No need to root. Many apps will let you turn down the volume precisely. The volume slider uses increments so even at its lowest, it’s nowhere near 1%. This app is what I use, it works well

Precise Volume and App Volume Control might be helpful. However, It is not possible to set a background app and a foreground app with different volume levels. It is a limitation in Android, for now.
You should use the app Precise Volume. It also defaults you to the media volume and doesn't drain your battery.
Edit: It does mention slight battery drain, so I'm guessing it uses the same method.

It has 100 increments. But be careful first to open the app and adjust volume before playing media because volume will start at 100%.
Also, those granular volume adjustments only work when you're inside the app. Outside the app or when screen is off, Android volume adjustments will take over. You can create presets for multiple occasions.

Honestly, it's a little annoying sometimes because it fights with the default audio manager, so when you want to use it, you have to change volume inside the app, not with the buttons, and if you use the buttons, you go back to device audio. But since I don't use the buttons often anyway, I deal with it.

You can try an app called Precise Volume.
I haven't been using the Essential PH-1 as a music player very much, so I don't have the app installed. On my previous non-Essential phone, that app was wonderful for getting the exact volume I wanted.
It'd depend on the content. Most in-ear earphones/buds are on the quiet side anyway but if you need something quieter, then something like Precise Volume is recommended.

I know right! I always wanted more control for both speaker and headphone volume. I have to use Precise Volume (+ EQ/Booster) when I want 1% or 5% volume. I rather not use this buggy third party app...

Okay, so basically you want more volume steps, right? Download Precise Volume - this overrides the default 15 step volume control and gives you 100 levels. This app also comes with EQ and booster, so you have more controls over your volume.
Well if it is of any help then you could try something like this Precise Volume if changing properties manually is difficult or inaccessible for you. IDK if this is allowed in this sub. If in case it isn't then I apologize.

This app was listed as an alternative to Samsung's SoundAssistant which gives you more control over the audio of your phone. You should be able to achieve what you want from the looks of it. I haven't used this app. Hope it helps.

What phone do you have? If it is a Samsung device, you can install soundassistant from galaxy apps. From that app, you can adjust how much each press on the volume buttons change the volume, set different sound levels for different apps and adjust other sound-related options.

Its an Android thing and can be quite annoying. I noticed this when I swapped between iOS and android. You can get apps to allow for finer control but they are a bit of a PITA. Test it with a friends apple device.

It allows you to separate out System Sounds from the other sounds. It makes the sounds we talked about normal again. Thing is, the app has to be running all the time and you have to change volumes inside it. Pro version may be different, but I didn't buy it.
So having said that, there has to be a setting somewhere the I can change that the app is changing. I'm rooted running stock 8.1, so I have access to everything. Just need to find what file to modify.

Headphone Automation lets you make it so that when you plug in headphones, a dialog pops up asking you which preset to activate. You can set up a preset for each pair of headphones you own and have it ask you which headphones to use when you plug something into your headphone jack.
Bluetooth Automation lets you activate presets automatically when you connect to a Bluetooth device.
App Automation lets you activate presets as soon as an app is opened. I use it for Google Assistant. I usually keep my volume pretty low but when I use Google Assistant I want my volume to be at the max. I setup a preset for Assistant and set it to revert my volume back to the level it was at before once I leave Assistant again.

There was always a volume control notification, but for some people that was a hassle. This was due to a lot of limitations in Android itself, and there wasn't really a good way of doing it. I think I've found a pretty decent method of doing it now! It's now in the app, under "Volume Button Override [ALPHA]" - note that it's a PRO feature however, but there are still a ton of features in the app that are completely free.
