Call block / Blacklist Pro was / sometimes goes on sale for $.99. Works perfectly for me to block area code spoof calls.
There's apps out there that can do this as well. On Android, I use two apps: Calls Blacklist and Hiya to identify and block numbers. Idk what there is for iOS.
I also have issues with spam calls coming from phone numbers that have both the same NPA (area code) and NXX (exchange) as my number. For example, if my number was
514 867 5309
I would get numbers from 514 867 4564, 514 867 7896, etc. All spoofed of course.
My solution was to install an android app called "Calls Blocklist" which can automatically block calls based on wildcard rules. I have rules for "514867?"
"1514867?" (with country code)
"011514867" (country code and extra numbers from poor number spoofing)
This app with these 3 rules have cut out pretty much all of the crap calls. I was using an app called "Mr. Number" but that stopped working correctly for me when I upgraded to lollipop.
The only downside to this is that it doesn't work if you actually know anyone who has the same NPA NXX as you.

With DND (Do Not Disturb), you can allow only calls from contacts to show (varies by OS version). As far as blocking scammers you can use the Google Phone/Dialer app. It can filter spam - even block numbers too (depending on version).
Certain Android phones natively support this, LG comes to mind. To add, there are apps that can stop calls from numbers beginning with a specified area code.

I used Calls Blacklist for calls like this, except my experience was them using the first 3 digits of my cell number and then a random set of 4 thereafter so my native call filter would see it as a Cell number and let it through. With blacklist you can filter by certain digits within the number so I just blocked those first 3 digits entirely and it blocked everything, so hopefully you can block that 502 portion if that wouldn't bar any normal calls (not sure if that is a pretty common number portion up where you are) . It has an option to block calls that "begins with". You can set +44 & It should block every calls that starts with +44.
I think Calls Black List (https://play.google.com/store/apps/details?id=com.vladlee.easyblacklist) should do the job. It is simple and you can set it to only receive calls and sms from contacts. It really blocks everything without even ringing the phone, also the pro version has password protection if you need it. I've been using it for months on Android 10.

Calls Blacklist worked much better for me. No phone Spam didn't work for me when trying to block wild card items likes "Contains 914-963"
Report it to your carrier. Most carriers have a dedicated Call Investigations team who specialise in investigating the source of such calls and blocking them. Make sure you note down the numbers and timestamps.
Which phone are you using? If you're on an Android, you could use Calls Blacklist to block those numbers - you can block a specific range of numbers and unknown/private numbers - and if that doesn't help you can even use the whitelist mode which allows calls only from your contacts.

When the person calls, he just gets a busy tone, like rejecting the call automatically, you can choose not to be notified, if you wish.
If you are Android user, I recommend Calls Blacklist. It's simple, free and it's working flawlessly for me. You can block chosen numbers, all private, those not in your contacts etc. It should get you covered.

I'm not talking about in Android. I am talking in the Google Voice service itself.
Its not called "whitelisting" and you have to log in to GV on your PC, and go into the "legacy google voice" settings to make it work.
You create a contact group, and you add it to all the contacts you want to allow to ring through, then you set the default "ring to" to "all calls to voicemail", then you set the "ring to" for that group to forward to phone(s) as desired. You don't give out your cell number, you give out the GV number.
I do use a seperate app on the phone for the occasional random spammer that hits my direct cell number - I have it set to block all calls from any number not in my contacts - but they don't even get voicemail, they just get sent to oblivion. It also catches texts too since I use GV for texting any people, I can still see the caught ones but they are silent (I do that since I use the direct cell number as my "recovery number" for my google account)

I've been using this the last couple years. I like it because you can set it to send calls from any number not in your phone book directly to voicemail. I know not everyone can do that, but if you can I highly recommend it. So your phone never makes a sound, but you are notified about the call.

There's a couple things you can do. I would go for the second option, but it's the more thorough/expensive. You haven't mentioned how this person is messaging her, so I'll assume it's SMS
1) Use an app like Call Blocker to whitelist all the contacts in her address book, and turn on sms blocking for everyone else. Although this is limiting in some ways, it's free/cheap (if you get the version of the app without ads) obviously she can't block this individual without blocking others she doesn't know, but you can't be choosy in this fashion.
2) Port her current number to a new phone SIM, and insert into a cheap flip or old smartphone . Get a low cost plan that's voice only, but has a decent amount of forwarding minutes. Get her a new #. Then forward the old number to the new one (once you're done you don't have to charge the flip phone, you can even remove the SIM from it. That way she doesn't have to change her #, but all texts and messaging apps are ignored. I also gives her the ability to start sharing a new number with her actual friends and family, then when it's no longer required of her "more unique personal circumstances" she can migrate to the new number entirely.
-NB- If she's in the type of work or maintains a personal requirement to continue to potentially get into a similar situation, I'd suggest she make a throwaway email address and install Kik on her phone. This is a mature messenger that doesn't need to have any phone number attached and is therefore safe to use with strangers / dubious individuals
For anyone who has an Android that is constantly blowing up with those calls, I recommend checking out this app. It has a setting where you can send any calls not in your contacts directly to voicemail. I used to get 20+ spam calls a day and after a month or so, I maybe get 1 or 2. A lot of the time I don't even leave the app activated anymore, it's great!

All the time for the past year or 2. I use calls blacklist to block all unknown, private or calls from anyone not in my contact list already. It's a tactical nuclear option to block all new callers but not getting woken up 3 times a day when I'm working night shift is worth it.

Been using it for like a year now. You can set it different ways - block private callers, block anyone not in your contacts, block everything. Works for SMS, too.

It's not perfect because from my understanding is not possible to deny a call in Android. They still go to voice mail. But it's a quick way to block lots of numbers. You can export the list and stuff too.

Spammers and scammers usually won't leave a message anyway, they'd have to give you THEIR real number for you to call them back, and they don't want that.

Was it Calls Blacklist? If so you just need to install the previous version before the latest update.
Calls Blacklist works well - you just set your own rules, you can block all numbers with a prefix or block all numbers that's not in your contacts. It doesn't harvest your phone number / contacts like TrueCaller / Hiya etc so it doesn't do any "intelligent" automatic blocking, just set your own rules and you're good to go.
When someone calls your GV number, GV forwards that call to your real cell number. So ALL calls are "to" your real number.
I use GV myself, and I use a whitelist. Only calls from specific contacts are allowed to ring any of my phones, all others go to google voicemail.
I also have an app on the phone that rejects all calls from any number not in my contacts. If they came through GV, GV will give them voicemail. If not, then they just get nothing (I have my carrier voicemail disabled)

This app lets you block all numbers beginning with a certain combination of digits. I had exactly the same problem, and it more or less got rid of it overnight.
Assuming these calls are coming through your cell phone, there are blacklist apps that will automatically send everyone that calls you directly to voicemail unless they're in your contacts. I have an Android phone, and the one I use is called Calls Blacklist. I used to get at least 20 calls a day and since I started sending them directly to VM, I maybe get 2 or 3, if anything.
Works great for me because I don't need to talk to anyone I don't know 99% of the time, and if something comes up, I can temporarily disable the app or they can leave a voicemail if it's enabled. Hope this helps.
There are apps you can use to screen your calls. Some allow you to set wildcards on blacklisted numbers. I set mine so that only people in my contacts can call me. Everyone else gets voicemail. If someone I want to hear from gets sent to voicemail I add them to my contacts. It's a minor inconvenience for the benefit of ridding myself of 5-10 robocalls per day.

There are a number of apps for Android that support call blocking by whitelist or regular expressions. No idea about iPhone, but if there aren't, well, you should've gotten an open device.

Will prevent any foreign numbers from calling you (well.... outside of the +1 country code, anyhow). Seeing as nothing useful comes from outside of Canada for me, I only allow domestic numbers to call. If you want to be even more stringent, it allows you to block by contacts/whitelist contacts only.

I know you said that you'd rather not install another app... But if your Android version does not have a feature to block numbers and your carrier doesn't offer such a feature either, it might be your only option. Assuming you have the caller saved as a contact, you could select "All calls to voicemail", but that means you have to add every spammer, creep or other unsolicited caller to your contact list, which in turn means that the creep can see you in their Whatsapp (if you have Whatsapp installed; or Viber). There are apps for call blocking, for example "Calls Blacklist - Call Blocker". Install it, block the number, done.

I've been using Calls Blacklist for a couple months now.
I have it set to block any call from someone not in my contacts, as opposed to continually adding numbers to a blacklist as they show up. With any call blacklister, trying to keep up with the blacklist is a game of whack-a-mole because the numbers used change so often.
I did try to go the add-each-number route at first, but I had fifty something numbers on the list and decided enough was enough.

This application here (and the free version I've linked) allow you to whitelist or blacklist phone numbers; the important bit here is that it allows you to use what's known as a wildcard, so it can match anything following a pattern. It may just push them to your answering machine, but no matter, as they don't leave messages due to how their little scam works.
Now, I don't know what your deal is regarding who you call, but for myself, I only get and receive useful calls from inside North America.
So, what you do to establish this situation is the following:
Done. Now only phone numbers that originate from within North America will be able to reach you. It's not 100%, as some spoof a number in NA, but I've basically stopped getting any of these spam calls.
Now, say you do actually have any sort of useful connection with anything outside of NA, try this instead:
Note however this will prevent receiving calls from these countries. If you need this option open.... I'm afraid the solution is between you and whatever God you may pray to.

Calls Blacklist has an option to block all calls and SMS messages. It will send calls to voicemail so it's not perfect.
AntiNuisance doesn't have a block all calls and SMS option, but you could set it to block non-contacts. It has an option to hang up the call.
Root Call SMS Manager (doesn't need root) is very powerful but hard to use. It will dismiss missed call and text notifications. It has a version available for side-load that lets you keep your default SMS app instead of setting it as the SMS app. The Play Store version can't do this as Google no longer allows non-default apps to access SMS messages. I don't think this is something you care about, but just wanted to list it as an option.
