages.
it was developed to allow networking over wifi when the tsunami hit in 2011, to allow people the ability to communicate with other services down.
it does have a timeline somewhat similar to facebook. but a bunch of other features too.
i use it to message my girlfriend in japan. but you can also use it to make calls, take pictures, play games, etc.
i prefer it to facebook. have convinced some of my friends here to use it.

While it isn't as popular in Western markets, I find LINE does everything and more than all the options you've listed (and most other suggestions that pop up every time this question come up). They even have native Windows / OSX apps.

Taiwanese Mandarin is pretty easy to understand. At least, it is waaay easier and waaaaay slower than Sichuanese Mandarin. One thing I found I was constantly struggling with and wish I had memorized a lot earlier was food characters. If I were you, I'd take a picture of some popular places' menus and study the crap out of them.
The /r/Taiwan subreddit is pretty active. They have a Line group (You definitely need Line) that is usually 1000+ messages everytime I wake up. They also have subLine groups for things like picture sharing and Chinese only. They also have a meetup group that does something usually once every couple weeks. Even though the group is mostly in English, you will definitely find Taiwanese people in there totally willing to speak Mandarin with you.

It's a good messaging app, we have all members in a room together to talk, it's much better than the in-game chat.

When I use the camera within Line, I can take a picture, however the screen just loads forever and does not let me progress when trying to send it. I have to force close the app and restart before I can do anything. If I take a picture with my stock camera app, I am able to send using the gallery option.

HPit is run every other day with a 24-hour mandatory 0-damage rule in effect after launch to allow everyone time to register for basic rewards. Top slot is rotated among those who are capable of soloing the rancor, with every third HPit being FFA for everyone.
We're looking to fill at least 5 open slots, preferably with players who are able to participate in HAAT so we can ensure a smooth transition to regular HAAT farming. Line app is mandatory for guild communications.

We value a laid-back and drama-free environment where everyone can enjoy the game together and the less experienced members can learn from those who have been around the block a few times.
We're capable of reaching at least 27* in territory battles currently (up from 24* on previous LSTB), and recently started running HAAT on farm. Raids have a 24-hour mandatory 0-damage rule in effect after launch to allow everyone time to register for at least basic rewards. This is to prevent anyone from getting completely left behind for rewards since the raids tend to die very fast once we start attacking them. In HPIT, those who already have 7* Han are asked to limit their damage to 2mil in order to give more members quicker access to Han, but every third HPIT is a free for all. New HPITs are started every other day, HAATs roughly every third day.
We're looking to fill at least 2 slots, preferably with players who are able to participate in HAAT so we can continue a smooth transition to regular HAAT farming, but anyone who is friendly, can get their tickets in, and is above 500kGP will be seriously considered. Line app is mandatory for guild communications.

We are a fun guild, we're currently sitting in top 1000, even though I'm the only player who is conqueror rank or better in arena. We would like strong players, but because of the way guild battles work, we would prefer to have people who enjoy being part of a group, rather than those who care about getting rewards.

Line Chat is very easy to create your account. The hard part is finding the chat you need to join.
In Thailand, I think it quite true that people don't use SMS any more, everyone I know (family, friends and coworkers) use messaging apps instead. The main reason would be the cost.
You can get unlimited use for some messaging apps with only just 49 Bath (US$ 1.43) per month (link). That includes sending text/voice/music/video and doing voice/video call through an app of your choice.
If you ask anyone in Thailand what would be the most popular messaging app, I'm pretty sure everyone would say LINE.
LINE app is universally used by almost everyone in all age bracket, both personally and professionally.
I recall a local radio program said that around 86% of smartphone users in Thailand have LINE app installed.
Many businesses here have LINE@ accounts that you can make any business transaction through them.
My housing estate also has LINE group chat that will notify which day garbage truck will come, or let people raise their grievances, like, somebody left their dogs in the park again.
A lot of people use Facebook too, but in my experience, it mostly limited to young adults and teenagers.
WhatsApp is quite rare, personally, I've only heard of it but never seen someone actually use it personally. I guess it probably for mostly city folks or expats.

Nothing about government specific app that’s locked to Japanese specific devices at all. You can get LINE on ios and Android without those specific devices.
