Looks like a residential wall used by some developers to prevent drive-bys/ excessive speeding in crime heavy areas. Citadel area is known as a high-density violent crime area. That's my guess. These types of walls were used to racially divide people back in the 60s 70s and 80s especially as some people couldn't handle the desegregation in schools. They're littered all over Missouri.

Actually, where people live is one of the biggest drivers of life outcomes. If you're born in KCK instead of Leawood - your probable life outcomes is much worse.
At one time, segregation was official city/state/fed policy, which subsidized the development of all-white suburbs (like Prairie Village was one of the first) and movement of people from urban areas to the suburbs - aka 'white flight'. Today, we're still living with white flight. If there were a middle to upper income suburb of Kansas City that were 88% black, do you think many white people would choose to move there? Me neither.

There's a decent 'trail system' (of sorts) on the north side of Shawnee Mission Park. If you string them all together, you'll end up with 6 or 7 miles of trails across a variety of landscapes/terrains. If you're lucky, you may even find the 'waterfall' in the area. It's only several feet high and not much more than a trickle if it hasn't been raining but it's about as good as Shawnee has to offer.
There's an app called Waze you all should use. It's a crowd sourced GPS where people can report speed traps and they'll show up on your route. It might even recalculate a route to avoid them, but I can't really remember.

Statewide, full legalization is unlikely (or at least not certain) to pass at this point based on polling from 2015. The group supporting legalization, show-me-cannabis, is supporting the medical measure in hopes that the attitude will shift in the future. My personal opinion is that once medical passes (hopefully in 2018), they will begin a push, or at least polling, for full legalization in 2020.
There are other groups that are pushing for full legalization, but they don't appear to have the resources or organization to succeed.

I disagree with you, that was last year. This year we've had a wonderful fall. Starting in mid-September our highs were in the 80's and it's slowly gone down to highs in the 60's until the second week of November. And this week our highs are in the 50's, that's not winter weather at all, other than last week it's been fall all throughout.

Here's a neat map of growth vs loss on census tracts in the KC metro from 2000-2007. Note that midtown KC and Downtown KC gained a bit, and excepting part of Shawnee, practically all areas inside of the 435 loop (south of the river) have lost population.
Note also, that people are moving out of north-east Johnson county (prairie village, north overland park) faster than even the worst parts of KC's east side.

Do they offer an online way to check? KCMO water has smart meters that update twice a day and it's pretty easy to see the data online.
But, i'm way too lazy for that. I picked up an Aqara leak detector set for around $100 on Amazon. I use it with HomeKit on Apple but it works standalone or with other smart home stuff.
The sensors seem to work well, i've had them 6 months or so. one leak detected and i got a proper notification. the sensors are battery powered so i wouldn't put them anywhere that is too difficult to get to too, but they've been good so far. Aqara says they should get 2 years on a battery. Batteries are standard replaceable coin batteries.

I'm not familiar with any wide area wifi installs going up - most likely because to get the economy of scale for something like that (extended wifi still has a relatively short range), it makes more sense to put that in an area that's more densely packed than south JoCo housing developments, especially when cable companies can already deliver service directly through household routers. Wide area wifi would work better in older areas with more dense low-rise housing / business buildings.

I'd suggest you check out if you want to enjoy some random window shopping/restaurants, there is also Westport area for more restaurants and bars (less window shopping), as finally downtown Power and Light area in the middle of Kansas City. Not every big storm has cloud-base rotation that shows up on radar and indicates the presence of a tornado. In fact, few sever thunderstorms ever produce radar-confirmed or visually spotted tornadoes. The rotation of a wall cloud is quite different than the rotation of a storm system as a whole, and tornado sirens don't typically go off when an entire storm system is rotating.
When the radar-indicated rotation of a tornado is happening though, that is the time to sound the alarm because lives are at risk. What you described about warning a large group of people is precisely why we have tornado sirens, weather radio, and meteorologists interrupting programming on TV.

Animal shelters are very grim places, and so many people have this "out of sight, out of mind" feeling about them. Millions of unwanted pets are euthanized and there is no sign of that slowing down.

It's not a very likely future. It's a very real present. And past. This is not a new problem. There are too many irresponsible pet owners out there, and this is an issue nobody wants to confront because frankly the only way to fix this is to do some pretty serious "population control", which is something nobody wants to face up to. Imagine being a politician and saying "look, we have to kill a couple thousand cats and dogs because they have become an invasive species and are causing environmental damage". The public would call for the guy's head.

Not a course, but this book taught me a lot about wiring as I completed my basement. Ended up doing all wiring myself including 3 new circuits. Something that can kill you or burn down your house is always intimidating, but in reality it is pretty easy after understanding basic concept. Your local library probably has a copy too.

The solder job itself wouldn't be hard - the guy in that vid for instance did a pretty crap job of it and it still worked fine, but you would need a few tools and I wouldn't recommend your nice midi board to be your first solder project. This is literally called hidden valley. Pretty quick at 3 miles but feels secluded and quite beautiful once you get into and not that far out

There are many decent hiking locations outside of Kansas City, a bit of a day-trip to the Ozarks would yield some pretty nice river/wilderness areas that would probably fit your boyfriend's tastes very well.
Additionally, you may also want to consider the money you could save as an incentive for living in Kansas City, the cost of living here is substantially lower than in Seattle.

I feel like it it's a terrible place for Republicans who can't support LGBTQ+ initiatives and other "woke" parts of workplace culture that are just about respecting everyone and truly meaning it so it may or may not be a good place for you to consider. One of the things I love about GitLab is that they're insanely transparent, even to prospective employees. This handbook gives you a good insight into the firm before you even apply. No smoke and mirrors here, they talk the talk and walk the walk and look to recruit others who will do the same.

I used to look at Wunderground, but haven't lately. I have heard it sucks now that it was bought by [Weather.com??]. The other weather sites I love are windy.com (awesome visuals) and darksky.net (seems to be as specific as any site dares to get in a forecast, and is pretty accurate).
My cat was doing the same type of thing (though just on carpet, thankfully) and it ended up being stress. Sometimes she would use the litter box just fine, other times, she would decide to pee in a corner somewhere. A few things you might consider:
Try different litter types. I highly recommend giving Cat Attract a try.
It could be that you don't have enough litter boxes. You should always have one more litter box than you do cats. For instance, we have 2 cats, so we have 3 litter boxes.
Box placement could be an issue. Boxes should be placed away from food/water. Cats are smarter than we give them credit for and, much like humans, don't like to eat in their bathroom (so to speak). Boxes should be spread throughout the house. This can be a bit nasty if you have carpet everywhere, but picking up a plastic chair mat and placing the litter box on that will take care of any particularly nasty bits of litter getting into the carpet.
Another potential issue is territory. Are there other cats or dogs around?
Your cat may have a UTI or have crystals in its urine. This can make peeing painful and can cause an negative connotation with the litter box. This is usually the first thing a vet will check for, so it's worth taking them in and getting a test done.

This May was definitely way hotter than average. The average high in May is 78, it was about 10 degrees hotter than that this year which is significant.

Interurban up north is pretty flat and really popular with cyclists in the metro. You can park at the back of the lot for the Embassy Suites Airport and ride up Congress Ave to Heady Ave, which turns into Interurban. It's long, straight, and mostly flat.

That route is 40 miles (out & back) with a total elevation gain of 900ft. If you turn around at the 10 mile point instead of the 20 mile point, the total elevation gain will be about 400ft. Not sure what "long distance" means for you.
There's also a group that rides every Saturday morning from Life Time Fitness in Lenexa. You don't have to be a gym member. There are 2 groups actually - a faster group (17-18mph) and a slower group (15-16mph) and they ride 20-30 miles every Saturday morning. It's a little hilly, but not like Johnson drive or anything. Total elevation gain with the slower group when I go tends to be around 1100ft.
