For anybody who wasn't previously aware a new UT was available (like me), this is what you have to do to play.
Yes, it's still in pre-alpha, but there are quite a few playable maps already and I've had no difficulty finding people to play with in my area.
Go here, click on 'Get UT' in the top right and they'll ask you to register, after that you can download the client.

I'm a complete beginner but I have been playing this for the past month. There was a small competition last week that can give you a pretty good idea of the state of the game (VOD here, the final with dylan vs aco is insane).
Some minor things you should know or may find interesting:
It's a pre-alpha, and at the current rate the developers expect to reach alpha state in a month or two and beta by the end of the year.
Don't use the main menu quick game option, it will make you play with bots. Instead, use the "find a game" option, get on a populated "hub" and jump in a game from here.
There is a very good ingame tutorial to learn all the basics of movements and weapons. There are also great video tutorials made by /u/Zaccubus which, as a not very good FPS player, I found extremely helpful. You can find them on his youtube channel, and some other ones here.
The EU servers are populated every evening with about 100 players I'd say (I have no stats, just eyeballing from what I can see in the hubs). I don't know about US. I usually have no issue with finding a game, but I see the same players very often.
There are some extremely skilled players, but they usually stick to duels, CTF, and other competitive game modes. I'm a beginner and although I still get stomped from time to time, deathmatch and other casual game modes are fairly beginner friendly. Some games are lvl restricted for beginners.
Most maps are not textured yet, but the few that are are really gorgeous!
The performance on it is great. There really is no reason not to download it. Probably the most polished Alpha I ever played.
I am getting stable 144fps 1080p on an overclocked 2600k with an R9 390 on Outpost.

I've written all this in multiple threads across Reddit people still keep asking, so I made a video turns out most people found it useful besides the occasion complaints. Videos are generally better of putting a point to many people.
Ark: Survival Evolved uses it. It is still in early access but amazing.
Unreal Tournament also uses UE4 but it is pre-alpha and doesn't have finished graphics or anything.
I think this game is still quite popular, so likely yes. They still have LAN tournaments for it as well.
As an alternative, if you haven't checked out the new UT, you've GOT to. It's so well made. And there's a Halloween event going on right now. Plus, the game is totally free in it's current state.

I don't really see it. Movement looks really slow, every encounter is at short distances and the enemies are fairly big targets, which is basically the opposite of what the classic arena shooters are like. It almost looks like it was designed to make enemies really easy to hit, just so it can be played on consoles with a controller.
I don't know, maybe it's just those players that make it look bad, but I'm still not very optimistic for this game. The new Unreal Tournament already plays far better than what this video shows, so if you're on PC and want to get that arena shooter experience, you might as well go play UT. UT is gaining steam and comes out with a new build about every 2 weeks. More maps are being polished up and the player base is on the rise. If you're looking for a duel you can normally find one, or find someone willing to drop out of a game for a one.
QL is still as it was. You can more or less always find a game.

Not true at all unless you are gaming on a PC out of the late 90's. Unreal Engine 4 is actually very well optimized. Try out the new Unreal Tournament and see for yourself. Or watch the various real time rendering examples on youtube. I have a fairly modest machine from 2011 that runs it at 60+ fps easily.

The new Unreal Tournament is in a free pre-alpha, and it's going to be free to play when it's released. It's pretty active, for now, and while the UI is kind of ugly and there are still some issues, the gameplay is still amazing. Link here.

This is my problem with recent games trying to "bring back arena FPSs". They all look like carbon copies of the originals. Maybe there's 5 values rebalanced that a hardcore veteran player would notice but otherwise? Reflex is Quake III. Toxikk is Unreal Tournament. Now Midair is Tribes 1. And for the new Unreal Tournament they didn't even bother to come up with a new title, it's UT99 with better graphics.
Those games were great fun when I played them in the late 90s. They still are, problem is just that nobody plays them anymore or rather, most people grew tired and moved on. How would you revive that scene by copying them 1:1?
Another way to look at it: If we want the "arena FPS" genre, Tribes, Quake and Unreal Tournament are entirely different flavors of basically the same base concept. Different sizes of maps, movement, game modes, gimmicks. If this genre was supposed to blow up, we'd need something new within that genre. Kinda what MOBAs did to RTS games. And we already have that. TF2, CoD, Battlefield... So, what's so special about these late 90s games except for being the first in the genre? What's the point in just recreating them in a modern engine? What we need is fresh gameplay.

Here are the items you can still earn during Pre-Alpha season.
You earn progression unlocks at certain levels, and you level up by playing and earning XP. (You should play online, on populated servers to earn XP the fastest.) You can also earn challenge unlocks for getting certain numbers of stars in Offline Challenges. There's also a skin unlocked for completing training.
During the Halloween event there were other items you could unlock but those aren't attainable anymore.
While I can't give much help on this topic, I would like to point out that Unreal Tournament is currently getting a free to play sequel as of right now. It is still VERY early on in its development, but it might be worth a shot to try out and see how you like the basic combat. Go download Unreal Tournament and see what settings are comfortable. SFV is running on the same engine. You might be able to run 720p pretty decently, depending on settings (no AA, low settings, etc.).
I read a post on this subreddit talking about playing the current alpha of Unreal Tournament 2015. It's said that may be the closest gameplay to Overwatch you can find nowadays. Of course, you may also want to play some TF2 as it is also close to OW.

EDIT: Some of the maps are unfinished, texture and tesselation-wise, but they're still fun.

Also, for anyone dealing with depression or wanting to help, check out http://itskoko.com/. It's an app that helps you reframe your daily challenges/hardships and will re-wire your brain to be positive, which can be very hard to do when you are depressed.
I've played both games competitive some years ago and stopped in 2009, if you are interested in multiplayer in the slightest, you should not bother with UT3. It was pretty dead back then, i really doubt that changed since. And even for singleplayer i think UT2004 just has more content. Not even comparing the amount of mods, maps and whatnot.
It also for me has a cleaner and more pleasant art style, but that's personal opinion.
There's also the new Unreal Tournament, that's still in alpha but playable for free for everyone. Sure, the content can't compete with both games you've mentioned, but you can't beat the price of free.
If you really just want some mindless singleplayer or coop shooting, you should take a look at the Serious Sam series aswell.
tl;dr: Check out the new Unreal Tournament, and if you want to spend money, get UT2004 and Serious Sam 3 or one of the HD encounters.

The fact that the source code is open is an enormous advantage. Imagine if we all had the source code to Counter Strike or LoL. No need to wait for Valve to give us a decent spectator mode for tournaments and no need to wait for modders to put in a feature that we all want to try out. With open code, Unreal Tournament has a chance to become an enormous force in esports.
This is exciting not just because Unreal has the potential to be the next huge esport, but it has the potential to completely change the industry. Having all major competitive games be open source would be an enormous step in the right direction, at least from an esports point of view.
Just imagine if ESL could develop their own branch of Unreal Tournament specifically designed so that the spectator aspects of the game work exactly how they want to for the stream. We could have UI hooks where whenever a player is killed, a custom graphic appears on screen. That's basically impossible in a closed source game, but an open source game allows any custom code to be run in-game to improve the spectator/streaming aspect of the game.
You might wanna look at the new Unreal Tournament that's currently in Alpha and being co-developed by the community. I have faith that it'll turn out well and then the player base should just keep on growing.
I would say go to the original Steam 4-player co-op FPS experience: Left 4 Dead. Preferably the second, as you have access to the first game's heists in there, but with the sequel's improvements. Its usually on sale thanks to being a Valve game.
If that is not your thing, you did mention Killing Floor, another fun co-op game. TF2's Mann vs. Machine mode is also fun, but you would need to grind for some good guns if you somehow have not ever played that before.
There is also always GMod's TTT, a fun whodunit style game. It takes a bit to grasp it, but once you get the hang of it, its fun and addictive.
As for non-steam, I have 2 recommendations. The first is Unreal Tournament 4. This is the next installment of one of my favourite run and gun deathmatches. It is in pre-alpha, but it is still very playable and very fun.
My second non-steam suggestion requires going back in time a bit to the days of DOOM, the grandfather of the FPS. Now come back to the present, and check out Zandronum, the sourceport that allows you to play the classic game that popularized the genre, but updated to have features like the ability to look up and down, play online globally, and jumping, as well as a slew of new gamemodes in addition to the classic deathmatch. Plus, it is easily moddable, so there are so many more modes available. If you want a list of some of my favourites gamemodes, both solo and multiplayer, I would be more than happy to provide.
The game will still be playable when the Season ends!
As far as I know when the season ends season-exclusive unlocks will no longer be un-lockable via progression and your stats and progression gained during the season will be 'locked'. When the next season starts there will be new unlocks and you start anew with regards to progression whilst keeping all your unlocks from the previous season.
I don't believe it's been confirmed if this is limited to XP progression or if it includes offline challenges too.

Right here, There is a free alpha for download, there's about 9 weapons implemented, loads of maps, though only about 3 are actually polished maps, the rest are just bad looking, but still playable. There are enough people to almost always be able to find a match. It's pretty good right now.
honestly if you really want to get good at PC fps, ignore people telling you to play CS, BF or COD.
Go download the new unreal tournament 4 open (alpha/beta), and start there. Once you are not dead last in kills anymore you're probably better at FPS then 50% of the PC gaming FPSers. Once you regularly get top three you're in the 5%

Part of the original team is currently making a new version of unreal tournament.... And it's magical.
They have full community support, and have even reached out to some of the original mod makers from UT99 GOTY edition to develop mods for the remade version.
the game is sitting in pre-alpha right now, I have been following/playing for the past 6 or so months and I have to say that even in the last 6 months the amount of nostalgia and fun I've had (with the loyal and growing community) is off the charts.

For those that might be unaware, Unreal Tournament was released for FREE when they put out the new Unreal Engine (also for FREE*) Download it here. Its "pre-alpha" but if you miss the old days of Quake, Unreal, and Halo being the standards, its a hell of a lot of fun. Zero grind, powerup based arena shooting.
Unreal Tournament. It's well known, although not many people play it anymore. The newest one is free, and fucking amazing if you don't want to play onslaught, they'll add it but they haven't yet I think, although people still play UT2004 just to play onslaught.
Naturally. I doubt there'll ever be actual perfection. But when one thing is focussed on so hard, it comes ot a lot better than games that try to do multiple things well. You can see that in a lot of games. The thing about UT4 is that it hasn't come out yet. Nobody hears about it because it's still pre-alpha. TB said that because everyone can play it (over here if you're interested) he was fine with talking about it.
I'll confess I worded it poorly, but it's pretty much undeniable that CoD is a much easier to learn game than CS:GO or UT4. I'm also really surprised about your thoughts on CS. The mechanics are very difficult, but allow incredible control to those that master them. I really like that idea that the more you learn your weapon, the more effective it is. There's the obvious recoil patterns- predictable and counterable. And there's the idea that the more expensive the weapon, the more damage to the body it does. With pistols you have to get really tough headshots or you die. With the rifles you fire faster and for more damage, and can afford an easier kill.
I'm not saying BO3 is a bad game or anything. I don't even know why I'm comparing it to CS really cuz that game out 80 years ago, but I just don't see it touching the top levels. It's a really fun kinda casual game that you can jump into randomly. The way I see it there's two sides to the FPS genre- The 'tactical' side (CoD, Battlefield, CS:GO, etc) and the 'arena' side (Unreal, Quake, Reflex, etc). I'd say BO3 is the tactical version of TF2. Now I love TF2 to bits, really, I love it way too much and got to a crazy high level of play that most people don't consider exists (or don't consider legit lol) and it's totally possible to do that in a more casual, open game. There's a competitive scene in TF2. But I'd argue that Quake (which I dislike) is still a much better game mechanically than TF2.
Epic Games even gave out DLC for free back in the day, both for UT2k3 and ut2k4 - then again, they're releasing Unreal Tournament (new game, not ut99) for free as well, so they're just the nicest company out there atm.

I got it running on my A6-3400m laptop with 4 GB RAM at 30 FPS oat 1366x768 on all low with very bad rendering (like 30% or something).
On the other hand I get almost a constant 60 on max settings at 900p on the desktop in my flair.
Unreal Tournament is a comparable title, there's a new one being openly developed right now. Though I'm personally waiting for them to add vehicles and vehicle CTF into the game, regular CTF is already in the game and there are some good maps for it.
I might be wrong but as stated here they said it would be available until the conclusion of the pre-alpha season in late October. However the launcher states we are still in pre-alpha ( right? )
You talking about the new free one or a different one? I've been playing the free one even though it's in alpha/beta stage. It's actually quite good. Most of the levels aren't textured yet, but you can still play them. It's a throwback to the original and I'm looking forward to the completed product.
CS:GO - You'll get a great amount of hours out of it for only 14 bucks.
Two free games I can also recommend are Dota 2, and Unreal Tournament 4.

It will be a while as Unreal Engine 4 just recently got experimental support in the preview version 4.9 of UE4. Other game engines are likely in the same state. AAA games may take even longer as incorporating it into a long development process after targeting DX11 could be difficult.
You may want to follow the progress of Unreal Tournament Pre-Alpha as it may be the first gaming experience with it. https://www.unrealtournament.com/blog/ I'm not sure if it currently has DX12 support, but I remember hearing it was tested in the past so it can't be far off. Just keep in mind it is a crowd-sourced beta but anyone can jump in and try it.

Warframe is a free to play 3rd person co-op shooter that didn't cost $500 million to make like Destiny. Also unlike Destiny, new content is free. You can buy new weapons and warframes with real money, or grind for resources and blueprints to make them. There's also a Starfox mode where you fly around in space and blow things up.
Marvel Heroes 2015 is an isometric ARPG like Diablo. Each character class is a different Marvel character, and right now there are 48 playable characters. You can buy new characters with real money, or use an in-game currency called Eternity Splinters that have an average drop rate of one every 8 minutes. Don't confuse Marvel Heroes with the Hyperscan version that came out in 2006.
Unreal Tournament is currently in open Alpha and is completely free, not "Free To Play", for players and server owners. It's a first person arena shooter with very fast movement. It's being developed by Epic Games.
