The desktop client is pretty much only a web wrapper for a somewhat responsive website as well. I don't think that's necessarily bad, at least as long as the website is well designed. The Steam app for android was last updated in April 24, 2017, so that might also be sign.
The layout will most likely be changed with the promised UI-update, but there's ValveTime™.

Google store says it requires version 2.2. This website says that phone runs 4.4. You should be fine.

Agree, however it seems like it actually was a bug fix. See What's new. I am sadly on mobile, so I can't look further into it.
The short answer is that you can't play steam games on the RCA Maven Pro. You will probably need a laptop/tablet that runs Windows like the Microsoft Surface.
The longer answer:
The RCA Maven Pro runs an operating system (OS) called android lollipop which is a special flavor of the Linux OS.
Depending on the game, it's targeted to a specific OS, the vast majority of steam games at this point in time are targetted to the Windows x86/x64 OS. To play those games you will need a Windows laptop/tablet like the Microsoft Surface or anything from Sony/HP/etc. with a Windows operating system. To run games well you will probably also want a dedicated GPU in the tablet
There is a steam app for android https://play.google.com/store/apps/details?id=com.valvesoftware.android.steam.community&hl=en currently only supports the non gaming related features of steam (friends, purchases, etc) which is probably what you downloaded.
One caveat is that Steam does sell games for Mac and Linux. So if you bought games for Mac or Linux you will need a tablet with the respective OS to play those games. However since Windows still occupies 80%+ of the PC market, my guess is you will need a Windows laptop/tablet.

I wouldn't discount Valve readily working with some manufacturer that wants to create a lighthouse based competitor to GearVR.
It would surprise me if there wasn't already some sort of internal communication happening between Valve and the Google Cardboard team about creating a device that could offer a cardboard experience beyond a lighthouse field and then when one is available a lighthouse enhanced mode would be provided.

I recall having the issue all the way from Android 5.0 with Fennec. The Steam app is essentially mandatory for all Steam users since Valve supports no open 2FA methods, but I'll move to the work profile after figuring out how to transfer the data.

Well according to the Google Play Store page for the app, the app was updated on January 19, 2019 and the changelog reads: "Fix application crashing when notifications are received. Notifications should now display correctly."
So yes, I would assume some update broke it.

Can you try to re-install the app?
Doing so will clear the cache and delete any temp files which might be causing the issue.
What OS are you using on your phone? The app recently got an update that dropped support for some older OS versions.
Edit: It either dropped support or dropped further development, I can't quite remember and I do not know how to view changelogs on Andriod/iPhone apps.

I'm sorry to hear about that - you're sure it's not supported on your old Android phone though? According to the install page, it works with Android down to 2.2 which is positively ancient. If you have lower than that, maybe CyanogenMod or some other custom ROM on your phone could help you, especially since you're moving to Windows Phone anyway and maybe you don't mind what happens to your Android phone? What sort of error messages are you getting?
