I believe you need to change your time zone to Tokyo (UTC+09:00).
Edit: It's either that or you need to use a proxy/VPN/etc. TunnelBear has a Japan server, IIRC.

VPN stands for "Virtual Private Network". When you connect to the Internet through one, it is like your device were in inside that network. So if you are in a Japanese VPN, the game thinks that you are connecting from Japan.
It's not so much what's on the phone but the traffic that goes to and from it. You could look into a VPN. There are a few ways of doing this but the easiest is probably to use a commercial VPN service. Tunnelbear is a fairly well known and trusted service. You get 500mb/month of traffic for free and you can get more if you're willing to pay for it.
Every time you're on public wifi, just enable the VPN and your traffic is fully encrypted.
If you can't see MilkVR in the Oculus Store you'll need to install an app that lets you connect using a VPN (Virtual Private Network) which will then make the store think you are connecting from within the US. This is not complicated at all.
First make sure that the Oculus Store app is not running, then you can go to your regular Google Play store, look for an App called TunnelBear, download and install the App and follow the basic instructions and pick US as your location.
Once done, you can run the Oculus Store on your phone, download and install MilkVR (which will now be available) and afterwards you can open the TunnelBear app again and shut down the VPN.
Please note that TunnelBear is just one of many VPN Apps available, it is the one I used and it was easy to use and worked without any trouble. Here is a link to their website as well.

It's dead simple, which they offer 500MBs of bandwidth per month for free. Optionally, you can get a GB of bandwidth if you mention them on twitter. Do they care about your privacy? Yes!
It's pretty much what I recommend for people who don't want to mess with configurations and such.
You want to use something like TunnelBear, it's super cheap and easy to use.
Want this in any country outside the US? Easy. It seems to be a server side switch that stays on once you've logged in from the US.

A VPN allows you to make a website think you're in the US (for example). Non-Americans can use that to access the website and vote.

You can use multiple VPNs, I recommend browser plugins like Tunnelbear and Hotspot shield, any VPN will do.

I don't have a lot of experience with VPN's on phones, but with another quick google search I found this app which should hopefully let you pretend you're on another network that can properly download the files. Hopefully once you install it you don't have to use the VPN any more.

You can already do this by changing the settings for gestures. You don't need 7.1 to do this.
What you can do is get TunnelBear and VPN it so you are in Germany. Check for updates and boom, there you go
I'm not familiar with SuperVPN, but have you tried TunnelBear? Works pretty well on Android 5.0.1.
Also, you got your connection order wrong. You'll need to establish the WiFi / insecure connection first, and then connect to the VPN. If you try to connect when WiFi is off, it'll connect over 3G, and if you then connect to WiFi, it'll disconnect any active connections - including your VPN.
Sure! I used Private Internet Access as a VPN as I have a subscription for it, but a free alternative would be TunnelBear.
Go into the app settings of Photos (for example through settings -> apps) and hit Clear data (in 6.0+, this is under storage). This won't delete any photos. Then, use your VPN to connect to a US-server. Open Photos, go through the intro and turn on the face grouping feature. That's it, you won't need the VPN anymore and it's even activated in the web interface!
TunnelBear really simple VPN client. You get 500MB free at the start of each month and you can tweet for an additional 1GB (although I never got that to work). Great for accessing the US play store if outside of US

You can use VPN (I'm using TunnelBear), after installing an app you can delete TunnelBear. Updates are received just fine.

get it from apkmirror, it works. But you have to install & keep the VPN ON (set it's country as US) while signing up and singing in to Spotify (all other times you can use spotify without VPN)
If you want to get subscription, get a US virtual credit card like Entropay, it works on Spotify

Go to NFC and select Google Pay as the default method

These are the steps that I've done! I'm not sure if any of them are mandatory, but this is the way that worked for me.

You have to be American OR can unlock it with a VPN like TunnelBear. It's pretty easy, check on the internet.
