I would download software to control the fan curve if you aren’t already. I use ASUS GPU Tweak II with my 1060. On the “silent” preset, while gaming, my temps usually sit around 60-65 but you cannot hear the fans at all (hence, silent). I made a custom overclocked preset which hovers around 55 degrees while gaming, but the fans on the GPU sounds like a fucking jet is about to take off.
Here's what I use https://www.asus.com/us/site/graphics-cards/gpu-tweak-ii/. My 2080 was pulled from an HP Omen and it has extremely conservative fan profile in the bios so it throttles when it gets too hot. Using a more aggressive cooling profile keeps it from ever getting hot enough to throttle.
But yes, by default PSU, case fans, GPU, and some CPU fans don't spin until they hit a certain temp.
Well, if its a temp checking software... you need to switch it off. But I guess you would know if you installed something like that (usualy an overclocking tool) I am not sure if the tool that tells you about it, causes stuff like this itself. Haha.
You could try if you feel that effect still, if that tool (that tells you about the timings) is off. And you can try to switch off something in the steamVR settings that is called "perf heuristic" to inactive (it checks if the system is dropping frames or not. Question is, if this checking is in itself bad or not. I dont know.
If its caused by anything running in the background... and nothing else helps... uh...

Its an overclocking tool and will cause frame drops if it runs in the background like any other.... but it has a function called "Gaming booster" that kills background processes (by default, it shuts down steamVR if its running, so do it before you start steamVR lol). Just switch the tool off when you start playing.
Have you downloaded Asus GPU Tweak 2 ? (not sure if it's compatible with the TI version of the 1070).
Create a custom fan profile to keep the card under 60C.
My hit registration is fine, depending how laggy I am.
I reckon packetloss is your issue, make sure you watch your bullet count, if it's dropping, log out and log in and see if the number hasn't gone back up. If the bullets have gone back up, you're not actually shooting them.
It's possible there's a problem, there used to be a problem firing arrows back before BwC where the arrow would fire, but cause no damage, but this was a long time ago.

As for your software, https://www.asus.com/us/site/graphics-cards/gpu-tweak-ii/ is not required to play games, it's bloatware in my opinion. People with 1070's and 1080's have suffered from lag on this game, and will do so in the future as it's not 100% optimized, that tool will not help you gain many more frames worth noting.
Turn the tool off when playing Just Survive from the start, see if anythings different.
As for DaemonTools, why do you need this to play Just Survive?
You just need to download and install ASUS's GPU-Tweak II software.
It includes the switch for gaming mode, and also allows you to manually overclock if you wish.
Download gpu-z, choose mx350 at bottom, and go to advanced>temperature limit and check if our current limit is equal to your maximum value. If current is lower than maximum, some people managed to set it to maximum by using asus gpu tweak 2. You can find videos about how to increase temp limit. In short, download asus tweak, choose professional mode, and increase GPU temp target slider. Beware, increasing max temperature may cause temperature related problems in future.
asus makes a version of gpu tweak for their computers, not sure if that works with ryzen don't see why it wouldn't, but it allows you to change power settings on the card.

For an asus card, download GPU Tweak 2 which is what i use to configure my asus gpu settings. Its very useful, and might be able to help you fix your problem. Here is the asus website link to it.
Seems it may no be available for 5700 cards sadly, but you can see it in the corner here, "Always 3D clock".

As far as that psu, a quick google search shows others with the same and other complaints about that psu. If you're still within the return window, you might consider getting something else.
I'm a little baffled regarding the gpu, however. Asus has their own gpu control software but I've never used it, might be worth a look.
The small distance to the video card should not be a problem.

Because of this data and my experience with an Asus graphics card which is very quiet (even under full load) I would recommend an Asus graphics card, also offers Asus a program for overclocking the graphics card.

Found a fix, I know it's rather late but I hope this works for you.
I've got a GL504GW as well.
The CPU fan was on high (7k rpm) in the BIOS and Win10. Running a game would eventually quiet it down.
Armoury Crate's fan settings also didn't to work. It didn't matter whether Windows / Silent / Balanced / etc., the fan never responded.
I updated all my drivers, the BIOS, etc.
The CGPU fan completely disappeared from Armoury Crate.

I got rid of Armoury Crate and the service and the issue completely disappeared.
The GPU fan info doesn't appear in Armoury Crate but it's accessible, as are changes to the settings, in GPU Tweak.
Also, if you are having the keyboard lighting settings not staying, make sure that the sync setting in Armoury Crate is disabled.

save you a ton of time, try Asus Tweaker tool. I use batchfiles, like you, on NV inspector and Asus tweak tool to set fan speed/temp targets. It works on 13 GPU rigs. Just Set your temp target on ASUS tweaker tool like MSI afterburner, apply (make sure to sync) then run your batchfiles.
Yeah, default fan control for these cards are shitty -- I have a STRIX 1080 and I always use Asus's GPU Tweak to monitor and set curves. MSI afterburner will work fine too... Without it, the temp always goes higher than I like with the built in fan control. Using the software, I usually run low 60's in really gpu heavy games like Witcher 3 on my 1440 monitor. (also, I maintain these temps using gsync and 144hz, so I think you should be able to with the TI, no problem)
That should really help you out. Fan wise, make sure you have air coming in from the front and exhausting from the top or back. If you're looking for upgrade paths, you might consider some higher flow intake fans to maintain positive case pressure and keep the air flowing well.
I went through similar issues today, I also have a 1060. Remove any of the default programs that come with the GPU like GPU Tweak2, Asus Aura etc, then reinstall.
