Another alternative is a water powered backup pump. They use the municipal drinking water supply to syphon the sump water out. I have one and it pumps just as fast as my electric pump. No need to worry over a battery running down.

How large are the droppings, if they look like raisins or bigger its more likely a rat. Windsor is full of them, I have killed over 20 on my property this year alone and have done extensive things to remove them form my area to no avail.
If you hear them in the wall and you hear what sounds like gnawing its also a rat, mice generally are small enough they dont tear your shit apart.
The issue with using bait stations is they take a while to work and they also might die in your wall. glue boards work well against walls and nooks where they may pass in and out of your house, I had a lot of success with those but then you need to deal with usually a live rat.
Also everyone is gunna give you shit for catch and release but please dont, rats are a major problem and cause millions in damage in our area. Kill them.

A chain lock is actually more secure than most U-Locks. A U-Lock being rigid makes it easier to use tools against.

The fly strips mentioned earlier will work too, but Raid is the fastest way to 'bomb' the whole apartment. Just make sure to clean up the surfaces after.

Depending on how much you enjoy your current psychologist, there are protocols for OCD within the CBT framework (here is one example) that you can ask to use. My hope is that they would be willing to change up the treatment goals and approaches with you. Of course, it would require you to bring up the need for that to change, which is a challenging thing to do. I understand it's sometimes easier to change therapists outright, especially if things aren't going super well -- it's a nice excuse, in a sense.

The city uses an app call "Recycle Coach" (google|apple) that's super useful. You put in your location and it has all the calendars; I have mine set to remind me to put out the trash/recycling at 6pm the night before collection. Here's my no-frills riding with traffic route. I live in the Dougall/Cabana area and used to work downtown. I rode this route all year round with no problems. You pretty much just treat yourself like a very squishy car, signal, use bike lights if it's dark, etc. and stay extra vigilant at intersections. There's no real way of avoiding the mess that the Expressway causes for north-south travel. It's either the Dougall Box mess or train tracks and mall traffic on Howard.

As mentioned, you can lodge noise complaints. I've had success with them in the past with a drunk, loud neighbour. It may take awhile/a history of complaints to get results though. There's even been reports in the media of people going to small claims court over noise and winning, if you want to take it that far.
That said, living in the city, there's always going to be some loud, obnoxious asshole making noise who only thinks of himself. It can be a never ending battle.
Between the student neighbour kid who has to yell everytime he goes to school, the mom who has the car horn enabled for her door locks (why people leave that shit on is beyond me), the guy who likes to idle his truck at 6am every morning even when it's no where near cold outside, to the asshole with the motorcycle who likes to peel around the corner at full throttle ever work day at 7:45. Kind of pricey for a noise machine but it's one of the best purchases I've made, if you don't mind sleeping to the noise of a box fan. It's pure white noise to me. It blocks out the loud motorcycle completely. An ambulance went by once while I was drowsy and I didn't even hear it until it was right in front of my house.
