Some versions of windows do have "safe" defaults for some networking settings that can hamper speeds on high-latency connections (mostly satellite internet), lines with high packet loss, or speeds higher or lower than expected.
TCP Optimizer can tweak these settings quickly, or provide an easy way to do a manual override.
Using this program I have had success in getting a computer that was incredibly slow internet wise of course going the speed it should, on the slider up top just set it to your speed click optimal on the radio button on the bottom and apply. I cannot guarantee anything of course i hope it does something though
Easier if you just use this: http://www.speedguide.net/downloads.php. Run it as admin.
Go to the MTU tab, on the lower left select largest MTU. It will calculate the value for you.
Once that's done, go the the general settings, from the lower right select Optimal then set the MTU that you got if it doesn't do it automatically. Make sure you select the correct adapter.

Make sure your ports are forwarded if you are using a router. Do not use the default port 6881 or whatever. Use something like 45678.
You can choose not to ask for encryption on incoming connections "Allow incoming legacy connections".

Now, pick up the uTorrent compatible trackers and add these to uTorrent.
Peer Exchange is the best way to get more peers, and the latest versions of uTorrent have it enabled.

Yea from the looks of the problems you have described, it seems to be a latency issue. 300 ping is actually quite bad, I've seen people with 200-300 ping have very delayed reactions or even teleporting. Try using WLAN Optimizer if using a wireless connection or TCP Optimizer if not to improve your connection.
If you are also having FPS problems try looking up an FPS config which involves editing SMNC's graphics settings via editing UnrealEngine3's INI files.

If I may humbly offer some thoughts.
Encrypted VPNs can be used to bypass potential throttling issues on the ISP's end. They see it as just a stream of data and their throttling software tends to ignore that completely since they DO NOT want to slow down someone's banking or online shopping.
OpenVPN providers generally provide free time-limited trials without bandwidth restrictions during that time. Good for testing purposes.
I would recommend some myself but that might be seen as 'advertising' so I will refrain.

TCP Optimizer does the same stuff as the various WoW-related 'nagling' tweakers but in a safer, more comprehensive, reversible, and far more informative/transparent manner.
Talk with other people in your area to find out if you are all struggling to get decent internet.
If you are then you have found allies in the search for better internet and if you aren't then you may have found an option for better internet than you can also get.
And to survive until you get better internet I suggest using Firefox with uBlock Origin to block ads and SkyZIP to compress the connection so you can browse much faster (well .. much less slow anyways)
I use the same browser and addons on my android phone to browse faster and reduce my mobile data usage.

I remember from my dialup days (decades ago) that correctly setting the MTU size can give you a big increase in dialup performance.
Try starting with a dns cache flush. Run a cmd prompt as administrator and type "ipconfig /flushdns". Failing that you could look at your proxy settings. If you don't use a proxy, make sure one is not set. Next try TCP Optimiser from SpeedGuide.net
This all assumes you a running a version winduhs.

Secondly check out this. It may help you a bit. Read about this soft on speed guide site. If you're at least a bit keen on computers you can play with the settings a bit , if not just use the optimal settings. Also you can always restore this to normal settings.

I've played Smite for few months now but played only 2-3? league matches in the season 1. Maybe I'll start playing ranked games in some time. Now I'm happy with casuals and premades with my aswesome clan :)
Check for a driver update anyway. Windows uses generic drivers and it could be that since the adapter works, Windows doesn't register the driver should be updated.
If the driver is up-to-date, you could try configuring the settings with the program TCPOptimizer. First, use the Speedtest.net website to check your download and upload speeds. Use the download speed as input in TCPOptimizer, and then select "Optimal" as the preferred setting. Then click "OK" and reboot to apply the new setting.
Is it the game dropping frames or are you rubberbanding slightly? This game hates any kind of ping jitter so I'm usually boing boing all over the place at peak contention.
Could try using TCP Optimizer and setting it to modify all adapters then select optimized settings and apply.
If you're on windows 7 you could always try finding the csgo.exe and setting its compatibility options (right click>properties) to disable visual themes and desktop composition.
lol... uhhh, no. Actually, I've kind of stopped playing because of it. Sad really. If you look up my Dota2 profile (jiggajonson) i've logged more than 1,000 hours playing that game. I WANT to play but I've been playing Smite instead.

After everything I tried, I can play with relative smoothness now, but ---dude, the first time I died because of a lag hiccup again I was like "Okay, fuck this" and went off in search of another game. Give smite a try. :-p
Cable networks are typically shared lines. I used to have Comcast in my apartment, but instead of 20 Mb/s, I typically maxed out at 4 Mb/s. The line was shared by dozens or hundreds of apartments. I switched to DSL, and it was better.
That said, you might have Spyware messing with your line -- perhaps you're part of a Botnet?

Thing is it won't fix your internet. Internet working off and on is not fixable with registry keys.
It's most likely on their end... Things you can do : download, burn, boot a linux live cd, test, doesn't work ?... not your XP's fault.
You could try the freeware program, TCP Optimizer. It tweaks some network settings so that your connection will be optimized. If it doesn't work, you can go back to a saved configuration, or just default all your connections across the board. Truth be told, I use this, and don't really notice any big difference.
If you use Firefox, you can also try the Fasterfox add-on. Same deal, it tweaks various settings, allows a return to Default, and I also use this. I DO notice a difference with this add-on, as it does open more paths to servers.
Last, and maybe least, you might want to Google "half-open connections Windows 7", and see if there's anything interesting there.
In my experience, wired has ALWAYS been more stable, and faster, than wireless. However, I can and do build most of my own cables, and I'm a network engineer.
TCP optimizer is really helpful, especially on dialup connections.
It's also a good idea to install adblock plus so you don't have to waste time download advertisements.
No difference in FPS, PING or RTT but did decrease VRAM by around 60mb. Not really a game-changer since it sits around 50-60% of total VRAM in general.

Well its only a problem if you change windows default tcp setting by any sort of internet optimization apps. If you did it may affect your client hit detection. By going back to default you cancel any mess they did to your upd setting they did to your system. You can use tcp optimizer to goback to default http://www.speedguide.net/downloads.php. you should set your download speed on the app to your own . And if you are on default you can try the optimazed option. maybe that will do good for you.
Another client hit detection lag can be caused by ddos attack protection on you router if you have this option. And even nat option should be open for this game .. I myself even put dms server cause off my countrey setting.

Lets get the cable out of the way. Use the same cable you use to connect your pc to connect your laptop. Green light? Then its not the cable.
Go to your motherboard manufacturer's website and download drivers for your Ethernet controller (network card). Sometimes you can find newer drivers for that controller directly from the realtek site. Or use this utility.
Drivers all up to date and this is still happening? I don't want to rule out the router because you get full speed with direct modem connection on the same network card and the router gives full network speed to the laptop.
Now, a new network card will probably solve the issue. But it won't solve the problem. I believe there is a misconfiguration. It could be done within your antivirus, firewall, netlimiter, LanOptimizer, or router.
I'll assume it is not the router as you would need to specifically configure it to be annoying like that. My motherboard ships with LanOptimizer utlity and that could limit it. Some security software has this as well. Exit both of those. Another person dropped this link in the thread, that could be a solution. Try SG TCP Optimizer for connection issues. If that doesn't work, definitely switch cable companies. And if you want things to load quickly, buy a samsung 850 SSD and 16GB of RAM. There's a deal for GSKill ripjaws today 16GB for $70. If you happen to be playing GTAV on a laptop, this post would make a lot more sense.
You can actually increase performance via tweaks on the user end.
This only gets your speed upto your ISPs rated connection.
Its generally only an issue for high bandwidth high latency networks. As in outside of the defaults that Windows has been tuned for.

If you have a modern ISP in a developed country, then doing this will not really help you because most ISPs should already have all these settings set to push on their side to yours and vise versa.

You can try TCPOptimizer from Speedguide to get the best settings.
Look at the hosts file (C:\Windows\System32\drivers\etc) to make sure there isn't something there causing the issue.
Also take a look at the Nirsoft Network tools, such as HTTPNetworkSniffer. They will let you see what's being passed to/from the PC.

I'm still not a big fan of Wifi, but I was doing some testing yesterday, and found the freeware program TCPOptimizer made my speeds 10x faster. I was rather surprised.

You can tweak your wireless or ethernet card using a tool called Tcp optimizer. And there are other speed test sites that will help you find the tweak you need....find the tool @
Dial-up is painful. You mentioned that you could do it with tethering your cellphone. That would be a faaar superior experience depending on the quality of your cell service. If WoW is the only program using bandwidth you won't be able to really cut done on any connections and such. Times were your ping is over 3 or 4 seconds are going to happen, 56k is tiny compared to what you need for a smooth experience.
But as far as recommendations, don't use any addon's that use bandwidth (Recount, etc) and use TCP optimizer
