Just fyi dude, "If you say so" is not a colloquialism for "ok I trust you because I know very little about this"
In fact it's usually a colloquialism for "I disagree but I'm not going to argue with you"

Here's the actual paper for those without institutional access. It states that the data gathered was estimated from standardized test scores from children. No IQ tests were administered whatsoever. This data is also taken from 15 years ago. This only suggests that children from colder states may have access to better education from elementary to high school on average than warmer states 15 years ago. I'd wager that this is largely due to colder states having better funding for schools on average due to wealth disparity even if aspects such as GDP, race, and Pupil to teacher ratios were controlled for.
