I'm not familiar with freeshop.pw, who runs it, or if it is currently maintained, but I suspect it is giving you outdated information. Decrypt9 was made by same dev (d0k3) who made Godemode9, and Godemode9 can do whatever it could, and much more.
Also, you should be using the currently maintained Freeshop from its source. That is the currently maintained version.

often, micro sd cards set themselves to write only mode when they are about to die. try to format it in your PC, fat 32, using this tool : https://www.sdcard.org/downloads/formatter/ if you get any write protect errors there is a good chance your card is dead. fat32 can't handle files over 4gb but i dont think you should have an issue with that, just something to consider.

It took me quite a few hours of googling sometime ago but if you want the fastest sd card the 3ds is able to make use of. There are faster sd card nowadays (i think) but the 3ds hardware isn't able to follow anyway. As for the sources, a dozens of reddit, gbatemp.net forum thread and reading the spec of most sd card around.
That's the 250g i've linked as it's the one i had bookmarked after calculating the amount of space i'd need for all my 3ds games backups and emulated games (gba, sness, ds, ect...). The 64g is at 18e, 128g at 30e and the 250g at 50. It really got cheaper. I don't know if the price are going to be the same in your country though.

Always get Samsung and SanDisk, you're pretty much guaranteed it won't be fake. 64 gb should be enough for most people, but if you want more, 128 gb is the maximum you can go before you start getting glitches
If there are free 9nes then I wouldn't trust them. They have to make money somehow and I'm almost certain it would be through selling your info. Anyway, I use a service called Mullvad. It doesn't hold any of your info at all. Because you don't give any info when you create an account. When you choose create an account it just gives you a random account number. You don't fill out anything. When you pay for the service you can either pay with your credit card, send them cryptocurrency, or send them cash in the mail. I've been using them for the past couple of years and haven't had any problems.

You can't actually locate the AlvRo files from the-eye.eu homepage instead you have to manually type in the-eye.eu/alvro/ to find the folders and the files.
I would scan the sd card to see if it's real and not faulty. This is one of the program for it:

If no errors were found, the card is genuine and good to go. I would still format the card and if it corrupts again, you need a new SD card.

Put the kernel from the website written on the cards sticker. Put it on the root and not on a folder inside it ( I strongly suggest you to overwrite it with SD formatter, an PC and Mac app, to make sure you won't run into errors). Hey! Are you installing on a DS or 3DS? If you're on a DS you need Twilight Menu ++ or an equivalent, if you're on a 3DS you need the 3DS version of it. I'm assuming you're looking for the .nds file since it's a DS game, here's the link for it on Romsmania. Just make sure that you click "More Options" below the download button and click "Browser download" or otherwise it'll install a .exe which is pretty sus. Good luck!

I remember downloading it from a QR on 3dsqr.website, but the site isn't working and I ended up deleting the game. I tried making my own with a rom from cdromance.com (I couldn't find the patch so I downloaded a pre-patched one) but it said the save file was corrupted.

If all you want to do is play ds games in your 3ds without hacking it, I highly recommend getting a R4 cartridge. I've been using mine (R4 SDHC Dual Core which has real time save) since I got my 3ds, and I've never had a problem with it. All you need is a SD card to put your ds games in the R4 and you're good to go. Of course you need to download a kernel in the sd but that's only copy pasting files that you can download from their official page.
Don't really need to get it from ebay filled with games you don't even want either, I get my games from cdromance which is a godlike and safe page to get retro games.
Rom hacks are finnicky. They'll work perfectly fine on windows / android emulators, but playing as a VC inject on the console itself doesnt compute.
The only hack I've found to work 100% of the time are the randomizer ones. Its only shuffling data around, not adding/subtracting too much.

Transfer everything on your SD card to i.e PC. Then use SD Card Formatter to format your SD card. Select 'Overwrite format' Then transfer everything back to use SD card from your PC.
I noticed you kept saying pc so I'm assuming you're using a windows computer. I use an app called SD Card Formatter because I was having those same issues when I hacked my psp and vita. I haven't had any issues with it since. My current card size is 64gb in the 3ds, so I think it'll help.

1) Make sure you're using the fork that's updated (currently) to 3.1.2.
2) Make sure your title keys URL is typed as follows (don't use the QR scan function): http://3ds.titlekeys.gq/downloadenc
Once you have that info entered, manually close the freeShop app to allow its settings to save, then relaunch it and let it load the games list.
Might be an issue with installing with the QRCode?
Try downloading the CIA version from his repository here and installing it through FBI.
Download the encTitleKeys.bin file from the site itself, place it in the 3ds/data/freeshop/keys folder, and rename it to download.bin
Let me know if it works. if not, I'll see if i can reproduce the issue and submit the bug to him as well.
1- You don't need to update to create an NNID. You can use ctr-httpwn through the Homebrew Launcher, then try to create the NNID. Keeping the console off like entirely will keep you safer, yes, but for what it's worth, Nintendo hasn't issued any bans since late May, and we don't know exactly what is causing them. I'd say you should take the preventive measures everybody takes, and hope for the best. You can find those in this guide I made, along with some other tips.
2 - Unless he opens ctr-httpwn before trying to enter the eShop, the console will try to update to the latest firmware, but because you don't want him to mess with any Homebrew, it'll prompt him to update anyway. I guess that if he wants to enter the eShop, it's because he wants to look for some games and maybe try some demos or what not. Why not tell him that if he ever wants to install a game, he should tell you, and then you download it through freeShop.
3 - As far as I know, no. But you can uninstall any Homebrew app including FBI, just make sure to keep the boot.firm file and Luma folder in the root of the SD card, or else the 3DS won't be able to boot and work correctly.
