Yep. If you're looking for a larger stylus for longer writing/drawing sessions, the Staedtler Digital Pencil ($15) works great. Also, with either this or the included stylus, Squid is amazing. Zero lag.
For those with a stylus, Squid is a great note taking app, and, unlike S Note, it is vector based, so the exported PDF file won't be a blurry mess.

Just search Squid on the play store it should be the first one. The images don't do it justice, but it does have infinite pages lined, gridded, or blank. Or if you don't want infinite you can have a set size. It uses vector graphics so it wont pixelate when you zoom in.
I used this extensively in university and still do in my day to day life to take notes, write ideas (and expand on them).

This is how S-Pen aware applications are acting anyway. Or to be precise, either they know that you are using a S-Pen including device, they wait until you start using the S-Pen to switch off finger input (Evernote for example does this) or they give the user the option exactly like described above (most drawing apps like Art Flow or Sketchbook but also handwriting notes apps like Squid). So this is not new at all.
The same with using the S-Pen and your finger at the same time. While technically the S-Pen layer (using Wacom tech) is a separate device from the touchscreen there was never anything preventing developers to access both at the same time (actually that seems to be the default behavior for apps). Basically all drawing apps still allow you (sometimes deactivateable) to zoom and pan the canvas with your fingers and many notes apps (Squid even has this on top of its feature list on its Play Store Page) also allow you to use your finger as an eraser, just like described above.
Whoever wrote this either interpreted this patent completely wrong, the actual improvement is not about the user experience but the technically handling or this is a nonsense patent.

I can't really say why I like it over any other note-taking apps. Papyrus was just the first one I started using when I got my Note 4 and I had no reason to explore alternatives.

I take screenshots with my phone, open them up in Papyrus, write/highlight on them with my stylus, and them upload them onto my reddit app.
I own the Tab S3. I bought it because I was enamored with the pen input, and the high quality 4:3 aspect ratio screen.
If you are only taking notes, the Tab S3 will do perfectly. It is snappy and will run all the apps you need.
I strongly recommend you do not buy the type cover. Its garbage. Get a good bluetooth keyboard instead.
You probably won't end up taking notes with the stylus, but if you want to try it, my favorite app for pen input is called squid. You can unlock all the premium features for something like $1/month.
If you want to keep these notes long-term, it is worth putting them in evernote or in google docs. It is important to export them to pdf from time to time, as these web based applications may become unavailable in the future. Both google and evernote have archival export options that let you download all of your data.
Performance on the tablet is snappy, even if you fill it with junk apps (like I tend to do.) The sound and video are gorgeous, and the battery life is absolutely stellar (I get 6-10 hours, depending on what I'm up to. Standby is probably 3-5 days).
I can't really speak for the Tab A, other than it is inferior in every way. Some users may prefer the wide-screen aspect ratio for its multi-tasking capability, but I don't think that sells it. Even for what you save, I'd still say the S3 is the better option.
Shout out for Squid! After trying s note, one note and squid on previous note devices (Note 2 phone, Note 10.5 2016 tablet) Squid won. I am still using Samsung notes on the note 9 because I am addicted to the screen off memo but Squid is better in all other ways.

There is an app called Squid that looks like a good candidate for simple cyoa making. It has a shape feature, can set page size instead of infinite scrolling. Can insert pdfs/images/text from other documents and more. Perhaps that will do the job better then the purely visual editors I listed below.

Squid I bought it when it was called Papyrus, been a great app to me. It has some in app purchases for various things like advanced types of paper, but out of the box it has everything most people would need.
I've been using Squid/Papyrus but mostly because I already had it and it works really well with the stylus on my Note 3 (I took almost all of my college notes in it one semester).
Pen is supported with button and pressure, and can be used to navigate like a finger or draw in apps like Squid, but none of the convenience tools by Samsung exist.

For the non-apple ecosystem: I use a Samsung Galaxy Tab A with an S pen. For a white board app, I use Squid which exports to PDF and other image formats so that I can post the notes after class. I use the Connect app (part of Windows 10) to mirror the tablet on my PC and share my screen with my class.
I have used a wacom tablet in the past, which runs about $80. It's more awkward, but I found that it worked fine once I developed the required hand-eye coordination.
Since you're on Android.... I don't see why people are recommending iOS applications.

Xodo is more viewing centric. It's my favorite pdf viewer from any platform ever.
Squid can do this. If you import a PDF, each page becomes a page in a new note. You can annotate the pages and insert new ones as you go. Works well with the S Pen as well.

I use SquidSquid as my go to Spend note app. I use it to markup PDFs, images, etc. I also use it if I need to sign something and send it back to someone. It's a $1/month subscription.
I like Squid. It's free and works pretty well. The premium features are nice, but certainly not necessary to get. It's generally better with a stylus, but last time I checked you didn't need one.
Most of my stuff is synced/saved to Google Drive. On my phone, that's good for quick notes and such. For my main writing, I enjoy yWriter over Scrivener. Don't get me wrong, Scrivener is great, but it's just too much for me. For outlining, I use a combination of pen&paper and OneNote. OneNote is great, especially since I already use it for school. I also have a Surface Pro 3 that lets me hand write notes - I find I can organize my writing better when I'm jotting the ideas down.
For your phone, I don't know if it will work, but when I had a Samsung Tablet before the Surface, I tried both Squid and Lecture Notes. I was partial to Lecture Notes, but it might have changed in the past 2 years.
Squid coupled with S-Pen Launcher. Samsung did some great stuff, but I always hated S-Note and didn't like the removal of the stand-alone Action Memo so I jumped ship entirely from Samsung writing apps and this iteration didn't woo me back.
I use Squid for taking notes on my Samsung Note 10.1 (2014) tablet and my Note 4.

The S pen is surprisingly useful once you get into the habit of whipping it out. I thought it was just another dumb gimmick when I first bought the phone, but I use it constantly.
I use it to write shit down while I'm talking on the phone almost every day. Another really useful feature is the ability to take notes without unlocking the phone. It's nice because you can just take the phone out of your pocket, pull the pen out, write something and save it without having to enter your passcode or do your unlock pattern.
S Note is Samsung's notetaking app that comes with the phone. It's decent, but leaves a lot to be desired. They've put so much work into making the S pen kick ass all over the phone but S Note is just a bland app, I think they keep it as barebones as possible because they want to make sure people who aren't tech savvy can pick it up and use it with relative ease, which makes sense.
If you think you'd find use in a more customizeable, feature-full notetaking app, go with Squid.

If you decide to stick with a stock rom, you're definitely going to want to remove whatever bloat that comes with it. You can find a list of all the apps that are safe to remove by searching bloatware on this sub or XDA. there's plenty guides, and it will be really easy to do with root.
On the camera app that comes with the phone, there is a setting that lets you take a picture by pressing one of the volume buttons. Some much easier to get a clear shot this way. Your dick pic game will be on point.
Pull down on The Notification Bar with Two fingers to show all of the Quick Settings!!!!!!!!!!!!!!!!!!! Cick on the chode pencil at the top right to Edit the order in which the appear. Hold down on any Quick Setting to quickly access the Settings of that particular Quick Setting
Find Multi-Window On the Quick Settings Panel, Make sure it is turned ON, then hold down on the icon to view the 2 different Multi-Window "Modes:" Split Screen View and Pop-up View. These are super useful features that you should familiarize yourself with.

One of the reasons I like to bring this app up is because after discovering it randomly, I decided to check out some other animation apps on the Playstore and they are all shit. If I was a dev of any other animation app on the the Playstore and then one day came across this one, I would kill myself out of shame. There is absolutely no comparison

I loved Squid. I also loved MyScript Stylus back when it existed.
I've got an Acer R11 with a basic capacitive touchscreen. I use a BoxWave active stylus which I love; you have to charge it, but for that you get a fine-point pen and no plastic circle thingy.
App-wise, I use Android apps on my R11:

INKredible PRO - document markup, general mucking about. I really like the stylized wet brush in this app.
Bamboo Paper - my favourite for drawing
And, on a bit of a different vein, Draw Cartoons 2 for vector-based animation. Kinda cool. But, I'm crap at it.

Personally, I recommend Squid for writing. I've tried a lot of programs, but squid is the perfect blend of simplicity and the features I need. (Templates, control over mapping what a single finger press does, button press does, eraser button does, full 100% black background, etc)

For screen recording, I use the in built Samsung app as it can record internal audio as well. (Plus the purple pointer tool is nice. (Option to turn it on is only seen when you detach the pen from the body while you are screen recording.))

For quick video edits, crops, merges, adding background music, etc. The inbuilt gallery app has a pretty robust set of tools for a stock app. For everything else, I use Adobe Rush. (Strangely enough, isn't available on the Galaxy Store or Play Store for the Tab S6 and I imagine the same can be said for the S6 Lite.)

But thank God for apk sideloads. You can find the apk here from apkmirror (like an .exe for android. (This is not a cracked app or anything like that, just the official app for samsung products, uploaded. Paid features are still paid features.)) Adobe Rush is good for slightly more advanced edits, like placing one video on top of, or to the side of another. There's some tutorials on youtube (Search: Adobe Rush Tab S6) that give you a nice rundown of how to get some of the basics done if you're unfamiliar with Adobe Rush.

Personally, while I love air command on my phone and use it all the time, I cannot stand it on Samsung Tablets. Using ADB you can disable both air command (The swirly menu that pops up when you press the button while hovering over the screen) and Samsung Notes (This app will make a popup sticky note if you tap the screen twice while holding the s pen button.) Frequently I'm pressing and holding the s pen object to select an object like a graph and move it around the screen. But the tab would think I was trying to pull up a sticky note.

With adb it's easy enough to disable the applications. I did this when I first got my Tab S4, again when I got my Tab S6 and it made the experience for me 100x better. If you get stuck with ADB or really anything I said here, or need ideas, feel free to reach out.

The Pixel Slate had bt far the most potential out of any of them. I could get the most done on it as a standalone device. Chrome OS is in this awkward phase where it's far more than a tablet, but less than a laptop. Getting around the UI during lecture was a breeze.

Unfortunately, while there were many times it just nailed it's responsibilities while I was teaching, there were many other times where it completely and utterly failed. T__T Random reboots, crashes, graphical glitches and other bugs have pushed me away from chromebooks for now. (Google has been introducing a TON of new features for Chromebooks, like now you can run matlab or latex natively) but meanwhile... Stability has been falling to the wayside. I recently sold my pixel slate and have heard things are improving with Chrome OS on the stability side. (ironically)
I've been using the Samsung Tab S4 a couple months now and it's been absolutely reliable. Every day boot it on, it finds my chromecast, connects, and mirrors flawlessly. Just no issues. While I really don't like Samsung phones and the UI there, the slow software updates, or the slightly sluggish performance compared with Google's Phones... With the tablet, having things like apps like a calculator that can pop up like a desktop are really a gem. (Samsung has had this since circa~2014!)
I've always loved the S Pens. No batteries! No recharging! (Untill recently) Eraser and side button included! I've accidentally left many s pens in my pocket, they go through the washer and work perfectly fine when they dry out. (Again, benefit of no battery/real electricity flowing through the thing)
Overall, Samsung's touchwiz for tablets really feels like they understand at the development level that people are using these tablets for productivity. Their Tab s6 is looking absolutely perfect and I would highly recommend it if you're in the market for a new tablet.

What's kept me on Android and Chrome OS for note taking is Squid. It's my preference because of it's bare-bones simplicity. It doesn't have all the features under the sun, (which I find to be helpful) but all the features it does have I like the implementation of those few features I REALLY need over all the other apps I have tried for Android and iOS. The UI is clean and minimal. Exactly what I need while teaching.

Realized I didn't even answer the question. Which do I like best? Ugh, I couldn't answer you honestly. There's things I loved about the Pixel Slate/Chromebooks and things I love about my Tab S4/previous android tablets. If Samsung (or Dell using Wacom EMR like in their Dell Chromebook 14) made a detachable chromebook like the Pixel Slate that's what I would most likely get (seamless updates are beautiful). I really like the idea of a detachable laptop.

You'll have the most luck with Android apps. You can visit https://madeforchromeos.com to browse some of the apps that will work. Most people will tell you that Squid is the best note-taking app, although you can also search for "Chrome goodies" and get the Noteshelf app for free (US only), it works well too and may have more features you are looking for. If you're looking to do artist/creative work, Infinite Painter is a good choice. As far as other apps go, they will work but aren't guaranteed to have low-latency support, which you probably want.
Personally I am looking at the Lenovo Chromebook 500e(2nd Generation).
It has a Wacom EMR stylus built in.
Lenovo USA only stocks the 4GB/32GB model.

I mainly use Awesomesheet for character sheets, very clean, easy to edit, beautiful UI, loads of useful features. As a webapp, you can save it like an app to your various devices.
Aside from that, I use Google Keep for keeping track of campaign data, and Squid for quick notes during the game.
I've been using BattleTrack to keep track of initiative. It's great, but I'm starting to feel like freehanding in Squid is easier. Too many variable to keep track of that tends to take too long to punch in on a keyboard.

No - it only supports a capacitive stylus. I use a BoxWave Accupoint with my R11. Its not the same experience as an active stylus, but it works well for me (and I like it a lot better than the non-powered eraser blobs or the ones with a clear plastic disc at the point)
Software-wise, I tend to use Squid, Bamboo Paper, and INKredible. And, I also like to use Adobe Sketch and Drawing Cartoons 2 as well.

Squid is an awesome note-taking app.
Really picks up the slack where Samsung left off. And being on an unrootable (att) phone, its really nice to have an app implement all those little common sense fucntionalities that were left out of stock.
Holding down the s pen button to erase, for instance. Squid does it.

Despite having 0 artisitic ability whatsoever, I always love messing with this little known animation app. It is a full featured, idiot proof, make any animation from scratch app, and it works unbelievably well.
Every other animation app I've seen on Android is an absolute piece of shit. So, more than anything, its nice to have one that isn't an absolute piece of shit.
Also, considering the complex interface of Rough Animator and occasional tedium that drawing on your phone screen is bound to call for, the s pen and rough animator are basically soulmates.

Yes. Two things to try.
a) Grabbing the tip of the Lenovo pen and extending it and pushing it in several times. seems to help as a calibration.
b) Some software is more sensitive than others. Try "Squid Notes" from the play store to compare. Also test with https://canvas.apps.chrome/

Without inbuilt Wacom your best most sensitive input device is ...
your finger ... which gets in the way of you seeing what you are drawing :)
next best thing ... cheap micro-fiber capacitive pens with the thinnest diameter possible ... such as

MEKO [2 in 1 Precision Series] (my favorite) micro-fiber + disk style tip that is good for selecting / seeing what you are drawing but not as good as the micro-fiber tip for actually drawing.
Don't waste your money on battery powered active pens such as DotPen or stilo - ok for selecting but not good for drawing
Best apps in my experience for writing / drawing:
Google Keep - use 2 finger downswipe to add extra space for writing.
Google Canvas - Progressive Web app for drawing.
MyScript Smart Note - excellent for handwriting recognition.

Take a look at Squid. It offers various page sizes and can export to PDF, and has a $1/month subscription cost. I tried it when I first got my Chromebook (that supported Android apps), and it was very good. I'm not using it now primarily because it didn't save to PDF natively (but can export like I said above), and didn't support syncing to Google Drive (it supports Dropbox and maybe Box), and the built-in PDF annotation features of ChromeOS better meet my needs.
