A balanced system, the CPU hits 100% on some occasions, the GPU is being stressed more than the CPU.
You could try to inquire about this issue on other places with people more qualified than me, since I just upgraded my ram due to reasons other than destiny 2, but noticed that it improved the performance a lot. Maybe you could fix it without upgraded ram, I really don't know
But if you decide to upgrade, remember to make sure that the new stick you buy has the samefrequency and cas latency as the one already in your rig
For example, my ram has a frequency of 3200mhz, and a cas latency of 21.
If you can, try to find the exact same stick of ram already in your rig.

Given the issue happens at predictable / timed intervals and the extensive troubleshooting tried in the past, it may be worth temporarily trying a gaming friendly VPN free trial or risk free trial e.g. NordVPN
If the issue no longer occurs then it's likely to be your ISP at fault.

I think ISP may be the bigger point of contention here. I have had so much trouble since about Thursday and now most of the time I can not even get to the character select screen on my first try. I also frequently get an error during matchmaking and get sent back to orbit. I have no trouble when I use a VPN (Private Internet Access). My ISP is Comcast.

Not sure about ExpressVPN, but most VPN service providers do not allow port forwarding. You need those for having open NAT for the best lobby experience. Without port forwarding the best you can expect is moderate NAT. The problem you described commonly arises when you have strict NAT which will give you the worst lobby experience in terms of public matchmaking or seeing other folks at destinations.
If you really want to use a VPN, its always better to run your own Wireguard server wherein you have full control over stuff like port forwarding.
You can go back to Windows. The choice you have to make is no different than a myriad of others, “Do I want to use Linux or do I want to play games?” I’m not shitting on Linux, I hate that this is the case, but it’s the reality so you have to make a decision.

I wasn't aware of the issues with "Speedtouch / Technicolor / Thompson routers", if these devices are malforming packets or requiring some crazy workarounds in order to get applications to work properly I would typically suggest looking at replacing them.
I'll assume that's not an option for whatever reason (ISP limitation, etc).
Regarding the Telnet commands then, the problem he is experiencing is due to Telnet not being installed in Windows. Telnet does not come installed by Default, and he will need to go into Add & Removes (Apps & Features / Programs & Features - Name depending version of Windows) and go to "Manage optional features". From here, you'll see a list of checkboxes for features you can add to Windows. Be sure to select "Telnet Client" and DO NOT select "Telnet Server" - the client is what will allow you to use Windows to connect to other devices, which is what you want in this case.
From there you'll be able to issue commands using telnet
from the Windows Command Prompt. You could also look at using a program called PuTTY which allows you to connect to devices with a variety of connection options (SSH, Telnet, Serial, etc) and is a pretty lightweight program. If you have issues getting the built-in Telnet to work, maybe it's a good option to evaluate for you then. Can be an issue on some system configurations, particularly in windowed / non exclusive fullscreen modes.
Have you tried forcing a framerate cap at the driver profile level?

I also ran several more tests and finding that I experience most of my FPS drops on loading into a new zone and then it settles down. Crucible is horrible though and completely unplayable for the first 20 seconds or so. I struggle to even load the team preview before a match shows and it runs at like 5 fps. I just left destiny, it's an issue with PTA collaborating with shady parties recording and listening to every single port. It's the reason why most of the UDP packets just go missing during transmission and why discord and peer2peer games like destiny and warframe don't work anymore.
The only fix we have right now is to use a VPN which isn't blocked on Pakistan, a ton of people in the Pakistani Destiny discord recommend using ExpressVPN

I have NordVPN, but it's kind of annoying to have to set it up every time I want to play Destiny 2. Sometimes, Malaysian servers work, and at other times, I have to resort to Indonesian servers instead. It's a constant cat-and-mouse chase to find servers that aren't messing up my NAT type every time. As you know, free VPNs have terrible quality, so the only VPNs worth using are the ones that you pay for.

I also tried other software that is used to 'improve' game connections, such as ExitLag. All of them failed, except for Mudfish, which is kind of like a VPN. This one works better than NordVPN, but putting network balance into it is, once again, time consuming, as is setting it up. My issues were resolved for weeks, so it's just frustrating that they've come back.

For my gaming setup I've been using the Razer Kraken TE USB Wired headset for years. It is not wireless, but the cord is super long and the ear cups are ridiculously comfortable.
I found out that I had a routing issue. I figured it out using a VPN, which returned the enemies back to normal. Recently, I had a breakdown in my local area that lasted for a few days. Once my ISP had restored my connection, everything was back to normal, and I didn't have to use a VPN.
If you're having the same problem that I'm having, you could try using a VPN or some other sort of routing software. NordVPN worked for me, though it took a bit of trial and error. There might be some free trials for decent VPNs that might allow you to test your theory. If the VPN solves your problem, then you have two solutions: keep using a VPN, or contact your ISP specifically about a routing issue with Destiny 2. Only your ISP can fix routing issues, as far as I'm aware.
Is it thru Xfinity? Honestly you could probably try just moving it to your downstairs coax. As long as it's live and connected should just boot up and work. If this also helps I am using a 4g lte router with netbuddy as my ISP in the US. It's a little weird but I have had no other problems in other games. The router is a shitty Huawei Entel b310-s that was giving me problems before only stuck in 3g until I found some random firmware update online. I just ordered a new router off amazon this morning that I will try tomorrow and hopefully that helps.

Sounds like a ram issue. Game runs fine for a while but as it takes up more resources it starts to run worse.

I tried a different VPN server and had same issue -- I'm using Torguard, I live in Upstate NY, was using the New York City server and tried the New Jersey server, no dice.
I tried tethering my cell phone (Verizon) and that fixed my issue with Homecoming -- problem is I don't have a very big data plan and the latency is not as good as using my home ATT internet.
Additionally, I tried disabling my VPN and using my home internet -- I received the NAT warning as expected as soon as I logged in, but was able to play through the entirety of the Strike (well, half the strike since it joined me to a run already midway through the strike) without any issues.
So, I'm at a bit of a loss... I saw Bungie's official comment on the Moose/Spinach issue, I guess I can only cross my fingers they fix the issue for the full release.
No problem at all. I've just been running Wifi since i got it, the wifi chip it has is super solid and i have yet to run into any stability issues. I do agree that for online gaming a wired connection is always better though. In any case you could indeed just get a USB to Ethernet adapter, something like this will do perfectly.

Weasel is usually due to packet loss etc issues between Destiny 2 and Bungie's servers or the player ( peer ) hosting that session. Quality of connection is important in resolving Weasel errors.

Bandwidth of a connection doesn't guarantee the quality of a connection. A new ISP may also route traffic differently than the previous ISP due to peering agreements.
It may be worth keeping a network monitoring application open and filtering on Destiny 2, that will identify IP addresses the game is using.
The IP addresses can then be used to determine the quality of connection between your PC and the host i.e. using network traceroute / ping / etc tools. NOTE: the host can be another player so be aware of that!
